Albeni Falls Dam (AFD) Water Weight Rental for Crane Load Testing
Oldtown, ID
GENERAL INFORMATION: The U.S. Army Corps of Engineers requires the rental of water weight and water pumping equipment for crane load testing at Albeni Falls Dam. This includes all necessary equipment for safe and accurate testing, including delivery and pickup to and from Albeni Falls Dam. The rental period is for 5 days.
TEST LOAD: Total Test Load Required: 100 US tons (T). 50T will be applied to each of the 2 crane load blocks for a total of 100T load.
SPECIFICATIONS: Provide water bags, water pumps, and other equipment (e.g. valves, hoses, fittings, flowmeters, etc.) that are free of invasive species and pollutants and are uncontaminated such that water pumped from the river into the bags for the load test can then be discharged back into the river. The Water Weight Rental equipment shall meet or exceed the following minimum salient characteristics:
EQUIPMENT LIST:
1. Water Bags:
a. Quantity: 4 bags
b. Capacity: 35T per bag
c. Accessories: All necessary filling/dumping valves, straps, and connection hardware.
d. Safety Standard: LEEA 051, with a minimum 6:1 design safety factor.
e. Submit for approval Non-Contaminated Equipment Certifications. Provide certification of equipment cleanliness stating water bags and accessories are free of harmful contaminants and invasive species such as quagga mussels, describing the method by which the bags and equipment were cleaned, the date they were cleaned, and exactly where the equipment has been used, if applicable, since the cleaning date. Bag cleaning methods must be approved by the bag/water weight manufacturer and by the Government. Examples of acceptable cleaning methods that have been approved in the past are:
i. Cleaning by heat, holding all equipment and all surfaces of bags above a temperature of 140 degrees F for a minimum of 1 minute, as verified by infrared temperature reading.
ii. Cleaning by freezing, holding all equipment and all surfaces of bags below a temperature of 14 degrees F for a minimum of 4 hours, as verified by infrared temperature reading.
2. Water Pumps:
a. Quantity: Two (2) pumps (redundant pumps are required due to the critical timing and restricted duration of the test)
b. Required Flow Rate: Approximately 200 GPM pump with a second, fully functional 200
GPM pump serving as standby in case the first pump fails.
c. Pump Electrical:
i. Available power is a single, 480-Volt, 3-Phase, 150-Amp circuit.
ii. Interface: Power is supplied by a Meltric DSN150 receptacle.
iii. The contractor shall provide all pump controls, additional protective device (if needed), Meltric DSN150-compatible plug, and 100 feet of SO/SE-type power cable.
iv. The pump shall be controlled at/near the Meltric DSN150 receptacle location, not at the pump location. Pump location is roughly 50-feet below receptacle location and not easily accessed once pump is in place.
d. Pump Operational Conditions:
i. Vertical distance from the water surface to the pump elevation (static suction lift) can vary from 3-feet to as much as 15-feet.
ii. The vertical distance from the pump elevation to the top of the water bags (static discharge head) is approximately 70-feet.
iii. The horizontal run from the pumps to crane is approximately 120-feet.
iv. The contractor shall supply all piping, connectors, and fittings necessary to connect to the Multi-Manifold (see below).
