About this file

This is Standard Form 30 Amendment 0003 to solicitation W912DS26BA004, issued by the U.S. Army Corps of Engineers (USACE) New York District on January 22, 2026. The amendment extends the bid due date from 2:00 PM EST on January 26, 2026 to 2:00 PM EST on January 28, 2026. The amendment provides final responses to six contractor Requests for Information (RFIs), posts a Site Visit Sign-in Sheet, adds a bid schedule for contractor use, and clarifies that no further RFIs will be reviewed or responded to. The contracting officer is Adrian Stafford-Browne, located at KO Contracting Division, 26 Federal Plaza Room 16-300, New York, NY 10278-0004.

The RFI responses address key project clarifications: (1) the RTA drawing set is to scale and contractors should verify their measurement tools; (2) a completed geotechnical report has been attached to the amendment; (3) contractors are responsible for performing all bid quantity takeoffs; (4) drawings are accurate and dimensions should be followed rather than relying on measurement techniques; (5) item 17 of the Bid Form 1442 should be filled numerically with the total of the base bid and options; and (6) the contractor is responsible for hiring the special inspection person/agency, not the Contracting Officer. An important note clarifies that work under the eliminated Optional CLIN 0003 is not required to be performed. Offerors must acknowledge receipt of this amendment prior to the extended bid deadline by completing and returning amendment copies, acknowledging receipt on offer copies, or submitting separate written communication referencing the solicitation and amendment numbers.

RFIs as of 07 January 2026:

Questions that may be of general interest to all Offerors and/or the Government and that are not readily answered by the proceeding changes will appear below. These questions may have been paraphrased or altered to represent several questions regarding the same subject and/or simply revised to clarify and simplify the question(s). Questions and answers are issued to the Offerors "for information only" and do not revise the solicitation, plans or specifications.

Q1. The drawings for the subject project are not to scale. Kindly provide us with the scaled drawings.

A1. The RTA drawing (.pdf) set is to scale. We advise you verify the scale set on your measurement tool or print setting.

Q2. Please advise if a geotechnical report and/or soil borings are available for the subject project, particularly for the areas with drilled caissons. We did not find any soil or rock information in the drawings or specifications. If a Geotech report exists, please provide it or advise where it can be accessed.

A2.A Geotech report was completed and attached to this amendment.

Q3. In your documents for this project, do you happen to have quantity workups or a civil takeoff?

A3. It should be the contractor's responsibility to perform all bid take offs.

NOTE:

** The work under eliminated Optional CLIN 0003 is not required to be performed. **

RFIs as of 12 January 2026:

Q4. Note the Scale of Drawing A-100 is set out at 1'=30' as called on the drawing. Measured distance is 13'-7", which is way off from 43'-2 3/4" shown on the drawing. Causes of scaling issues include incorrect plotting configurations (e.g., "Fit to paper"), the way the original CAD file was exported, or the file containing raster (image) data instead of vector lines.

A4. Drawings are accurate and to scale. The contractor should follow the dimensions on the drawings to ensure accuracy as the measuring technique being used may be flawed.

Q5. Would you please clarify what bid price to write in item 17 of the Bid Form 1442? Is it the Base Bid price only? In words or numbers?

A5. Item 17 should be filled out numerically and is the total of the Bid and Options.

Q6. There seems to be a conflict in the requirements for a special inspection person/agency.

Note 13 in dwg. S-001 implies that the Contracting Officer will engage a testing/inspection agency but Section 014535 paragraph 1.3.4 of the specifications states that the Prime Contractor will hire the inspector directly. Please advise.

A6. The Contracting Officer will not be hiring the inspector. This will be the responsibility of the contractor.
