The monitors shall be ready for installation upon delivery, utilizing turnkey installation services by the equipment manufacturer.
2.2 Installation
2.2.1 Proposed Installation Plan (including Supporting Materials)
The equipment manufacturer shall propose an installation plan that includes: a detailed procedure and schedule for installation that is coordinated with concurrent site work, whether unit will be on-line or off-line during installation and commissioning, drawings showing installation details of the on-line gas monitor and associated equipment on the transformers and how the monitor will interface with the powerhouse (if applicable), bill of materials, storage requirements for spare monitor, and a commissioning plan (see Section 4). The post-award site visit shall be conducted before the proposed installation plan is submitted. All proposed installation plans shall be approved by the Government within 30 days after notice to proceed. Submission of the proposed installation plan should be provided in the following formats: three hardcopies and two electronic PDF versions provided on either DVD or CD.
2.2.1.1 Drawings
If all transformers cannot have the monitors mounted in the same location on each transformer or by the same method, individual drawings will need to be provided showing mounting locations and details for varied configurations. Drawings shall be clearly labeled showing the transformer it pertains to.
2.1.1.2 Spare Monitor Storage
Provide any requirements for maintenance and storage of spare monitor.
2.2.1.3 Coordination
All equipment and personnel required to install the monitors shall be provided by the manufacturer unless defined in the Government approved installation plan.
Government-provided 120 VAC power will be available at each transformer for the monitor’s use. The Government will also provide a training facility, parking, assistance unloading shipments, potable water, and restrooms for the contractor’s use.
A post-award site visit will be coordinated within 30 days of the notice to proceed.
This site visit will allow the manufacturer to perform a walk-through with Chief Joseph staff, and where design and scheduling details will be determined.
2.2.1.4 Scheduling
Transformer banks T6 and T7 are scheduled to have an outage for maintenance and testing from September 12 to October 7, 2016. It is preferred to have these (six) monitors installed and commissioned during this outage. T5 is not planned for an outage until September 11, 2017. The installation schedule and design for the three monitors on T5 will be discussed at a manufacturer’s post-award site visit in order to determine if an outage is required to mount the monitors.
Coordinating a schedule with the Government is required.
2.2.2 Monitoring System Installation
Provide the services of a factory certified field representative of the dissolved gas-in-oil monitor to install the monitoring system equipment (includes associated equipment) on each transformer. The monitoring system equipment shall be installed, as well as all associated oil piping, valves, gas systems, wiring and interconnections to the control cabinet.
3. Commissioning
The manufacturer shall commission the nine (9) installed monitors. The monitoring system shall be fully programmed and functional during the performance of the pre-operational tests. A Commissioning Engineer shall be present during performance of the tests, who is an employee of the monitor manufacturer. The Government shall witness all commissioning tests unless waived by the Government in writing.
The Government-approved (see Section 2.2.1) commissioning plan shall include at a minimum:
a. Verify all oil lines have been properly bled, and there are no leaks.
b. Verify there are no leaks for the consumable gas connections, and proper pressure adjustments have been made.
c. Verify equipment calibration by comparing the software gas-in-oil analysis to the PPM values listed on the calibration cylinder.
d. Verify all initial settings have been entered for the gas caution and alarm levels.
e. Verify correct processing of dissolved gas-in-oil measurements, and the ability to communicate this information with the provided software as installed on a Government laptop.
f. Verify software program provides guidance based on IEEE C57.104 (2008).
4. Training
Training for the monitoring system shall be performed by representatives from the manufacturer, and shall be performed using the equipment manuals and specialized equipment software included with the equipment. The training shall include hands-on operation of the equipment, either at the transformer or by utilizing stand-alone demonstration hardware of the same model and type as provided. A step-by-step description of all equipment software menus shall be performed, including the methods of changing the settings and alarms, downloading data, basic troubleshooting, and interpreting the guidance provided by the software analysis tools. Hardcopies of training material shall be provided for all students. It is estimated that there will be fifteen (15) students.
5. Closeout Documents
The following items shall be provided to the Government before the final 10% payment will be provided to the manufacturer:
a. Five (5) electronic sets of the following shall be provided on a CD or DVD in PDF format:
1. As-built drawings showing where monitors and associated equipment (i.e.
gas tanks, sensors, tubing, etc.) are located in the transformer vault. If multiple configurations were executed, drawings for each configuration shall be provided with clear indication of what transformer bank and phase is being represented. Drawings shall also include as-built panel layout and wiring drawings.
2. Commissioning results and final monitor settings
3. OEM User Manual for monitor (dissolved gas, moisture, temperature) and software packages; including troubleshooting guides for each
4. Data sheets for each component
5. Warranty of services information (if applicable)
6. Additional training materials not already provided in listed requirements.

52.204-17 OWNERSHIP OF CONTROL OF OFFEROR (NOV 2014)
(a) Definitions. As used in this provision--
Commercial and Government Entity (CAGE) code means—
(1) An identifier assigned to entities located in the United States or its outlying areas by the Defense Logistics Agency (DLA) Contractor and Government Entity (CAGE) Branch to identify a commercial or government entity, or
(2) An identifier assigned by a member of the North Atlantic Treaty Organization (NATO) or by the NATO Support Agency (NSPA) to entities located outside the United States and its outlying areas that the DLA Contractor and Government Entity (CAGE) Branch records and maintains in the CAGE master file. This type of code is known as an NCAGE code.
Highest-level owner means the entity that owns or controls an immediate owner of the offeror, or that owns or controls one or more entities that control an immediate owner of the offeror. No entity owns or exercises control of the highest level owner.
Immediate owner means an entity, other than the offeror, that has direct control of the offeror. Indicators of control include, but are not limited to, one or more of the following: Ownership or interlocking management, identity of interests among family members, shared facilities and equipment, and the common use of employees.
(b) The Offeror represents that it [ ___ ] has or [ ___ ] does not have an immediate owner. If the Offeror has more than one immediate owner (such as a joint venture), then the Offeror shall respond to paragraph (c) and if applicable, paragraph (d) of this provision for each participant in the joint venture.
(c) If the Offeror indicates ``has'' in paragraph (b) of this provision, enter the following information:
Immediate owner CAGE code:
Immediate owner legal name: ___
(Do not use a ``doing business as'' name)
Is the immediate owner owned or controlled by another entity?:
[ ___ ] Yes or [ ___ ] No.
(d) If the Offeror indicates ``yes'' in paragraph (c) of this provision, indicating that the immediate owner is owned or controlled by another entity, then enter the following information:
Highest-level owner CAGE code:
Highest-level owner legal name:
(Do not use a ``doing business as'' name)
(End of provision)
52.209-5 CERTIFICATION REGARDING RESPONSIBILITY MATTERS (OCT 2015)
(a)(1) The Offeror certifies, to the best of its knowledge and belief, that-
(i) The Offeror and/or any of its Principals-
(A) Are ( ) are not ( ) presently debarred, suspended, proposed for debarment, or declared ineligible for the award of contracts by any Federal agency;
(B) Have ( ) have not ( ), within a three-year period preceding this offer, been convicted of or had a civil judgment rendered against them for: commission of fraud or a criminal offense in connection with obtaining, attempting to obtain, or performing a public (Federal, State, or local) contract or subcontract; violation of Federal or State antitrust statutes relating to the submission of offers; or commission of embezzlement, theft, forgery, bribery, falsification or destruction of records, making false statements, tax evasion, violating Federal criminal tax laws, or receiving stolen property (if offeror checks “have”, the offeror shall also see 52.209-7, if included in this solicitation); and
(C) Are ( ) are not ( ) presently indicted for, or otherwise criminally or civilly charged by a governmental entity with, commission of any of the offenses enumerated in paragraph (a)(1)(i)(B) of this provision.;
and
(D) Have , have not , within a three-year period preceding this offer, been notified of any delinquent Federal taxes in an amount that exceeds $3,500 for which the liability remains unsatisfied.
(1) Federal taxes are considered delinquent if both of the following criteria apply:
(i) The tax liability is finally determined. The liability is finally determined if it has been assessed. A liability is not finally determined if there is a pending administrative or judicial challenge. In the case of a judicial challenge to the liability, the liability is not finally determined until all judicial appeal rights have been exhausted.
(ii) The taxpayer is delinquent in making payment. A taxpayer is delinquent if the taxpayer has failed to pay the tax liability when full payment was due and required. A taxpayer is not delinquent in cases where enforced collection action is precluded.
(2) Examples. (i) The taxpayer has received a statutory notice of deficiency, under I.R.C. Sec. 6212, which entitles the taxpayer to seek Tax Court review of a proposed tax deficiency. This is not a delinquent tax because it is not a final tax liability. Should the taxpayer seek Tax Court review, this will not be a final tax liability until the taxpayer has exercised all judicial appeal rights.
(ii) The IRS has filed a notice of Federal tax lien with respect to an assessed tax liability, and the taxpayer has been issued a notice under I.R.C. Sec. 6320 entitling the taxpayer to request a hearing with the IRS Office of Appeals contesting the lien filing, and to further appeal to the Tax Court if the IRS determines to sustain the lien filing. In the course of the hearing, the taxpayer is entitled to contest the underlying tax liability because the taxpayer has had no prior opportunity to contest the liability. This is not a delinquent tax because it is not a final tax liability. Should the taxpayer seek tax court review, this will not be a final tax liability until the taxpayer has exercised all judicial appeal rights.
(iii) The taxpayer has entered into an installment agreement pursuant to I.R.C. Sec. 6159. The taxpayer is making timely payments and is in full compliance with the agreement terms.
