About this file
This is an amendment (0001) to solicitation W912DW25Q0005, issued by the US Army Corps of Engineers Seattle District, that provides answers to questions received during the solicitation period. The amendment date is March 5, 2025, and it does not extend the original solicitation response deadline.
The Q&A clarifies that programming must be performed on-site as the system is not network-connected. The GFE (Government Furnished Equipment) will be pre-installed, and the old system will be dismantled before contractor arrival. Card readers and end-of-line modules will be connected to the Mx panel and Head End server, with all wiring complete. While the period of performance is six months, the contractor only needs to be on-site for the duration of the actual work. The work is currently being performed by Government Personnel with no incumbent contractor. The contractor is responsible for fixing any network or software issues but should report any incorrect wiring/physical installation problems. All doors should ideally be cut over in one day, though three days may be needed if wiring issues are encountered.

NOTES R0001
Q&A
Question: Can programming be performed remotely?
Answer: This system is not connected to a network, installer must be on-site to perform the actions in the Performance Work Statement.
Question: What is the plan for GFE to cutover the access control system?
Answer: GFE is already installed at time of arrival.
Question: Will this be a live door-by-door conversion?
Answer: This is not a live door by door conversion, old system is already dismantled at time of contractor arrival. Card readers and End of line modules will already be run back to Mx panel, and communicating with the Head End server, and all wiring will be complete.
Question: If so, how many doors are anticipated to be cut over each day?
Answer: Ideally, all doors will be cut over in one day, as the only requirement will be programming them in the head end rack server as Libby crew has already completed all physical install. Assuming there is some error with the wiring, we may want to put the whole cut over on three days.
Question: RFQ states the period of performance is six months, is the contractor expected to have someone onsite for the 6 month duration?
Answer: No, you will only need to be on-site for as long as it take to complete the actions in the Performance Work Statement.
Question: What happens if this system is nonfunctional upon arrival on-site?
Answer: Libby Crew will have installed all hardware for new system upon contactor arrival.
Old system will be non-functional upon contractor arrival as they are to commission the new system, they will have no work to perform on the old system. If this contractor is asking about the new system being nonfunctional, then they are to inform us where the
W912DW25Q0005
wiring/physical install is incorrect, but if the problem is with network or software, then the contractor will have to fix it.
Question: Who is the current incumbent for this contract or this is a new requirement?
Answer: No current incumbent, work is being performed by Government Personnel up to this point.
