About this file
This Limited Source Justification document details a sole-source procurement by the U.S. Army Corps of Engineers, Seattle District, for an Eldec MF 50 Mobile Induction System to be used for stator repairs at Chief Joseph Dam (CJD). The system, valued at $200,000, includes an Eldec MF 50 Induction Power Supply, a 5-ton chiller, and a mobile cart. The justification emphasizes the need for a standardized equipment approach across the Northwest District, citing the maintenance team's 15-year experience with this specific system and its successful use on previous dam unit repairs.
The procurement is being conducted under FAR 13.106-1(b) for purchases not exceeding the simplified acquisition threshold, with the primary rationale being operational consistency and minimal training requirements. The document highlights that Portland and Walla Walla Districts already own similar Eldec MF50 systems, and this purchase will allow for seamless integration and knowledge transfer across facilities. The procurement aims to improve repair quality, reduce downtime, and leverage established operational expertise with the Eldec MF50 induction brazing system.

LIMITED SOURCE JUSTIFICATION PURSUANT TO FAR 13.106-1
1. CONTRACTING AGENCY: U.S. Army Corps of Engineers, Seattle District
2. DESCRIPTION OF ACTION: Approval is requested for a limited source justification to acquire an Eldec MF 50 industrial mobile induction system including 5-ton chiller and mobile cart for Chief Joseph Dam (CJD) stator failure repairs.
3. DESCRIPTION OF SUPPLIES/SERVICES OR NATURE OF CONSTRUCTION:
Contract is for purchase of Eldec MF50 Mobile Induction System with the following items and features:
Description Qty
Eldec MF 50 Induction Power Supply 1 5-Ton Chiller 1 Mobile Cart 1
This contract will deliver a 50kW output 100% continuous duty induction brazing machine that will be used to braze and unbraze stator connections at CJD for repair. The total estimated cost for the requested equipment is $200,000.
4. AUTHORITY CITED: 10 USC 2304(c)(1) and FAR 13.106-1(b) Soliciting from a single source. (i) For purchases not exceeding the simplified acquisition threshold.
5. REASON FOR AUTHORITY CITED: Pursuant to FAR 13.106-1(b)(1)(i) “Contracting Officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand name or industrial mobilization.)”
Purchasing the Eldec MF 50 Induction System is necessary to ensure seamless repairs across NWD. The in-house maintenance teams have over 15 years of experience utilizing the current system. Any deviation from this equipment would require retraining and could potentially disrupt critical operations.
6. BASIS FOR RESTRICTING COMPETITION:
The Eldec MF50 is a proven technology with a demonstrate track record of successful stator repairs at CJD. The Eldec MF50 Mobile Induction System has been used for stator repairs on Units 19, 20, 22, and 24 – establishing a standardized process and skillset for CJD maintenance crew. Portland District (NWP) and Walla Walla District (NWW) each own an Eldec MF50 for stator repairs and the purchase of an Eldec MF50 for CJD will allow the other facilities in the Northwest District (NWD) to use these induction brazing systems without any special training.
The consistency afforded by a standardized system in NWD is needed for improved repair, quality, reduced downtown, and using established operational knowledge of the Eldec MF50.
PROJECT MANAGER:
I certify that the supporting data under this cognizance which ae included in the justification are accurate and complete to the best of my knowledge and belief.
