QUESTIONS AND GOVERNMENT REPLY

(Questions that may be of general interest to all Offerors and/or the Government and that are not readily answered by the proceeding changes will appear below. These questions may have been paraphrased or altered to represent several questions regarding the same subject and/or simply revised to clarify and simplify the question(s). Questions and answers are issued to the offerors “For Information Only” and do not revise the solicitation, plans or specifications.)

Question 1:

Page 7 - RFP: States Phase 1 proposal required TAB A, TAB B and TAB C. Where TAB C is Proforma requirements. And page 24 of the RFP lists TAB C as Schedule. Please clarify what needs to be submitted as TAB C in the bid proposal?

Government Response:

Page 7 of the RFP refers to the Phase 1 proposal of a two phase acquisition and Tab C of Phase 1 is Proforma requirements. Page 24 of the RFP refers to the Phase 2 proposal where Tab C will be Schedule. Offerors are only to submit a proposal based on Phase 1 at this time. On page 22 and page 23 the following statement explains the process; "NOTE: This section only applies to offerors that are selected from Phase One. Only Offerors who were determined to be among the (up to 5) top qualified firms from Phase One proposal evaluations are invited to submit Phase Two proposals.

Question 2:

1) Section 4.0 Submission Requirements states that the Offeror must use the Specialized Experience forms(Attachment 4) to demonstrate their recent, relevant specialized experience. There is no Form at the end of the package listed as Attachment 4 or A4. Should this be the form with the heading "Prime Contractor or Key Subcontractor"? If not, please provide Form A4 or Attachment 4.

2) Tab B - Factor 2 Past Performance states that client should receive Form A2 with items 1 thru 4 filled out. This appears that it should be Form A3 as Items 1 thru 4 are relevant to project, and the remaining pages are questionnaire type for the client. If this is the case, under what Tab should Form A2 be submitted?

Government Response:

1) Form A4 - Specialized Experience is on the bottom of page 20 and all of page 21 of the solicitation, the header for the form states "Prime Contractor or Key Subcontractor". The title "FORM A4 – SPECIALIZED EXPERIENCE" printed on the bottom of page 20 and the rest of the form printed on page 21.

2)You are correct; Tab B - Factor 2 Past Performance on page 10 should state "Your client should receive (Form A3

- NAVFAC/USACE Past Performance Questionnaire) with items 1 through 4 completed. All references to Form A2 in this paragraph should say Form A3.

W912DS22R0002

2) Form A2 should be submitted under Tab A. Both Form A2 - Experience Information Fact Sheet on page 16, and Form A4 - Specialized Experience on page 21 shall be submitted for relevant projects in Tab A - Factor 1: Relevant Specialized Experience.

Question 3:

On drawing FA001 General Note #28 & under the Fire Alarm Symbol list it states "All devices to be weatherproof unless otherwise noted". Please confirm this is a requirement.

If it is a requirement weatherproof smoke detectors are not available. Please advise if weatherproof heat detectors are to be used as a replacement. Also all fire alarm modules will be required to be installed in weatherproof enclosures.

Government Response:

Volume 2 technical information, including drawings and specifications have been provided for information only.

Any questions pertaining to technical details for Phase 2 will not be entertained at this time.

Offerors and potential sub-contractors should focus on Volume 1, Factor 1 - Relevant Specialized Experience (starting on page 7) and Factor 2 - Past Performance (starting on page 10).

A competitive range of up to five (5) offerors will be chosen to submit proposals for Phase 2, Factors 3 and 4.
