About this file
This document is an Industry Day summary for the FY26 Willapa Bay Dredging project, held on Wednesday, 27 August 2025. The event involved 18 attendees from various marine construction and consulting firms, including Manson Construction, Weeks Marine, HME, Dutra, Geosyntec Consultants, and others. Key discussion points included environmental constraints, dredging method limitations, and potential project considerations.
Primary questions and answers revealed that: 1) current environmental documentation only permits clamshell/mechanical dredging, with pipeline dredging potentially considered in future events, 2) environmental documentation limits the project to a single dredging season, though a large portion of work may be classified as Option Items, and 3) while general dredging Best Management Practices exist, no specific protocols were identified for working near oyster beds. The U.S. Army Corps of Engineers (USACE) encourages interested firms to propose capability presentations and provide feedback on subcontracting opportunities. Surveys related to the project will be publicly available on the USACE e-hydro platform.

2. Comments, Questions and Answers from Audio and Chat:
Having an updated survey of the Entrance Channel would be helpful for understanding what conditions are present for access into the harbor.
Info: Noted. Surveys are/and any future surveys will be publicly available at the USACE e-hydro platform: https://www.arcgis.com/apps/dashboards/4b8f2ba307684cf597617bf1b6d2f85d
Audio Q
Randy Steed - J.F. Brennan Company Q: Are permits locked into clamshell/mechanical dredging only? In the narrow and shallow channels, could a contractor pipeline dredge into a scow and take out to the site?
A: No, the environmental documents do not cover pipeline dredging for this dredging event; however, this is noted and may be considered for future dredging events.
Chat
Fred Paup - Manson Construction Co.
Please consider a second season mob/demob in the base bid, in the event weather does not cooperate. These are tough places to work during the prescribed time. Thank you.
Info: Noted. Environmental documentation expiration limits us to a single season for this dredging event; however, this may be considered for future dredging events. A large amount of the work may be classified as Options Items for the FY26 dredging event.
Chat
Randy Steed - J.F. Brennan Company Are there permit Best Management Practices required specifically for working near the oyster beds? A: There are dredging Best Management Practices, but nothing specifically for oyster beds.
3. Industry Day Presentation Slides attached.
4. We encourage interested firms to propose a capability presentation with our PDT and the Office of Small Business, Enshane Hill-Nomoto
5. Subcontracting Opportunities:
We encourage feedback from large businesses regarding availability of subcontracting opportunities – if opportunities exist, and if not, why (i.e. total self-performance of work).
