About this file
This document is an Amendment of Solicitation for a renovation project at Building 12, Picatinny Arsenal, issued by the U.S. Army Corps of Engineers (USACE). The contract is a 100% Small Business Set-Aside with a project magnitude range of $5,000,000-$10,000,000, using NAICS code 236220 and a size standard of $45,000,000. The solicitation is for a one-phase best value tradeoff procurement, with electronic proposal submissions due by 2:00 PM EST on 01 December 2025 to Monica Coniglio and Matthew Lubiak via email.
Key amendments include extending the proposal submission date, providing answers to vendor questions about project specifics, and attaching a site visit sign-in sheet and site visit photos. Notable details include acceptable chiller and CRAC unit manufacturers (Trane, Carrier, Daikin/McQuay, and York), confirmation of no Public Works Certificate requirement, and guidance on proposal preparation. The project involves renovation work with specific requirements around IAQ, seismic standards, commissioning of new systems, and potential work hour considerations. Vendors must request plans and specifications via email, with the understanding that these documents are confidential and for bidding purposes only.

Answer: No, it doesn't count.
Question: Will this project require a New Jersey Public Works Certificate?
Answer: No, a Public Works Certificate is not required.
Question: Is viega propress acceptable?
Answer: We are prohibited from answering this question due to the prohibition on inclusion of brand name requirements.
Question: I am just checking to make sure nothing has changed and the procedures are the same. It would be a non-friable removal, using RFCI recommended work practices that NJDOH recognizes as acceptable for the removal of asbestos flooring. This includes using heat machines for the removal of the tile and a solvent and buffer to remove the mastic and all work performed under negative air pressure. If procedures did change and other methods will be needed, I have to account for that in my pricing.
Answer: The government has no comment with respect to the contractor-proposed means and methods.
Question: Can the government provide information on the basis of design that the chiller and CRAC units were designed around or, at a minimum, please provide an acceptable list of chiller and CRAC manufacturers.
Answer: Trane, Carrier, Daikin/McQuay and York.

Answer: Yes, Q&S are required ... Dual hat will be up to the administrative officer after contract award.
Question: Please confirm whether dumpsters will be provided by the government and confirm where the dumpsters will be placed during construction.
Answer: No dumpsters will be provided. Exact placement will be determined upon approval of temporary site facility plan.
Question: Are there any seismic requirements for mechanical, fire suppression, and electrical components?
Answer: Yes, this can be found in plans and specifications.
Question: What are the requirements for commissioning of the new systems?
Answer: Please see Specification Sections 21 13 18 and 23 08 00.
Question: Will the POP be extended to accommodate longer than normal equipment lead times?

These are outside the criteria but is there anywhere for us to note them so show our relevancy and experience in dealing with Picatinny Arsenal and USACE. Also, to whom do we send the hard copy of the bond to?
Answer: The only one to be considered is the one that falls within the 7-year limit. The hard copy bonds should be sent to Monica Coniglio at:
