SECTION 01 91 13 Page 16
3.5 VERIFICATION OF PERFORMANCE
The design and approved submittal data shall be entered into the DMS PFC's by the CxA. As-built data shall be entered into the DMS PFC's by the Contractor. Discrepancies between submitted and installed information will be noted in the Issues Log by the CxA for Contractor resolution. PFC installation and startup information shall be entered into the DMS by the Contractor. Certain completed PFC's shall be back checked by the CxA.
Facilitate resolution of issues noted in the Issues Log. The CxA will monitor installation progress of commissioned systems and equipment by tracking PFC completion using status reports generated by the DMS.
Verification of performance shall take place after formal notice from the Contractor that the following steps have been completed:
a. The pre-functional checklists (installation and operational) have been signed-off by the CxS and CxA.
b. FPT scripts have been "Pre-tested" by the Contractor and the system and/or equipment is deemed ready for the CxA to witness final functional performance tests.
Performance demonstration shall be done by the systems and equipment trade representatives and shall be coordinated by the CxS and witnessed by the CxA. Verification shall include demonstration of performance listed in the functional performance tests prepared by the CxA. PFC's shall be completed by the Contractor in the DMS prior to the back check by the CxA. The CxA witnessed functional performance tests data will be entered into the DMS at the time of verification. Notify the CxA as soon as possible of any issues identified during construction that may affect the commissioning process or final system performance.
3.6 WORK TO RESOLVE DEFICIENCIES
Items such as excessive noise, building thermal/air leakage, improper adjustments, misapplied equipment and deficient performance of equipment under varying loads shall result in additional work being required to complete commissioning of the systems. Whereas the CC's shall have input and the opportunity to discuss the work and resolution of problems with the CxS, the CxA shall have final authority for accepting the work plan for achieving acceptable performance of systems and equipment.
Corrective work shall be completed by the Contractor in a timely fashion to permit the on time completion of the commissioning process per the approved commissioning schedule. When requested by the Government, provide a manufacturer's representative to oversee corrective measures.
Experimentation to render system performance shall be permitted:
a. If the CxS deems the experimentation work to be ineffective or untimely as it relates to the commissioning process, the CxS shall notify the Government indicating the nature of the problem, expected steps to be taken, and the deadline for completion of activities.
b. The Government reserves the right to obtain supplementary services and/or equipment to resolve the problem, if deadlines pass without resolution of the problem.
c. Costs incurred to solve the problem in an expeditious manner shall be
SECTION 01 91 13 Page 17 the Contractor's responsibility.
3.7 SEASONAL COMMISSIONING AND OCCUPANCY VARIATIONS
Seasonal commissioning pertains to testing under full or near full-load conditions during peak heating, peak cooling seasons, and humidification as well as part-load conditions in the spring and fall. Initial commissioning shall be done by the Contractor and witnessed by the CxA prior to substantial completion, regardless of season. Commissioning under conditions representing other than the current season shall be undertaken at a later time by the Contractor and witnessed by the CxA. The CxS shall coordinate seasonal testing with TAB contractor for opposite season testing.
Discrepancies discovered after substantial completion with equipment installation, performance or workmanship shall be handled as warranty items by the Contractor and coordinated with the CxA. CxS shall provide the CxA with data to update the Commissioning Report to include seasonal testing and warranty period activities. CxS shall coordinate the schedule and status of the commissioning activities with the CxA. CxA will provide oversight and verify completeness of the commissioning activities, and report status directly to the Contracting Officer.
Postponed or deferred commissioning pertains to any remaining testing that was disallowed from being performed prior to substantial completion.
Government approval is required for testing that is postponed or deferred.
CxA will update Final Commissioning Report to include deferred test results and warranty period activities after they have been completed by the Contractor.
3.8 RETESTING AND RECOMMISSIONING
Any fault with material/equipment, integrated tests, or in any part of the installation revealed by commissioning tests shall be investigated, replaced, or repaired by the Contractor. Commissioning tests shall be repeated at the Contractor's expense until no fault appears, and until the repeated test results are approved by the CxA.
The Contractor shall be assessed the actual cost of $650/half-day (0-4 hours) and $1,200/full-day (4-8 hours) to the Government for the CxA to witness the 2nd, 3rd and any additional re-testing of a particular piece of equipment or system. Such costs shall be deducted from the contract amount due to the Contractor.
3.9 SYSTEMS MANUAL
The Systems Manual will be assembled by the CxA. The manual will include material divided into several sections provided in electronic format by the Contractor, Government, and CxA.
Submit specified materials for inclusion in the Systems Manual. The documentation shall be consistent with the final as-built conditions of the project. Assemble the materials by section as listed below on CD/DVD in a bookmarked PDF format:
