About this file
This document is Amendment 0003 for the East Rockaway Inlet, NY Federal Navigation Project (Solicitation No. W912DS25BA013). The amendment extends the bid opening date to 17 July 2025 and addresses several key modifications, including corrections to specifications, clarifications on environmental work windows, and responses to Request for Information (RFI) from potential bidders. The project involves maintenance dredging of East Rockaway Inlet, removing approximately 255,730 cubic yards in the basic work and potentially up to 303,815 cubic yards across three optional work areas, with dredged material to be placed along the Rockaway Beach shoreline.
The bid schedule includes a basic work item for dredging to -14 feet Mean Lower Low Water (MLLW) with a 59-day performance period, and three optional work items that can be exercised at the government's discretion. Each option has specific dredging quantities and additional performance days if executed (8 days for Option 1, 13 days for Option 2, and 5 days for Option 3). The contractor must commence work within 5 calendar days of receiving the Notice to Proceed and is required to maintain an integrated production of at least 12,000 cubic yards per calendar day. The amendment provides detailed coordinates for beach placement and clarifies various technical and logistical aspects of the dredging and beach nourishment project.

BIDDER'S QUESTIONS AND GOVERNMENT REPLY
(Questions that may be of general interest to all Bidders and/or the Government and that are not readily answered by the proceeding changes will appear below. These questions may have been paraphrased or altered to represent several questions regarding the same subject and/or simply revised to clarify and simplify the question(s). Questions and answers are issued to the bidders "For Information Only" and do not revise the solicitation, plans or specifications.)
RFI 04 Responses:
Q1. The Government answered RFI's stating that there are 59 days allowed for the Basic Work. The Bid Schedule States47 days for the Basic Work. Please clarify how many days are allowed for the work and correct the Bid Schedule if it is incorrect.
A1. There will be a total of 59 days allowed for the basic work to be completed. The statement has been corrected in the bid schedule. See also Note No.8 in bid schedule and Specifications section 01 11 00 subpart 1.1.
Q2. The new beach placement area for the option work has significant amount of subline that will need to be laid beforehand. Please consider adding 42 more days to the contract under Item No. 003 for the Contractor to safely lay and remove the necessary pipeline needed to reach the option beach area (if awarded).
A2. No additional time will be allotted.
Q3. Section 01 11 00, 1.2.1 Project Description states "Per NYDEC WQC, dredging is prohibited from 15 January through 31 May in order to protect spawning and early life stages of Winter Flounder." The NYDEC WQC states that only the inner bayside portions of the channel are prohibited during that time frame.
Please confirm that the spec should say "inner bayside dredging "and not just "dredging" is prohibited during 15 January through 31 May.
A3. The contractor shall comply with the WQC. The Specifications have been revised for clarification.
See response to RFI 02 in Amendment 0002 for clarification of the inner bayside area.
Q4. The option beachfill area footprint requires two times the amount of material that is in all three options. What will the beach template look like for the options? Will the Berm be brought in landward? Please adjust the template to accommodate what is available to be placed from the three option areas and provide a minimum cy/lf fill density to allow all bidders the same understanding.
A4. Please refer to Specifications Section 31 24 00.00 18 subpart 3.2.6; "If Option(s) are executed, work will initiate at STA -29+50 (Beach 60th Street) and continue westwards towards STA -101+16 (Beach 92nd Street). Fullfill volume may not extend entirely to STA -101+16 depending on volume required to achieve design template". The contractor shall taper the fill material to tie into existing grade once the dredging is complete to the required depths in the dredge prism.
3 Page 3 of 10
Q5. If only 1 option is awarded, where will the quantity be placed on the option beachfill template?
mind that if only Option3 is Spread across the Stations provided or a specific stationing area? Please keep in awarded and placed along the full stationing shown on the beach, that density of the fill area would be 7cy/lf which is extremely low and very costly.
A5. See response to question 4.
Q6. Regarding the option beachfill area, is the intent to start at STA-29+50 and fill to the berm dimensions provided until there is no more quantity left in the option dig areas that are awarded. For example, if only Option 1 is awarded, the contractor places material starting at -29+50 and only gets to STA -50+00 (tapering back into existing).
A6. Yes; see response to question 4.
Q7. Section 31 24 00 3.2.6 Design Template states "If Options are executed, work will initiate at Station -29+50and continue westward towards STA -101+16. Full fill volume may not extend entirely to STA -101 +16 depending on volume required to achieve design template." Once the template is understood after Award, will the contractor be allowed to land their subline in the middle of the template of the beach to minimize the maximum pipeline needed, thus improving production and reducing cost?
A7. If the Option(s) are exercised, the contractor shall submit a work plan showing the proposed subline locations and pipe routing. The contractor must comply with the specifications and any environmental requirements.
Q8. Due to significant changes by including the option placement area. We request that the Government postpone the bid opening for one week.
A8. Bid opening date is extended to 17 July 2025.
Q9. It is our understanding that the Contractor working on land right now will be using the same beach access during the life of this contract. Will the Government help facilitate an allowable space for the dredging Contractor to use during this contract, and any other coordination efforts between the two contracts?
A9. Please refer to Specifications Section 01 30 00, subpart 1.7 for coordination efforts. Also refer to RFI 03 response to question No. 14.
Q10. What is the land contractor's seaward work limits and where is their excavated sand being placed?
How will BD and AD surveys be handled and calculated if their sand is within the dredging fill area?
A10. The limit of work for the on-going construction project is approximately 30' south of the toe of the dune. The dredging contractor is required to coordinate per specification section 01 30 00 subpart 1.7.
The dredging contractor should notify USACE immediately of any conflicts.
Q11. Re Amend 2 Q&A #16, with the addition of the newly added fill area for the options, please identify land contractors seaward work limit and haul road limits. Dredging contractors must understand these potential conflicts prior to bid so they can plan accordingly.
A11. See response to question 9 and 10. Contractor is responsible to coordinate with on-going work and notify USACE immediately of any conflicts or discrepancies.

RFI 05 Response:
Q1. Can you please provide the beach placement baseline coordinates. The base placement site gives the coordinatefor station 59+11.41 but no other coordinates to reference. The option placement site is missing coordinates at the changes in azimuth of the baseline.
A1. A total of 5 points including the limit extent of template are incorporated for the basic fill-placement.
See table below for the basic fill-placement points. Sufficient coordinates have been provided for the options beach-Fill placement and the beach berm design is perpendicular to the baseline.

Q2. Are there any designated staging and access areas for the contractor to get equipment on and access the beach?
A2. There is no designated staging area or access area. It's the contractor's responsibility to coordinate an access and staging area.
Q3. For the amaranth survey referenced in section 01 57 20 1.14 1b, is this survey required to be conducted by someone with specific qualifications?
A3. See response to question 11 in RFI03 response.
Q4. For the option placement site, if not all options are awarded, will the contractor be required to place the material that is awarded over the entire placement footprint at a reduced fill density, or will the template distance be shortened to so the fill density stays the same but the distance is decreased?
A4. Please refer to Specifications Section 31 24 00.00 18 subpart 3.2.6; "If Option(s) are executed, work will initiate at STA -29+50 (Beach 60th Street) and continue westwards towards STA -101+16 (Beach 92nd Street). Full fill volume may not extend entirely to STA -101+16 depending on volume required to achieve design template". The contractor shall taper the fill material to tie into existing grade once the dredging is complete to the required depths in the dredge prism.
Q5. Is the option placement 'Sand Stockpile' required to be built? What is the proposed quantity of this stockpile?
A5. The sand stockpile is not required to be built.
3 Page 5 of 10
Q6. The Water Quality Certificate states"12. All material shall be placed landward of apparent High Water". How is the contractor to build the template given if material cannot be placed below apparent high water?
A6. See Note 1 on the Water Quality Certificate. Contractor shall construct to the advertised contract plans which have been acknowledged by NYSDEC for the subject project.
Q7. Is any type of structures monitoring required for this project?
A7. There is no structural monitoring of any sort for this project.

NOTES TO BIDDERS:
NOTE 1: Bidders must bid on all items. Failure to bid on all work will be cause for rejection of the bid as nonresponsive.
NOTE 2: Award of contract will be based on the responsible and responsive bidder with the lowest total price for the total of the CLINs 0001 through 0006.
NOTE 3: The unit prices for CLINs 0002, 0004, 0005, AND 0006 represent the cost per cubic yard for the removal of the estimated quantities of dredged material (all material -14 feet mean lower low water (MLLW) per the respective CLINs, plus 2 foot allowable over-depth), in the Basic Work (Dredging Areas & Beach Placement of CLIN 0002 ) and Option Work (Dredging Areas & Beach Placement of CLINs 0004 through 0006) contract areas of East Rockaway Inlet, NY. The dredged material from CLINs 0002, 0004, 0005, and 0006 must subsequently be placed along the Rockaway Beach shoreline.
NOTE 4: Exercise of Options are at the discretion of the Government and may be exercised within five (5) calendar days of receipt by the Contractor of the Notice to Proceed (Basic Work). If exercised, CLINs 0004 thru 0006 may be exercised in any order but cannot be exercised without the exercise of CLIN 0003. If options are exercised, their performance periods will be consecutive to that of the Basic Work. If exercised, the time for contract completion of each Option will be based on the rate of one (1) additional calendar day for each 12,000 cubic yards in the Option. No additional time will be awarded if CLIN 0003 is exercised. The Contract Completion Date and Period of Performance will be adjusted accordingly at the time of Option award.
NOTE 5: All bidders are hereby advised that the estimated dredge quantities for placement in the price schedule are estimated and based on the survey data collected on 3, 5, 10, 11, 24-28 February 2025; 3,10-12, 19 March 2025; and 2,9, 17 April 2025.
