About this file
This is Amendment 0003 to a federal solicitation (SF 30 form) for maintenance dredging services at New York Harbor's Sandy Hook Channel Federal Navigation Project. The amendment was issued on 6 August 2026 by the U.S. Army Corps of Engineers (USACE), New York District, with an effective date of 6 August 2026. The original solicitation number is W912DS26BA028, and bidders must acknowledge receipt of this amendment by the specified deadline or face rejection of their bids. The amendment responds to 17 Requests for Information (RFIs) received from potential bidders, though no additional RFIs will be accepted after Amendment 0002.
Key technical clarifications provided include: the addition of Attachment J containing the 2017 Grain Size Analysis for the dredge area as the most recent and representative geotechnical data; confirmation that Attachment L contains hydrographic and topographic survey data in XYZ format; and reference to the Biological Opinion on the Sandy Hook Channel regarding northeastern beach tiger beetle survey and translocation requirements under CLIN 0004. The amendment clarifies that the estimated dredge quantity of 177,130 cubic yards will be adjusted based on a USACE pre-dredge survey and that volumes were calculated using the TIN to Channel Method in Hypack. Regarding operations, the amendment confirms that NMFS Observers and Dredged Material Inspectors must be present on all towing vessels year-round; dragging is not allowed; hopper dredges are not recommended but means and methods remain at contractor discretion; placement at SBOBA is limited to 6,000 cubic yards per scow load; and the contractor shall begin work within 5 calendar days and complete it within 51 calendar days after receiving notice to proceed. Contract award is anticipated late August to early September 2026, with Notice to Proceed expected within 14 calendar days of award. The amendment clarifies cost responsibilities: USACE will pay for park ranger monitoring (100 days estimated), while the contractor is responsible for beach fencing, signage, and the northeastern beach tiger beetle expert, though the contractor is subject to any additional costs exceeding the 100-day ranger coverage period. The NJDEP Water Quality Certificate is valid through 29 May 2029.
