BIDDER’S QUESTIONS AND GOVERNMENT REPLY
(Questions that may be of general interest to all Bidders and/or the Government and that are not readily answered by the proceeding changes will appear below. These questions may have been paraphrased or altered to represent several questions regarding the same subject and/or simply revised to clarify and simplify the question(s).
Questions and answers are issued to the bidders “For Information Only” and do not revise the solicitation, plans or specifications.)
Question 1: Drawing CG101 shows an outfall and splash pad within the revetment area. Please clarify details for this outfall and splash pad including elevations.
Response 1: The outfall shown is undocumented and unconfirmed, but reported to exist. Drawings have been revised and will be issued as an amendment, instructing the contractor to "ASSUME ONE 10-INCH OUTFALL AND ONE 24-INCH OUTFALL. IF ENCOUNTERED, NOTIFY THE CONTRACTING OFFICER, FIELD VERIFY DIMENSIONS, INVERTS, AND ALIGNMENT, AND TIE IN TO PROPOSED REVETMENT CONSTRUCTION TO ENSURE POSITIVE
DRAINAGE.”
Question 2: Drawing CG101, Note 5 – Does not give an estimated size of outfall diameter. Please provide a size of pipe/penetration to be included in bidder pricing.
Response 2: As-built drawings on for this outfall are unclear. For purposes of bidding assume 18" diameter.
Question 3: Drawing DM102 provides a demolition sequence. Must this sequence be followed as per the plan or are mean and methods chosen by the contractor?
Response 3: Demolition sequence is provided to identify major elements and considerations. Specific equipment usage, means and methods, and sequencing of demolition works are up to the contractor. Essential elements are:
1. Turbidity Control
2. Prevent collapse of portions of project area that are existing to remain
3. Ensure proper handling of excavated soils and fills.
Question 4: Was the Pre-Bid Walk thru mandatory as per General Notes -Note 1 on CM001? If so, can arrangement be made for another site walk?
Response 4: A pre-bid walk-through is not mandatory. The pre-bid walk-through was held on 8/24/2023. There will not be another pre-bid walk through.
Question 5: Our Suppler / Fabricator has submitted this RFI. Regarding Fabricated Rails, the End Product is Galvanized, the Pipe Materials specified come with a costly finish that needs to be removed prior to Galvanizing the finish product. A substitute product is not only less expensive and not requiring the removal of the finish, but also stronger. It makes economic sense to utilize A500 product.
Vendor Question: The cost of A53 seamless is approximately 3 times more than A500. The A53 comes with a protective coating that needs to be removed before galvanizing. A500 can be ordered uncoated. The yield strength of A500 is also greater than A53.
Response 5: A500 pipe is acceptable as long as it matches the size and wall thickness requirements. Miscellaneous Steel Structures (handrails) are included in the painting schedule in specification 09 97 92. Handrails are to be painted, not galvanized. Color to be coordinated with Contracting Officer and USAG-WP DPW.
Question 6: With respect to the bulkhead cap and parapet, is there a requirement for any expansion or construction joints? If so, what is the require spacing and must the construction joints have penetrating rebar?
Response 6: There are no expansion joints for the concrete cap and parapet wall. Construction joint spacing shall be per contractor’s means and methods. Rebars shall have proper lap lengths at construction joints. Crack control joints (1/2”) shall be at every 50 ft.
Question 7: Refer to drawing sheet S-302, Section C, call out states “3/8" FILLET WELD EVERY 5' ALONG STEEL CASING LENGTH AT TWO CONTACT POINTS BETWEEN CASING AND SHEET PILE”. Please advise how the welding below the mudline is to be achieved?
Response 7: Steel casing shall be pre-welded to the SSP in the shop and coated with SSPs. This operation is to occur before the sheet pile is placed/installed.
Question 8: SECTION 31 68 13, Part 1.1.2a states the anchor must be threaded bar type, and Part 2.1.1 specifies the type of strand anchor. The rock anchors are contractor designed, strand anchors and threaded bar anchors can both meet the project requirements. Would a strand anchor system be allowed?
Response 8: High strength steel bars (threaded bars) are required to be used for the project.
Question 9: SECTION 31 68 13, Part 1.7.4 Core Logging and Soil Sampling this would typical apply to test boring and not apply to rock anchors. There will be no soil/rock sampling. Please confirm this section does not apply to the rock anchor work.
Response 9: Logs are required to be submitted for each anchor drilled as a record for the drilling. Sampling of the soil is not required, however, a record of the excavated soil cuttings and rock coring is required. Based on the cuttings removed, the logs shall indicate the soil type and length of drilling in the overburden soils, and then at what length (or depth) did the rock coring start, and verification of the depth of the drilling into bedrock.
Question 10: SECTION 31 68 13, Part 3.4.4 Driller Logs. These are test boring or exploratory drilling logs. Please confirm this section does not apply to the rock anchor work. The Contractor will supply a log in accordance with PTI and FHWA.
Response 10: See response to RFI Question 9 above; the required information is a record of the drilled anchor holes.
Question 11: SECTION 31 68 13, part 2.4.6 Sand-Cement Grout. The section refers to waterproofing holes for failed water tightness tests. We see no specification to complete water tightness testing, which is a significant cost.
Please confirm that water tightness testing is not required.
Response 11: Water testing tightness is not required. Grout used for abandoned holes must consist of a mixture of Portland cement, fine aggregate, and water.
Question 12: SECTION 31 68 13, Part 3.1.7.2 Alignment Check and Part 3.1.7.3 Alignment Checking Equipment.
This is not a typical requirement for rock anchor work. The specification reads that the Contracting officer must have access to holes for alignment surveys. Please confirm the Contracting officer will provide instruments and complete any survey work to meet the specified requirements. The contractor will provide access for this survey.
In our experience this represents a significant cost for instruments and delay during the installation process. Please consider eliminating this section. PTI Section 7.4.5 remarks that Deviations of the “as-drilled holes” from their theoretical alignment are generally in consequential.
Response 12: See Specification Section 31 68 13 Part 1.1.2 Scope of Work, paragraph d, which highlights the requirement for the Contractor to submit an installation plan, with descriptions of methods and equipment to be used for alignment checking of anchor holes and casings. The tolerances for installation of the rock anchors are provided in Part 3.1.7.1, and Contractor must follow those requirements. Alignment check, as presented in Part 3.1.7.2, is required should there be any concern that some of the anchors do not meet the specified tolerance.
Question 13: What is the required finish for the new 2” dia pipe handrail that is on top of the bulkhead concrete parapet?
Response 13: Miscellaneous Steel Structures (handrails) are included in the painting schedule in specification 09 97
92. Handrails are to be painted, not galvanized. Color to be coordinated with Contracting Officer and USAG-WP
DPW.
Question 14: Please provide the required quantity of 3/4"x4” shear studs that are required per single and/or pair of sheet piles. It appears that there are 9 per single and/or 18 per pair, please confirm.
Response 14: Contractor is responsible for quantity takeoffs from drawings. See S-301, S-302, S-501, and S-502.
Question 15: Please supply the soils analytical sample location drawing including the depths samples were taken from.
Response 15: The project Owner supplied the attached file (Existing Conditions Plan to DPW for Soil Testing Location Markup.pdf). Precise location and sample depths of soil samples is not available. Sample #1, 2, and 3 were taken in vicinity of the southeast corner of the helipad at depths of approximately 3 feet. Sample #4 was taken in vicinity of the eastern revetment; Sample #5, 6, and 7 were taken along the existing bulkhead; and Sample #8, 9 and 10 were taken along the North-South running revetement. Samples 4-10 were taken at depths from 3" to 6" beneath the soil surface.
Contractor must assume all soil is contaminated. Testing program must be followed to ensure that soil is disposed of in accordance with the requirements of the waste management facility selected by the contractor and applicable regulations.
Question 16: Is there any water quality sampling data acquired from wells/boring/piezometers etc. that can be supplied with the wells/boring/piezometer location drawings. If so please provide.
Response 16: No, there was no sampling data acquired from wells/boring/piezometers, etc.
Question 17: The specifications reference the use of both a Retention Pond and Drums/Totes/Tanks for the collection of construction water with the intent of the Retention Pond to allow water to evaporate and sediments that drop out to be collected and handled as a solid waste. Is this still the case? If so where is the expected location for the retention pond to be located?
Response 17: There is no identified space for a retention pond.
Question 18: Refer to sheets S-102, S-301, and S-302. Sheet S-102 shows Section C between STA 3+51.70 and STA 4+34.33, however Section C on Sheet S-302 has a callout that states “2.5"Ø ROCK BOLTS INSTALLED ON THE WATERSIDE BETWEEN STA 2+32.07 TO STA 3+50 AT EVERY DOUBLE SHEET…” underline for emphasis. Please confirm that rock bolt toe pins are not required for the bulkhead from STA 3+51.70 to STA 4+34.33.
Response 18: For all details on S-301 and S-302, the stationing identification in the title of the sections are correct.
The stationing of the rock bolt detail call out will be updated to reflect the stationing in the title. All segments of the bulkhead wall require rock bolt toe pins.
Question 19: In regards to the soil borings provided within bid documents can you please provide corresponding chemical test data/results for CLIN # 0002 – 6,665 Ton (Short Ton) – Hauling & Disposal of Contaminated Material.
It is very difficult to bid this item not knowing the level and or type of contamination.
Response 19: Chemical test data is included in Division 2 of the specifications. Note that all 10 samples indicate contamination above acceptable levels and therefore require special hauling and disposal. Since testing program during design did not indicate the presence of any uncontaminated soil, CLIN 002 is based on entire soil quantity being contaminated. Contractor is expected to test and segregate contaminated soil from uncontaminated soil, and, if not all 6,665 short tons of soil are contaminated a credit to the government is expected.
Question 20: Could you please provide further details and descriptions re: the helipad cellular structure exterior encasement, e.g. strength of concrete, reinforcement, tip elevation, etc.
Response 20: Available information is included in contract drawings.
Question 21: Refer to Q&R #6 from Amendment #4 and Drawing Sheets RM101, RM301, RM302 and RM303. The drawing sheets show the bottom of the revetments (excluding Section H) at EL -10.92’, meaning work would be done in about 9.5’ of water at low tide. Please confirm that the elevations noted above are correct. Also, please clarify if working at this water depth is tolerable or if a temporary cofferdam is anticipated to be installed for the revetment construction, survey work, and inspection.
Response 22: You are correct, in many cases the bottom elevation of the revetment may be 9' to 11' below the low tide. The NYSDEC permit included with the contract documents indicates that turbidity must be minimized through the use of a turbidity curtain. However, if other means of construction are pursued (cofferdam, etc) these are at the contractors preference as means and methods. The only requirement is that turbidity in the water column is minimized.
