About this file
This document is an Amendment to a Solicitation for a Battery Monitoring System for the Libby Dam Station. The amendment answers questions received in response to the original solicitation posted on the System for Award Management (SAM) site. Key details include:
The solicitation requires an online battery monitoring system for the Libby Dam Station service batteries, with delivery to the Libby Dam Project Office in Libby, MT. The system must monitor cell voltage, ground faults, connection resistance, and cell negative post temperature. The amendment clarifies that measuring up to a 12V voltage limit is acceptable, the battery charger does not have ground fault detection, and only one connection and negative post per battery need to be measured. The contract requires complete installation, startup, and commissioning within 90 days of award. The solicitation number is W912DW24Q0024.

Q&AS AMENDMENT 0003
Questions and Answers
1. The Statement of Work (SOW) section 1.1 mentions the need to monitor Cell voltage (up to 18.5V nominal).
However, the Hoppecke 14-GroE-1400 battery at the site is a 2.0V nominal jar/cell. The data collection module we have designed for 2.0V jars/cells has an upper voltage limit of 12V. Can you confirm that the 18.5V nominal requirement applies to battery systems comprised of 2.0V jars/cells?
ANSWER: Monitoring up to the 12V. limit is acceptable.
2. The Statement of Work (SOW) section 1.1 mentions the need to monitor Ground faults. In our experience, systems like this one typically have ground fault detection in the battery charger or the battery monitor, but not both.
Ground fault detection in both devices often results in spurious alarms. Can you confirm that the battery charger does not feature ground fault detection?
ANSWER: Our current battery charger does not feature ground fault detection, but we are in the process of installing a new system that will have ground fault detection.
3. The Statement of Work (SOW) section 1.1 mentions the need to monitor connection resistance. The Hoppecke 14-GroE-1400 battery has three connections between each battery. Is the intention of the requirement to measure one connection for each battery or all three?
ANSWER: Measure one connection for each battery.
4. The Statement of Work (SOW) section 1.1 mentions the need to monitor cell negative post temperature. Each Hoppecke 14-GroE-1400 battery has three negative posts. Is it required to measure the temperature of all three negative posts, or will one negative post per battery satisfy the requirement?
ANSWER: Measure one negative post per battery.
5. The Statement of Work (SOW) does not mention the need to monitor the connection resistance of the cables connecting the battery to the battery charger. Many of our NERC-compliant customers require this feature. Is charger cable connection resistance a desired monitoring point?
ANSWER: No
