Q&AS

Questions and Answers

1. The Statement of Work (SOW) section 1.1 mentions the need to monitor “string current.” What is the maximum discharge current? This information is crucial for us to size the string current CT properly.

ANSWER: The maximum discharge current is 180 AMPS.

2. The Statement of Work (SOW) section 1.1 mentions the need to monitor “true float current” and “float current.”

Please elaborate on the difference (if any) between these measurements.

ANSWER: This was addressed in Amendment 0001 dated 19 April 2024.

3. The Statement of Work (SOW) section 2.2 and section 3.2 mention the need for installation personnel to complete training on Corps Hazardous Energy Control (HEC) Procedures. Is this training conducted on-site at Libby Dam or online? How many hours should be set aside for this training?

ANSWER: Libby Dam can provid the training materials via e-mail including the test. The test will need to be graded by Libby Dam personnel. On average, training takes about 2 hours.

4. If we cannot comply with specific sections of the RFQ or have an alternate approach, how do we identify exceptions, deviations, or clarifications from the RFQ?

ANSWER: Quoters may identify exceptions or deviations via written documentation submitted with their quotes clearly outlining the exceptions or deviations. Quoters may present alternative terms and conditions, or alternative commercial products or commercial services for satisfying the requirements of this solicitation. Acceptance of any exceptions or deviations is a decision made solely by the Government.
