Will the Government be answering questions throughout the question period or at one time after the question period has ended?
Government Response: Questions will be answered throughout the question period.
Please confirm that the submission is to be emailed to Brian.H.Winters@usace.army.mil and nicholas.p.emanuel@usace.army.mil. There are references on page 5 of the Evaluation Factors document to uploading and mailing CDs as well as submitting an original and a copy on SF 1442.
Government Response: Please email submission of proposals to Brian.H.Winters@usace.army.mil and Nicholas.p.emanuel@usace.army.mil.
Evaluation Factors document page 5 states "Include a “File Description” for each file(s) you upload. The “File Description” will be included in the email notice to each of the recipients you choose to have access your file(s)." If this is required, can the government please specify where the file description should be provided?
Government Response: The file name should be sufficient enough to identify what the file is. If not, a further description can be provided in the email.
Can the Government please confirm that the Phase I submission does not include price and that this will be part of the Phase II submission that will be part of a subsequent RFP issued at a later date with a future due date (i.e., beyond 30 June 2025)?
Government Response: Phase 1 submission does not include price and will be part of the Phase II submission at a later date.
The SF 1442, 12a., indicates that bonds are required. Is this accurate?
Government Response: Bonds will be required.
If the constructor and the designer for the subject proposal worked previously on the same projects together, is it permissible for the constructor and the designer to submit separate A2 forms for the same projects?
Government Response: Yes. The same project can be submitted from the contractors perspective and then from the designer’s perspective.
If it is permissible for the constructor and the designer to submit separate A2 forms for the same project, should the client be asked to provide two Form A3 PPQs (one for the constructor and one for the designer) or a single Form A3 PPQ that evaluates both?
Government Response: Yes separate PPQs should be submitted.
Can the government please confirm that the 30 pages allowed for Tab A only includes completed Form A2s?
Government Response: Yes.
Evaluation Factors document page 8 states that "the Offeror is required to provide information on past projects (within the past five (5) years) in which they have been issued a CURE NOTICE…" Where in the submission should it state that there has or has not been a CURE NOTICE issued?
Government Response: A response that no cure notices have been issues is not necessary.
Evaluation Factors document page 4 references “volumes.” Should Tab A and C be provided in a single document called Volume I or is Tab A Volume I and Tab C Volume II?
Government Response: Tab A should be volume I and tab C should be volume II.
Where in the Phase 1 submission should FORM A1 PROPOSAL DATA SHEET be provided?
Government Response: Tab C.
Should the Annual Representations and Certifications from page 11 of the Solicitation be included in Tab C?
Government Response: Yes.
Evaluation Factors document page 4 states that "Margins (1-inch) shall be clean and clear." Can header and footer content be in the margins?
Government Response: Yes.
Evaluation Factors document page 6 states that Factor 1 is "Equally as Important as Factor 2." Please confirm that there is no Factor 2.
Government Response: There is a factor 2 in the phase two of the two phase best value trade off solicitation. The best value selection will look at Factor 1, Factor 2 and price.
Please confirm that the references to Form A2 at the bottom of page 7 in the Evaluation Factors document should be references to Form A3.
Government Response: Yes. The PPQ is Form A3.
