About this file

This document is a virtual Industry Day presentation for the Willapa Harbor Maintenance Dredging project by the U.S. Army Corps of Engineers (USACE) Seattle District. The project seeks to restore three Federal Navigation features in Willapa Bay to their authorized depths, involving dredging up to 180,000 cubic yards from Bay Center Entrance Channel, Nahcotta Entrance Channel, and Tokeland Entrance Channel. Dredging will occur during specific environmental in-water work windows in 2026-2027, with authorized depths ranging from -10 to -15 feet (MLLW) and +1 to +2 feet overdepth allowance.

The solicitation (W912DW26BA001) is planned for award in January/February 2026, with construction spanning fiscal years 2026-2027. USACE is considering an Invitation for Bids to open competition to both large and small businesses. The project presents significant challenges, including difficult mobilization, dangerous access, exposed Pacific Ocean entrance, and unmaintained channels with shifting shoals. The Small Business Office encourages early engagement, relationship building, and understanding of subcontracting requirements. Potential bidders are invited to provide feedback on project site conditions, option items, and information sufficiency for competitive bidding.
