About this file

The document is an Industry Day follow-up document for the Ediz Hook Beach Nourishment Project, hosted virtually by the U.S. Army Corps of Engineers Northwestern Division - Seattle District on September 5, 2025. The project involves procuring and placing up to 40,000 tons of 6 to 12" minus rounded cobble along a 2,900 ft zone of the Ediz Hook armor stone revetment in Port Angeles, Washington, with construction expected to last 4-8 weeks during a single season.

Key details include a project timeline from July 16, 2026 to October 15, 2026, with all construction below the High Tide Line to be completed by September 30, 2026. The estimated contract value ranges between $1,000,000 and $5,000,000. The small business set-aside is still under consideration, and the NAICS code 237990 will be used to determine small business eligibility. Rock quality tests, including gradation tests and weigh scale tickets, will be required. Contractors must use land-based equipment, temporarily remove and stockpile armor stone for access, and rebuild the revetment using existing stones upon project completion.

Q. What will be the definition used to define small business?

A. Given a likely NAICS code of 237990, look at standard table on Small Business Administration (SBA) website. NAICS code 237990 has a certain dollar or employee number threshold that determines if you fall within small business threshold. If registered in Sam.gov, highly recommend that businesses input their information into their registration.
