About this file
This document is Amendment 0002 to Solicitation W912DS25BA013 for the East Rockaway Inlet, NY Federal Navigation Project. The amendment modifies the original solicitation by expanding the sand placement area to include coastal shoreline between Beach 60th Street and Beach 92nd Street, increasing the total number of plan sheets from 29 to 42. Key changes include updating project notes, adding new sheets depicting the additional placement area, and revising specifications to reflect the expanded work scope. The bid opening date is rescheduled to July 15, 2025, with the last request for information (RFI) input date set for July 3, 2025. The amendment addresses three previous RFIs, providing clarifications on work sequencing, performance periods, and contract time calculations. The project involves maintenance dredging of approximately 255,730 cubic yards in the base work, with optional work quantities ranging from 54,735 to 156,440 cubic yards, to be placed along the Rockaway Beach shoreline.

Federal Navigation Project
Solicitation No. W912DS-25-B-A013
The purpose of this Amendment 0002 is to implement a new placement area for the Dredging work.
Limited volumetric fill in the original beach template warranted expanding the sand placement area to include coastal shoreline between Beach 60thStreet and Beach 92nd Street. All Plan Sheets now have a revised date of June 2025 to reflect up-to-date version. Total number of sheets went from 29 to 42 for the plans which required re-labeling the original sheets. Specifications also include the additional details for the new placement area. Below is a list of changes to both the Plans and Specifications for Amendment 0002. Amendment0002 also addresses RFI 01 to RFI 03 responses.
Plan Sheets:
A1. Sheet No. 1: Change in Table of Contents/Index with the additional sheets (C-107 to C-111) for the berm design and the cross-section profiles ( C-133 to C-142) for the new options placement area.

BIDDER'S QUESTIONS AND GOVERNMENT REPLY
(Questions that may be of general interest to all Bidders and/or the Government and that are not readily answered by the proceeding changes will appear below. These questions may have been paraphrased or altered to represent several questions regarding the same subject and/or simply revised to clarify and simplify the question(s). Questions and answers are issued to the bidders "For Information Only" and do not revise the solicitation, plans or specifications.)
RFI (01)with Response:
1. The link provided in Attachment M of the specifications provides survey data from Louisiana. Can you please confirm the link is to the correct data for this project.
See Amendment 0001 for updated Attachment M.
RFI (02) with Response:
1. Please refer to the Water Quality Certificate for East Rockaway. Item #2states the dredging must start from the inner bayside of the channel. The data provided with the plans does not show adequate water depth for the dredge to access the inside and work out. It appears the dredge must work from the outside in. Please confirm this is acceptable.
The inner bayside area is upstream east of Beach 9thStreet; therefore, the contractor can sequence work as they see fit within our dredging prism. No dredging is planned in the inner bayside of the channel.
However, if there is any potential of work at the inner bayside area, the contractor must comply with all permits and environmental coordination requirements and request relief from conditions to be granted by the permitting agency if means and methods require relief or change of permit conditions.
RFI (03 ) With Responses:
1. Note 3 on the Bid Schedule states, "The Unit Price for CLIN 0002,0003, 0004, 0006 and 0005 represents the cost per cubic yard..." Please confirm that 0006 is a type-o and there is no CLIN 0006.
CLIN 0006 is reflected within this amendment's new bid schedule.
2. Note 4 on the Bid Schedule states, "If options are exercised, their performance periods will to that of the Basic Work." Please clarify what "consecutive" means here.be consecutive
Consecutive for the PoP (Period of Performance) means that the work will continue from the time basic work is completed to the option(s) work, if exercised, and the contractor shall continue to maintain the same production rate (12,000 CY per day).
3. , "If exercised, the time for contract completion of each Note 4 on the Bid Schedule states Option will be based on the rate of one (1) additional calendar day for each 12,000 cubic yard in the option." There are days specified in Section 01 11 00 1.2.1 Project Description for each Option.
Please advise. Would these days be decreased if there is an underrun?
There would be no decrease. See the new amended bid schedule for total time duration of the basic work, and option(s) work if option(s) are executed. Performance period is stated next to each option CLIN in the bid schedule with production rate of 12,000 cubic yards per day.
4. Section 01 11 00 1.2.1 Project Description states "Basic Work: the contract time for is based on ta minimum average production rate of 12,000cubic yards per day." Will completion the government change the contract time stated in the table based on the production rate if there is an underrun or overrun in quantity?
Government will not change the contract time. The duration time column in the table is omitted in section 01 11 00. Refer to the amended bid schedule. Contractor must maintain a production rate of 12,000 cubic yards per day.
5. Please clarify if the Contractor has73 days for the base work only OR if the contractor has 47 each option days to complete the base work and additional days of 8, 13 and 5 days to complete
(shown in the table in Section01 11 00 1.2.1 Project Description), totaling up to the 73 days for the Basic Work and all the Options.
Period of performance is revised to 59 days for the basic work. Contractor will have 59 days to complete the basic work as reflected on the amended bid schedule. Basic work includes mobilizing dredge vessel and dredging basic work. If option(s) are exercised, the contractor will be allotted the additional timespan for the respective option(s).
6. not sufficient time to mobilize and demobilize the spread of equipment needed for73 days is this project. We request adding 21 days on each end.
The period of performance is adjusted to 59 days for the basic work. See amended bid schedule for total days for basic work and option(s) work if exercised.
7. Section 01 11 00 1.2.1 Project Description states there is 527,575 cubic yards of sand based on the plans and specifications survey performed in March 2025, but the Bid Schedule total andquantity is 559,545 cubic yards. Is the bid schedule quantity based on the anticipated shoaling the 527,575cubic yards is the actual quantity as of March 2025?
Bid schedule does not reflect anticipated shoaling. Actual quantity in the East Rockaway Inlet as of March 2025 is 527,575 cubic yards. Summation of the individual parts of the inlet is greater as it does not take into account the overlapping material being counted twice along the toe lines where the channel and deposition basins interface.
8. that the options "may" be exercised in numerical order. Please clarify if this willIt is stated be 100% the case or if another order of work may be determined later.
Options may not be exercised in numerical order. Exercise of Options is at the discretion of the government and subject to the availability of funds.
9. 00 1.2.1 Project Description states, : Sampling and testing was conducted by theSection 01 11 Government in 2016. The complete sampling and testing results can be found as attachments to this solicitation on SAM.gov." The attachments do not appear to be on SAM.gov. Please provide these.
Sampling and testing tabular results are found in specifications section 00 90 01, Attachment L 'Sampling and Grain Size Analysis'.
10. Section 01 30 00 1.34 Warranty of Construction refers to a period of 1 year warranty from the date of final acceptance of the work. Please confirm that there is no warranty regarding the dredging and beach fill work.
There is no warranty for dredging and beach fill work.
11. beSection 01 57 20 1.14 1 b. Amaranth states, "that a field inspection of the project site would conducted no commencement." Please clarify if the Contractor or themore than7 days prior to Government will be responsible for this inspection.
Contractor will be responsible for the field inspection and invite USACE for the field inspection of presence of Seabeach amaranth. Concluding sentence in section 01 57 20 1.14 1b. states that contractor will provide the results of the seabeach amaranth survey, which means contractor will perform the inspection.
12. The current beach template only shows available quantity, that of the basic work. If options are awarded, will the beach template extend lengthwise, or will the berm be raised or extended seaward keeping the same beach stationing extents as shown on the plans?
See new amended Plans and Specifications as part of this amendment package, Amendment 0002, for the additional berm beach template along Rockaway Beach Shoreline for the option(s)work.
13. Section 31 20 23 3.2.1 Order of Work states, "The Contracting Officer will direct Contractor order of work." This project is of short duration. Please allow for the contractor to decideon the the order. This will allow for the most cost effective and shortest pipeline route and sequencing.
This would also allow for more efficient and productive digging, allowing the dredge to swing wider. If not, the contractor will have to be cautious in their sequencing of narrow cuts.
The contractor must complete the basic work first, then the option work. The contractor may submit a proposed revised order of work as long as it states that the basic work will be completed to ensure the channels returned to authorized depth and width. The project will not be accepted without restoring the channel dimensions.
14. Drawing G-101, Note 14 states for dredger to coordinate with on-going land contractor. Will noticesthe Government lead any coordination efforts? Outside of minimal communication and
/coordination and with this project being of short duration, please confirm that the dredger will take precedence over the multi-year land contract contractor.
The government will not lead any coordination efforts between dredging contractor and on-going land contractor. If there is potential of intersection of work, the contractor will notify the Contracting Officer's Representative.
15. What are the areas of impact on the beach with the land contractor? Does the Government areaplan to adjust the fill template to accommodate the land Contractors activities and work limits? Beachfill operations and landside construction cannot be working simultaneously in the same area.
Beach-fill operations and landside construction can occur simultaneously. Beach-fill will only consist of berm nourishment and thus, not likely to conflict with on-going land contractor. If Contractor sees potential conflict of work with other contractor, the dredging contractor will notify the Contracting Officer's Representative.
16. Where is the beach for the contractor that is working on land? the haul road located on
The contractor shall coordinate with the on-going work to deconflict haul and access routes. At this time there is no planned haul route through the placement area of this project.
17. 2 (Area D3) is not awarded, what does the transition look like betweenD3 and D1If Option (Base)?
All areas must have side slopes dredged to 1:3. For connecting dredge areas, they shall be dredged to design depth. For areas that do not connect, or for areas where options are not exercised adjacent to awarded work areas, the transitions should be dredged to 1:3.
the line is to determine the "inner bayside area" that is required to be18. Please identify where completed first when dredging between October 1st and May 31st.
The inner bayside area is upstream east of Beach 9thStreet; therefore, the contractor can sequence work as they see fit within our dredging prism. If there is any potential of work at the inner bayside area, the contractor must comply with all permits and environmental coordination requirements and request relief from conditions to be granted by the permitting agency if means and methods require relief or change of permit conditions.
