About this file
This document is an Amendment of Solicitation/Modification of Contract (Standard Form 30) for solicitation W912DW25Q0035, specifically Amendment 0003 issued by the USA Engineer District in Seattle on August 1, 2025. The amendment includes responses to a Request for Information (RFI) for a federal contract opportunity for Fiscal Year 2025 Pest Structural Timber Waste (PSTW) Debris Removal at the Hiram M. Chittenden Locks.
The amendment documents a site visit held on July 22, 2025, with four companies in attendance, and provides detailed responses to three contractor questions regarding the project. Key clarifications include: confirmation that the "quail area" is a government-owned site for debris offloading, verification that the project will be a Firm Fixed Price contract without a Not-To-Exceed amount, and confirmation that prevailing wage requirements apply. The solicitation remains a 100% Small Business Set Aside with NAICS code 562219 and a size standard of $47,000,000, with proposals due by August 8, 2025, at 3:00 PM Pacific Time.

QUESTION 1: We would appreciate your clarification on Optional Item 1001 (“Local Barge Moved at LWSC to Quail Area”). Specifically, could you please confirm:
The location and function of the “Quail Area” referenced?
Whether this area is government-owned or contractor-provided?
And if any additional staging or handling is expected at that site?
ANSWER: The quay or quail area is the area where the Debris will be off loaded. This area is Government owned and since the Barge is already staged there is no added staging requirement, and the handling will just be to remove the debris. The Contractor will have to coordinate movement from emptied Barge to Staging Area and move the next Barge to quay area for removal.
QUESTION 2: Has the Not-To-Exceed (NTE) amount for this project been updated?
ANSWER: This requirement is clearly defined and is not considered to be a complex requirement. The amounts required is reflected on each Contract Line Item Number(CLINs). Therefore, using an Indefinite Quantity Contracts (IDIQ) contract to include the NTE will not be used for this acquisition. When the contractors submit their proposals, the government will do a price and technical evaluation. Each proposal will be evaluated on basis if they met the criteria as specified in the solicitation. This requirement will be executed as a Firm Fixed Price contract with optional item CLINs that will only be exercised if the government sees a need for the services. It was already specified in the solicitation that this will be awarded as a Firm Fixed price contract.
QUESTION 3: Could you please confirm whether this project is subject to prevailing wage requirements?
ANSWER: Yes, the contractor must be compliant with the prevailing wage requirements. The Wage Determination was included the Solicitation.
