Q1. Please clarify question 1 from amendment 1. The amendment says the dredging window opens as early as 01 July 2023; however, the specifications state in two locations that the dredging window doesn’t open until after 30 September for protection of nesting birds. The date is referenced in the specifications at section 01 57 20.00 page 10 sub section 1.14.1.b and section 01 11 00 page 3 subsection 1.2.1. Please confirm on which date the dredge window opens.
A1. Per the NJDEP WQC, dredging is prohibited in the river from 15 January through 31 May, in order to protect spawning and early life stages of winter flounder. Beach placement is prohibited from 01 April to 31 August to protect beach nesting bird species (e.g. Piping Plovers).
Q2. Amendment 0001 revised Section 01 57 20.00 10 and states, “The NJDEP SAV habitat map can be found attached to this amendment.” The map was not attached to the amendment. Can the Corps please provide the SAV habitat map?
A2. The NJDEP SAV map can be found attached to this amendment.
Q3. Amendment 0001 revised Section 01 57 20.00 10 and states, “The contractor must take all necessary precautions to avoid impacts to shellfish beds and Sub Aquatic Vegetation within the channel limits and outside of dredging footprint.”
Can the Corps please provide a map showing all the shellfish beds and Sub Aquatic Vegetation within the channel and outside the dredging footprint?
A3. The NJDEP SAV map can be found attached to this amendment.
Q4. Section 01 11 00 paragraph 1.2.1 states, “Sampling and testing were conducted by the Government in 2023, and the grain size test results are included

in the specifications in Section 00 90 01 as Attachment L. The complete sampling and testing results can be found as attachments to this solicitation on SAM.gov.”
Currently, the specifications only provide a table of the grain size distribution for the sediment samples. Can the Corps provide the full report and/or the sediment sample state plane coordinate locations and sample depths?
A4. The full report for the entire Shrewsbury River, NJ can be found attached to this amendment.
Q5. Clause 52.236-1 states, “The Contractor shall perform on the site, and with its own organization, work equivalent to at least twenty percent of the total amount of work to be performed under the contract,” and Section 01 11 00 paragraph 1.3 states “The Contractor shall perform on the site, and with its own organization and equipment, work equivalent to at least forty (40) percent of the total amount of work to be performed under the contract.” Which is the correct amount?
A5. The Contractor shall perform on the site, and with its own organization and equipment, work equivalent to at least forty (40) percent of the total amount of work to be performed under the contract.
SECTION 00 70 00 - CONDITIONS OF THE CONTRACT
The following have been modified:
52.236-1 PERFORMANCE OF WORK BY THE CONTRACTOR (APR 1984)
The Contractor shall perform on the site, and with its own organization, work equivalent to at least forty percent of the total amount of work to be performed under the contract.
