BIDDER’S QUESTIONS AND GOVERNMENT REPLY

1. Spec section 01 20 00 7.21.2 indicates that if certain "site conditions" prevent contractor from finishing work, contractor will be required to re-mobilize in late spring/summer of 2024 to complete work. Please elaborate what environmental and/or site conditions should contractors be aware of, that may jeopardize contractors' completion of the work on time. Additionally, please clarify time frames, as they seem incorrect.

There are no specific environmental and/or site conditions of which the contractor should be aware of.

Several conditions may prevent the contractor from performing final cleanup and stabilization of the site as described in section 01 20 0 0 part 7.18. These may include the loss of access to the site due to weather conditions, seasonal changes preventing/slowing dewatering in the cells and the securing of weirs, river conditions delaying demobilization, etc.

Section 01 20 00 7.21.2 – The text should read “…the Contractor shall be required to return in the late spring to early summer of 2025 to complete the remaining placement site work.” Mobilization to the Houghtaling Island upland placement site may take place as early as spring 2025, once seasonal conditions allow for access to the placement site (e.g. once snow blocking the trail access road melts).

2. Note 9 on Sheet 9 talks about contractors re-mobilizing in 2023 to complete work. Please correct and clarify.

Corrections have been made to Sheet 9, Note 9 of the contract plans. Re-mobilizing to complete work will take place in 2025.

3. Please clarify scope of work under CLIN 3 - Placement Site Work. Please provide more detail in regards to which dike sections will need work to bring them to the lines and grades indicated on the typical cross sections and provide estimated quantities for the same. It appears that any one of the B dikes, B.1, B.2, and B.3 all have the capacity to receive the entirety of the projected dredged material volume. As such, will only one dike need to be dressed?

Section 01 20 00 7.8 – 7.18 detail the typical activities required for placement site work on Houghtaling Island.

A pre-bid site visit was scheduled for 18 July 2024 at 1000 which allowed for potential bidders to examine the current condition of the site and determine for themselves what work may be required for the project.

Based on observations made during the site visit, the need for major repairs to the site are not immediately apparent, however such repairs may be required if issues are discovered during necessary site preparations and/or through the course of the project.

Area B is used exclusively for the placement of Class B PCB contaminated material (0.1 – 1.0 PPM). The majority of material to be dredged from Saugerties Harbor will be Class A material (< 0.1) and will require placement in Area A.

Any dike walls showing washouts, erosion, damage, etc., which may affect the integrity of the placement site and the ability place material within containment cells, will need to be addressed.

4. Please provide latest survey data of the houghtailing island placement site.

The topographic survey supplied in the plans is our latest survey of Houghtaling Island.

5. The plans state that Containment Area B is to be used exclusively for Type B dredged materials. Is all dredged material anticipated to be removed from the dredge prism expected to be Type B? If not, what other types are there and where do they go?

See Section 00 90 01 I – The table shows aroclor (PCB) contamination test results of core samples taken from the Saugerties Harbor Federal Navigation Channel.

Houghtaling Island is segregated into two (2) areas: Area A (cells A.1-A.4), and Area B (cells B.1-B.3).

Area B is used exclusively for the placement of Class B PCB contaminated material (0.1 – 1.0 PPM).

For the Saugerties Harbor dredging, any shoaling within proximity of Class B core samples will need to be dredged and placed in Area B first (See map: “Saugerties-Esopus PCB Type B Core Sample Locations- Sheet1-2-000R.pdf”).

The majority of material to dredge from the federal channel should be Class A PCB contaminated material (< 0.1 PPM), which will be placed in Area A.
