About this file
This is Amendment 0002 to Solicitation No. W912DS26BA028, issued by the U.S. Army Corps of Engineers (USACE), New York District, for maintenance dredging of the New York Harbor Sandy Hook Channel Federal Navigation Project. The amendment is effective August 6, 2026, and responds to Requests for Information (RFIs) received from potential bidders.
The primary change adds the "Biological Opinion on the Sandy Hook Channel" (88 pages, dated October 2, 2017) as a required contract attachment and includes Attachment J, "New York Harbor, Sandy Hook Federal Navigation Channel 2017 Grain Size Analysis," which has been uploaded to SAM.gov. The amendment also incorporates answers to seven RFIs addressing geotechnical investigations, sampling and testing documentation, National Park Service Special Use Permit costs (to be paid by USACE), northeastern beach tiger beetle survey and translocation requirements, and dredge volume calculations. Key clarifications include that pre-dredge surveys must cover the entire "impact area" (intertidal and supratidal beach within the dredging footprint, plus adjacent areas within specified distances), that completion of beetle conservation measures is at the discretion of the U.S. Fish and Wildlife Service, and that estimated dredge quantities of 177,130 cubic yards are subject to adjustment based on USACE's Before Dredge survey using FAR 52.211-18 Variation in Estimated Quantity. No RFIs are accepted after this amendment posting. Bidders must acknowledge receipt by the solicitation deadline using specified methods, or face rejection of their bids.

Solicitation No. W912DS26BA028
Technical Specifications:
- Attachment J "New York Harbor, Sandy Hook Federal Navigation Channel 2017 Grain Size Analysis" has been uploaded to SAM.gov and is now included in the contract solicitation.
RFI Responses:
Q1. Please provide the most recent Geotechnical investigation for the dredge area.
A1. Please see Attachment J "New York Harbor, Sandy Hook Federal Navigation Channel 2017 Grain Size Analysis".
Q2. Specification states " See attachments to this solicitation on SAM.GOV for complete Sampling and Testing Results Package" in regards to Attachment J New York Harbor, Sandy Hook Federal Navigation Channel 2017 Grain Size Analysis. Please provide the referenced package as it in not available on SAM.GOV. Please also confirm that this is the most recent sampling completed within the dredge area and is intended to be representative of all material to be removed.
A2. Please see Attachment J "New York Harbor, Sandy Hook Federal Navigation Channel 2017 Grain Size Analysis". This is the most recent sampling completed within the dredge area. Due to historical data, it is determined that the 2017 Grain Size Analysis is representative of all material to be removed from the area.
Q3. SECTION 00 90 02 1.2 NPS SPECIAL USE PERMIT, Park-specific Terms and Conditions, item 28. Monitoring and Administration - Safety, Enforcement, and Resource Protection, are these estimated costs expected to be paid by the government or contractor?
A3. The estimated costs listed in the NPS Special Use Permit - Item 28 "Monitoring and Administration - Safety, Enforcement, and Resource Protection" will be paid by USACE. However, the contractor is subject to any action/inaction within the NPS Special Use Permit, including any additional costs needed if the Safety, Enforcement, and Resource Protection coverage exceeds the stated 100 days.
Q4. SECTION 00 90 02 1.2 NPS SPECIAL USE PERMIT is there any additional attachments or information regarding northeastern beach tiger beetles from the SUP?
A4. Please see Attachment "Biological Opinion on the Sandy Hook Channel".
Q5. SECTION 01 11 00 Page 3 1.2 PROJECT DESCRIPTION, please share referenced U.S.
Fish and Wildlife Service (USFWS) issued a Programmatic Biological Opinion on October 2017 entitled "Biological Option on The Effects of Recurrent Maintenance Dredging of The Sandy Hook Channel, Monmouth County, New Jersey on Four Federally Listed Species"
(PBO)
A5. Please see Attachment "Biological Opinion on the Sandy Hook Channel".
Q6. SECTION 01 11 00, Page 4, 1.2 PROJECT DESCRIPTION: per CLIN 0004
(NORTHEASTERN BEACH TIGER BEETLES SURVEY AND TRANSLOCATION EFFORTS),
the contractor shall coordinate with USFWS, NPS and USACE to provide a qualified and approved northeastern beach tiger beetle expert to conduct the pre-dredge species survey, translocation efforts, and a post-translocation species survey. Translocation efforts shall not proceed without the agreement of the USFWS, USACE, and NPS.
a. Please provide a list of qualified and approved northeastern beach tiger beetle expert[s] for the Sandy Hook area to contact for subcontracting.
b. Can you please clarify the coverage required for survey & clearance area /distance require of the presence of the northeastern beach tiger beetles to begin work?
c. Should northeastern beach tiger beetles be present on the site, where or how far is translocation expected to be?
d. What deems completion of northeastern beach tiger beetles conservation measures? Please clarify if all work of line item considered to be pre-dredging work, or is there during or post dredging expectations too?
A6.
a) Please contact the U.S. Fish and Wildlife Service, New Jersey Field Office for government approved northeastern beach tiger beetle experts.
b) A pre-dredge northeastern beach tiger beetle survey must cover the entire "impact area". The "impact area" refers to the intertidal and supratidal beach within the dredging footprint, adjacent intertidal areas within 300 feet, and adjacent supratidal areas within 25 feet. USACE may schedule a coordination meeting with USFWS and the contractor to discuss if further clarification is required. Please refer to Attachment N "Biological Opinion on the Effects of Recurrent Maintenance Dredging of the Sandy Hook Channel, Monmouth County, New Jersey on Four Federally Listed Species", Appendix B for more information.
c) If any northeastern beach tiger beetles are found present in the dredging footprint, the beetle/larvae shall be translocated immediately to a location outside of the dredging footprint to the extent practicable. USACE may schedule a coordination meeting with USFWS and the contractor to discuss if further clarification is required. Please refer to Attachment "Biological Opinion on the Sandy Hook Channel", Appendix C for more information.
d) Completion of the northeastern beach tiger beetle conservation measures is at the discretion of the USFWS. All work in CLIN 0004 is pre-dredge work.
Q7. SECTION 01 30 00, 1.8 ESTIMATED QUANTITIES: Total Estimated Quantity Available:
177,130 CY. Our calculations for provided xyz September 2025 & channel design are significantly more. Can you please provide clarification for how volumes calculated with xyz & channel design files. Please confirm expected dredge area footprint limits.
A7. The quantity stated in the contract is an estimated quantity and will be adjusted under the FAR 52.211-18 VARIATION IN ESTIMATED QUANTITY to quantities calculated on the USACE Before Dredge survey to be conducted prior to the start of dredging. Volumes were calculated using the TIN to Channel Method in Hypack, utilizing the 3-ft survey medium data and contour dredging method. Please refer to the Contract Plans for Sandy Hook Channel coordinates and the Typical Dredging Section for the dredge area footprint limits.
