I. INTRODUCTION
The objective of this project was to collect and analyze sediment from the Shrewsbury River Federal Navigation Channel, in NJ. This work was conducted in accordance with Appendix B, Attachment 1, of the technical manual entitled “The Management and Regulation of Dredging Activities and Dredged Material in New Jersey’s Tidal Waters” (Dredging Manual), a NJDEP Sediment Sampling and Analysis Plan (SSAP), and guidance from NJDEP and USACE-NYD.
Aqua Survey, Inc. (ASI) performed all sampling and physical analyses (grain size distribution, percent moisture & total organic carbon analysis). Chemical analysis of the samples was contracted directly with the analytical laboratory, Battelle, and its subcontract lab, Eurofins TestAmerica, Pittsburgh, PA. Their analytical results are not included in this report.

Hi Kelly, For bulk sediment chemistry, the Tables 1-5 shown on https://www.nj.gov/dep/rules/rules/njac7_26d.pdf are applicable (for upland CDF the non-residential criteria is applicable)
For modified elutriate, the NJ Surface Water Quality Standards (N.J.A.C. 7:9b) are applicable (saline or freshwater criteria depending on receiving stream)
For SPLP, the NJ Groundwater Quality Standards (N.J.A.C. 7:9c) are applicable.

Hi Jeff, Understood. We will add SPLP to Shrewsbury SSAP.
It’s hard to read the website links listed in the SSAP.
Which Tables should we be following in https://www.nj.gov/dep/rules/rules/njac7_26d.pdf for bulk sediment chemistry, SPLP and modified elutriate? Please also identify which criteria in each Table we should be listing in our Upland Tables for comparison to the test data.
Thank you, Kelly

Hi Kelly, You are correct, I forgot to include SPLP – that test shall be required as well for the upland CDF composites. Sorry for the confusion.

Hi Jeff, Thank you for the SSAP for Shrewsbury River. I just wanted to confirm that Modified Elutriate Testing is requested, but not SPLP. Is that correct? Normally, NJDEP requests SPLP for upland testing.
Thank you, Kelly

Tiffani:
We started the sampling effort today. In the North Branch area (Navesink River), Sample Location L, we could not collect any sample, because there must be a rock bed or something very hard in this area. We first tried to take a sample right on location and immediately hit refusal. Then, we moved further away from Location L in several directions until we reached the maximum distance away from the actual location, 50 feet, again in several directions, but still hit refusal immediately. We are moving on to the next location. Let me know if you have any suggestions on what to do with Sample Location L. Thank you.
Take care, Jon

IV. MATERIALS AND METHODS
All sampling and testing were performed in accordance with Appendix B, Attachment 1 of the technical manual “The Management and Regulation of Dredging Activities and Dredged Material in New Jersey’s Tidal Waters” (NJDEP Dredging Manual), a NJDEP Sediment Sampling and Analysis Plan (SSAP), and guidance from NJDEP and USACE-NYD.
A. Sampling
Test sediment from twelve locations (1-12) and Site Water was collected from the Shrewsbury River Federal Navigation Channel, by Aqua Survey personnel on February 16, 20, 27, and March 1, 2023, for physical and chemical testing. On February 14, 15 and 16, 2023, samples from 11 locations (A-K) were collected by Aqua Survey personnel for Grain Size analysis only.
The vessels used for sampling, the R/V Prattis, the R/V Sandusky, and the R/V Tesla, were positioned using a Trimble SPS855 Differential Global Positioning System (DGPS). Sediment collection was performed using a Rossfelder P-3 vibracore with flexible plastic core liners. The project depths for locations 1-12 were -7.0 feet and - 9.0 feet MLLW, including 1 foot overdredge. The project depths for locations A-L were -
8.0 feet, -10.0 feet and -14.0 feet MLLW, including a 2 feet overdredge. See Tables 1a and 1b for sample identification and DGPS coordinates. See Figures 1a and 1b for the sampling locations map.
It should be noted that originally 12 locations were to be collected for grain size analysis only. However, a sample could not be obtained at or around the area for Location L and it was omitted from the sampling plan.
Each core sample collected was inspected and photographed. Characteristics were recorded on Sediment Core Logs. All samples were assigned unique ASI sample numbers. These samples were received in good condition at ASI in Flemington, NJ and stored at 2-4 °C.
The appendices contain all supporting documentation including sediment core logs (Appendix A), photographs (Appendix B), chains of custody (Appendix C), sample use forms (Appendix D), grain size distribution and percent moisture (Appendix E), and TOC raw data (Appendix F).
B. Homogenizing and Compositing
For locations 1-12, each of the core samples was carefully homogenized using a stainless steel mixer. This procedure followed the specific guidelines found on pages 9- 11 and in Appendix A of the Dredging Manual and in ASI’s standard operating procedure SOP/PRP/008. Samples were mixed until uniform in color and texture. Three composites were created from the individual core samples.
It should be noted that originally, four composites were to be created, however after performing a quick percent sand and gravel determination and visual inspection, Locations 1, 2, and 3 were found to be greater than 90% sand and gravel. USACE-NYD was immediately contacted and they decided to omit those three locations from the compositing scheme.
Table 2 provides sample identification numbers and the compositing scheme. Sub-samples of each of the individual cores and the composites were reserved for the appropriate physical analyses.
For locations A-K, each of the core samples was carefully homogenized using a stainless steel mixer. This procedure followed the specific guidelines found on pages 9-11 and in
Appendix A of the Dredging Manual and in ASI’s standard operating procedure SOP/PRP/008. Samples were mixed until uniform in color and texture.
C. Physical and Total Organic Carbon Analysis
Sub-samples of each homogenized core for locations 1-12 and the three composites were analyzed by ASI for percent moisture, grain size, and Total Organic Carbon (TOC).
Percent moisture and grain size were run in accordance with the ASTM method D422- 63, Standard Test Method for Particle-Size Analysis of Soils, re-approved 2002.
Total Organic Carbon (TOC) was based on the guidance from EPA Office of Solid Waste and Emergency Response SW-846 Method No. 9060 (Volume IC, Chapter 5, Revision 0, 9/86). The instrument for this analysis was the Teledyne Tekmar LSS Boat serial number (US18208024R) connected to Teledyne Tekmar Lotix Analyzer serial number (US18214013R).
Sub-samples of each homogenized core for locations A-K were analyzed by ASI for grain size in accordance with the ASTM method D422-63, Standard Test Method for Particle-Size Analysis of Soils, re-approved 2002.
See Appendix E for the grain size distribution and percent moisture raw data and Appendix F for the TOC raw data.
V. PHYSICAL AND CHEMICAL ANALYSIS RESULTS
The grain size distribution, moisture content, and total organic carbon for each core and composite are shown in Table 3a. The results of the grain size distribution for Locations A-K are shown in Table 3b.
