REASON FOR AUTHORITY CITED: Pursuant to FAR 13.106-1(b)(1)(i) “Contracting Officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand name or industrial mobilization.)”
6. BASIS FOR RESTRICTING COMPETITION: The existing annunciation and SER system at Libby Powerhouse and Dam is outdated, non-functional, or non-existent depending on the powerhouse equipment in question. The U.S. Army Corps of Engineers (USACE) designed a replacement annunciation system for Libby Powerhouse and Dam.
The goal was to add as much annunciation point granularity to the system as possible, collect data from the existing SEL protective relays directly over communication links (instead of hardwired connections), provide a GPS-synchronized time clock signal to all devices, and be able to display all alarms at any location in the plant.
SEL is an industry leader in power system protection, technology, service and value. Due to SEL’s reputation, reliability and outstanding service record, Libby has installed SEL protective relays throughout the powerhouse. All generators, transformers and station service equipment at Libby are protected by SEL protective relays. The existing SER system records a minimal list of annunciation points. By incorporating the SER in the SEL system all annunciation points can be recorded. Currently at Libby, all five generators have digital governors furnished, programmed, and commissioned by American Governor.
American Governor uses Advantech components for their HMI equipment. Weschler equipment is currently installed in all 5 operating units as well as throughout the entire plant station service system.
Justification: The primary reason for choosing SEL equipment for the new annunciation and SER system is the efficiency of integration with existing SEL protective relay infrastructure.
The SEL equipment can easily and quickly be programmed to collect all data from the existing SEL relays. Weschler equipment was chosen as the only available viable direct replacement for existing Weschler equipment used extensively throughout the plant. The time saved in integration was a major factor in choosing SEL and Weschler equipment over other manufacturers.
The existing governor HMI screens installed at the actuator cabinets are Advantech brand, and the software has already been developed using Advantech Web Studio, therefore the new HMI for the control room is required to be Advantech too in order to match and have consistent software. American Governor developed the software and is intimately familiar with it, and therefore is ideally suited to make updates and provide commissioning services. Since the HMI’s will have to interface to the existing governor PLC’s and net, having American Governor furnish the HMI components as well as program them, the risk of improper or incompatible hardware or software is significantly reduced. Installing non-Weschler, non- Advantech or non-American Governor Equipment would add complexity, and added complexity correlates directly with increased risk.
The entire system design is network based and requires new networking equipment as the facility does not already have a networking infrastructure suitable for this application.

The Risk Management Executive (RME) recommended DoDIN APL placement on 28 August 2017 based on the Cybersecurity (CS) testing completed by the Telecommunications System Security Assessment Program (TSSAP)-led CS test teams. This solution achieved Interoperability (IO) certification from the Joint Interoperability Test Command (JITC) on 08 August 2017. This approval is effective upon the date of this memorandum and expires 29 August 2020 unless a critical issue is identified that invalidates either the CS or the IO posture of this product as determined by the JITC or the Chief Information Officers (CIO) for Combatant Commands, Services, and Agencies. Please note that Services and Agencies are required to recertify and reaccredit their systems every three years. Please refer to the DoDIN APL for official posting of this solution at the following site: https://aplits.disa.mil/apl.
2. This product/solution must be implemented only in the configuration that was tested and approved. To ensure an acceptable level of risk for each site’s Authorizing Official (AO) / Designated Accrediting Authority (DAA), please utilize this solution’s deployment guide and refer to the Conditions of Fielding (CoF) as depicted within the Cybersecurity Assessment Report (CAR). The CAR is included in the Cybersecurity Assessment Package (CAP) and can be
