The following have been modified:
PERFORMANCE WORK STATEMENT (PWS)
Clark Fork Debris Facility Emergency Maintenance
Albeni Falls Dam, Clark Fork, Idaho
1.0 GENERAL:
1.1 This is a non-personal services contract to provide procurement and installation of equipment to replace specified components of the Clark Fork Debris Facility system. The government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the contractor who, in turn, is responsible to the government.
1.2 Purpose. The United States Army Corps of Engineers (USACE) operates Albeni Falls Dam (AFD) just downstream of Lake Pend Oreille (the Lake). USACE also operates a passive drift holding facility where the Clark Fork River enters into the Lake, The Clark Fork Debris Control Facility (Drift Facility). The Clark Fork River flows rose above flood stage in May to June of 2018, causing an unusually high amount of debris material in the lake and damaged portions of the Drift Facility. Work needs to be done on the Drift Facility in order to restore its operational capability.
1.3 Tasks. The contractor will accomplish the following:
1.3.1 Task 1. Mobilization to a job site and de-mobilization from the job site. See Attachment A – Overview of Drift Facility for location of work.
1.3.2 Task 2. Submittal of all required deliverable documents, as specified in this PWS, to include government approval.
1.3.3 Task 3. Replacement of Drift Facility Components, reference Attachment A – Overview of Drift Facility.
1.3.3.1 Task 3A. Boom A:

1.3.3.1.2 Dolphin: Six (6)
2.0 OVERVIEW OF SITE CONDITIONS:
2.1 Facility Overview. The Drift Facility is a series of booms that direct woody debris entering the Lake from the Clark Fork River into a debris collection holding area. The Drift Facility is located approximately 3.5 miles northwest of Clark Fork, Idaho off of State Highway #200. The debris booms, either shear booms or string booms, consist of approximately 6,400 linear feet of boom in three (3) different locations beginning at the mouth of the Clark Fork River and ending at the debris collection holding area further north.
See Attachment A - Overview of Drift Facility. Water depth, flow velocity and other conditions vary from site to site.
2.2 Current Component Description. The shear booms consist of three (3) to four (4) floating logs of various lengths laid parallel to each other two (2) to three (3) feet apart, see Attachment B – Reference Drawing. The shear booms are held in position by a series of dolphins, which are a group of three piles embedded into the river and connected together, see Attachment B – Reference Drawing. Additionally, the facility utilizes string booms, which are single logs connected at either end with a chain and held in position by single piles.
3.0 SPECIFIC TASKS.
3.1 Task 1. Mobilization and De-mobilization
3.1.1 The contractor will be responsible for procuring all necessary equipment and materials and will be responsible for the movement and staging of all necessary contractor personnel, materials and equipment to the job site.
