Section 01 00 00 - General Requirements

Miscellaneous text in this section has been modified to:

W912DS26RA004 Renovation Building 12, Picatinny Arsenal - Amendment 0002

This amendment is being issued to address the following:

To post all responses to questions received to date.

To clarify the submission for inquiries is being extended from 31 October 2025 to 7 November and the submission for electronic proposal submissions is also being extended 2025 at 11:59 AM to .17 November 2025 at 2:00PM

Question: I am following the new amendment with the site visit tentatively scheduled on 11/4 but the closing of questions is 10/31. Is it possible to extend the RFI until after the site visit so we have an opportunity to look at the project on site which might lead to further questions.

Answer: The submission for inquiries is extended to 7 November 2025 at 11:59 AM. The submission for electronic proposal submission is also extended to 17 November 2025 at 2:00PM.

Question: Is a letter of commitment required for using a sister company's past performance?

Answer: Yes. A sister company is not the same business entity; they are separate, distinct legal entities that share a common parent company. The solicitation Factor 1 states, "The Offeror may utilize experience of the proposed construction subcontractor to demonstrate construction experience; however, use of a construction subcontractor may result in a project to be considered less relevant. The Offeror must provide a supporting joint venture agreement, partnership agreement, teaming agreement, or letter of commitment and an explanation of the meaningful involvement for the subcontractor. These agreements or letters of commitment documents shall be submitted in Volume I."

: Page 17 of the "Evaluation Factors and Instructions" notes that PPQs may be submitted Question for past performance when CPARs are not available. Is it acceptable to submit a PPQ that has already been filled out for a prior proposal?

:Answer Yes, offerors must submit any previously completed/submitted PPQs that they wish to be considered with this proposal.

Question: Who is the current FA vendor? Sprinklers? BMS? Roofer? Cyber Security? Can you provide contact information for all?

Answer: USACE ECB 2022-1 "Prohibitions in the Use of Brand Name (or Equal) References in Solicitations" prohibits us from responding to this question.

Question: Please confirm the completion time or provide date?

Answer: 455 calendar days after the Notice to Proceed (see page 16 of "Picatinny B12 RTA Submittal Specifications" document).

Question: Per the instructions of the subject referenced solicitation, we understand that Attachment 3 PPQ should be used to document relevant past performance. However, due to the current circumstances involving the federal government pause, many of our points of contact are currently furloughed. As a result, it is unlikely we will receive responses in a timely manner. Given this situation, request that you consider allowing us to submit CPARS evaluations in place of the PPQs for those projects where we are unable to obtain completed forms. While we understand that the instructions permit submitting the first page of the PPQ and completing the remainder once feedback is received, the uncertainty surrounding response times leads us to believe that CPARS, which provide detailed evaluations of our past performance, would be a more reliable and timely alternative.

Answer: Yes, CPARS are acceptable. The solicitation Factor 1 states, "If a completed CPARS evaluation is available, it shall be submitted with the proposal for each project included in Factor 1."

Question: Please confirm if these docs are CUI?

Answer: Yes they are CUI - offerors should not release them beyond those needing to know. I.e.

Vendors and Sub-Contractors.

Question: Is the ACS to integrate with the existing ACS panel in room 22 and for it's brand?

Answer: Refer to specification section 28 10 05 paragraph 3.1.1, "Existing Equipment." We are prohibited from disclosing the brand name.

Question: Will this project require a New Jersey Public Works Certificate?

Answer: No - we haven't heard of this on past jobs and it's not in our Specifications this go around.

Question: Is sprinkler protection required above room New Server Room 38?

Answer: No. The space above New Server Room 38 is non-combustible concealed space with no storage.

Question: Can the Floor control Valve assembly for the Electrical room 38A be located in the Fire Riser Room 38B at accessible height in lieu of above the ceiling.

Answer: Yes, provided it does not interfere with the pre-action system riser, releasing control panel, and nitrogen generation system.

Question: Is there a hub type floor drain in the Fire Riser Room 38B, for the Pre-action system and wet Floor Control Valve assembly?

Answer: Yes. Refer to A1/P-101 and A8/P-101.

Question: Is it acceptable for existing wet pipe sprinkler piping to remain above the new Server Room 38.

Answer: No. All existing sprinkler piping within the work area must be demolished as required by Sheet FD101.

Question: Is there any recent flow test information for our use in preparing our estimate.

Answer: No. Flow test information provided is for bidding purposes. Contractor must perform their own flow test prior to shop drawing submittal as required by section 1.2.1.1 of Specifications 21 13 13 and 21 13 18.

Question: Please confirm whether the Letter of Commitment is required only in the case of a joint venture or teaming agreement, or if it must also be submitted for proposed subcontractors.

Answer: If a subcontractor's experience and performance is to be considered in the evaluation, then a letter of commitment is required. The Solicitation Factor 1 states, "The Offeror must provide a supporting joint venture agreement, partnership agreement, teaming agreement, or letter of commitment and an explanation of the meaningful involvement for the subcontractor. These agreements or letters of commitment documents shall be submitted in Volume I."

Question: Under Evaluation Factor 4, Volume II - Tab A, Factor 2(a): kindly clarify whether a Schedule Narrative Summary will suffice, or if a full Project Schedule (Gantt Chart) is required.

Answer: The Summary would be Considered the Minimum and would Suffice.
