About this file
This document is a Questions and Answers (Q&A) file for the Sinclair Brook Bridges project (Solicitation W912DS25RA004) issued by the Department of the Army Corps of Engineers Engineering District New York, located at West Point, New York. The Q&A session clarifies several key solicitation details, including evaluation requirements for past performance submissions, proposal formatting, and submission guidelines. Notably, contractors must submit two or three projects from both the constructor and designer, with each project submission highlighting the respective team member's specific role. The government confirmed that projects submitted by the Designer of Record (DOR) must be at least 75% design complete, and that certain forms (1442, A1, A2, A3) are excluded from the 30-page proposal limit. Additionally, the government will be deleting the 252.215-7009 Proposal Adequacy Checklist requirement, will share all Q&A with all contractors, and requires submission of PPQ forms instead of CPARS for past performance documentation. The solicitation does not allow for deadline extensions, with the current phase focusing solely on past performance information submission.

1. The Evaluation Factors document page 7 requires two or three projects each from the constructor and the designer. Page 9 lists “The experiences demonstrate previous teaming experience between current proposal team members” as a strength. If the proposed constructor and designer have previously completed two projects together, and both parties submit those same two projects—each highlighting their respective scopes—will the government consider this as two unique projects or as four separate submissions for evaluation purposes?
Government Response: Yes. But the project should be submitted twice. One form that highlights the construction contractor’s role and one form that highlights the designer’s role.
2. In the Evaluation Factors document page 6, was Table 3.0 Phase One: Proposal and Related Evaluation Factors second row where presumably TAB B would go left intentionally blank?
Government Response: Yes.
3. Can the Government please confirm that 252.215-7009 Proposal Adequacy Checklist is required as stated on Page 18 of the solicitation document?
Government Response: The Government will be deleting clause 252.215-7009. Is not required.
4. Will the Government be sharing all questions and answers with all contractors?
Government Response: Yes.
5. Can we submit CPARS in lieu of a PPQ form?
Government Response: Please submit a PPQ for each example past performance.
6. With respect to the solicitation requirements, we kindly request a 2-week extension to the due date.
Government Response: No. This phase is only asking for past performance information. No extensions will be granted.
7. Please confirm that the projects submitted by the DOR must be at least 75% design complete.
Government Response: Confirmed.
8. Please confirm that forms 1442, A1, A2 and A3 are excluded from the 30-page limit.
Government Response: Confirmed.
