About this file

This amendment to the solicitation provides answers to questions from prospective bidders for the maintenance dredging of Shoal Harbor and Compton Creek in New Jersey. The U.S. Army Corps of Engineers Engineering District New York seeks bids to dredge these areas and place material in an existing confined disposal facility and at a beach site. Dredging is permitted between July 1, 2023 and June 30, 2024, with beach placement prohibited between April 1 and August 31. The bid opening remains September 12, 2022 and payment will be determined by pre- and post-dredging surveys conducted by the government. Fifteen questions from bidders are answered regarding permit requirements, dredging schedules and windows, plan details, and contract duration.

AMENDMENT 0002

Questions and Answers:

The following questions and answers are provided for information only. Nothing contained below amends or revises any provision of the solicitation. This is for bidder’s reference only, and is not to be considered as a part of the Contract Documents. Contract award will be based on what is contained in the printed Plans and Specifications in a hard copy format or Electronic Bid Set if provided and as posted on SAM.Gov.

Q1. There are no cross sections provided and it is next to impossible to use sheet 13 to quantify cuts and fills. Could a CAD file for Sheets 13 and 17 be provided to estimate cut and fill volumes?

A1. Provided (FTP by request). The XYZ data was issued by Amendment 1

Q2. In the NJ DEP permit there are multiple, conflicting and overlapping windows where material can be placed on the beach and when dredging can occur. Can the USACE clearly state when dredging is to occur and when beach placement is to occur on this project?

A2. As stated in the NJDEP Water Quality Certificate 0000-13-0016.2 CDT 220001 conditions, issued 4 August 2022, the following restrictions apply: 1.

channel dredging is prohibited between 1 January and 30 Jun to protect marine fisheries and 2. beach placement is prohibited between 1 April and 31 August to protect nesting shorebirds.

Specifications Section 01 11 00, Paragraph 1.2.1 clarifies that work on rehabilitating the Belford N-61 Confined Disposal Facility (CDF) shall commence by approximately 1 November 2022, without restriction. Dredging of Compton Creek with placement silty material to the CDF shall commence 1 July 2023.

Further dredging of Shoal Harbor with sandy material to the Bayshore Waterfront Park shall commence as possible after 1 September 2023.

A further restriction on beach placement between 15 May and 30 November to protect Sea Beach Amaranth will be addressed by having a USACE biologist conduct the WQC required survey with protective fencing measures installed as needed, such zones to be avoided during the beach placement activities.

Q3. The NJ DEP permit states that “water must be retained for a min 24-hrs prior to discharge back to Raritan Bay”. Please explain if we are to abide by this and how we would do so if we are going to dredge 24/7 or even on a 12-hr per day dredging schedule.

A3. The 24 hour retention time is built into the design of the Confined Disposal Facility, as approved by the NJDEP.

Q4. The plan sheets do not show on an aerial map where the beach nourishment is to start and end nor are there any reference points on the drawings. Could this map and information be provided?

A4. The anticipated placement site for the >70% sand and gravel is at Bayshore Waterfront Park, commencing at approximate location Sta 23+25 and extending westward as dredge material is available, as shown on Sheet 6 of the Plans.

Q5. Due to the lack of information regarding the CDF, regarding quantities of cut and fill as well as quantities of stone, could the government respond accordingly and push the bid due date back by 2 weeks?

A5. The Bid Opening date remains 12 September 2022 at 2pm EDT.

Q6. Is there bedrock or rock expected in any areas of dredging, if so, could you indicate where?

A6. There is no bedrock in the dredging footprint.

Q7. Please confirm that payment of dredge quantities is by pre- and post-dredge survey and not of any surveys done on the beach.

A7. Payment is made based solely upon pre- and post-dredge surveys.

Q8. Existing conditions Shown on Sheet 17 vs. Sheet 13 differ. Which sheet are we to follow for existing conditions?

A8. Existing conditions of the CDF are depicted on Sheet 17, survey conducted 1 March 2022. The XYZ data was issued by Amendment 1.

Q9. Please clarify that if we are running 24/7, we need only need one SSHO and a CDSO can be used for the second shift.

A9. A second SSHO is required to cover the second shift.

Q10. Please clarify that if we are running 24/7 in two-shifts, we need two QC managers, one per each shift. Can alternate QC manager be utilized for the second shift?

A10. A second QC Manager is required to cover the second shift.

Q11. Armor stone extents are not clear. There are 2 details for the same stationing one with armor stone and the other without. Please clarify extents of armor stone. We need to know where the stone is being placed from station to station.

A11. No stone armoring is required under this contract. All such work between Sta. 10+50 and Sta. 13+00 was completed under previous contract.

Q12. What size and type of pipe for weir, also is there a detail of the weir box?

A12. The CDF outflow weir box of timber and batten construction with concrete reinforcing remains onsite for re-use and as a template for an additional weir box between CDF Cell 2 and Cell 3. The CDF weir box outflow piping of the previous dredging cycle, accomplishing similar work was two 12 inch ID PVC drainage pipe.

Q13. In Section 01 11 00 Page 3, it shows completion time for days that do not total up to the 364 total days given for contract completion. Additionally, the completion days on Form 1442 of 68 days conflict with this as well. Please advise on what the completion time frame is along with associated anticipated start dates that the government requires. A13. The Period of Performance (POP) of 364 days is based upon an anticipated Notice to Proceed date of 1 November 2022 to rehabilitate the CDF, thru the anticipated completion of dredging date of 30 October 2023. These dates include 30 days of field work to mobilize and rehabilitate the Confined Disposal Facility to +21 feet MSL, stop work and return to site, remobilize to prepare dredge and pipeline, ready to dredge on 1 July 2023. 58 days work are anticipated to complete dredging of the <70% sand and gravel shoals to 12+2 feet over-depth MLLW, whereafter on 1 September 2023, 46 days work are anticipated to complete dredging of the >70% sand and gravel shoals to 12+1 foot over-depth

MLLW.

With time allotted for demobilization, the POP totals 364 days.

Q14. Could a staging area for pipeline construction be shown on the plans?

A14. Provided (see attached).

Q15. Will the government provide the pre- and post- dredge surveys or is the contractor to provide that?

A15. The government performs and provides the pre- and post-dredge surveys.

This amendment does not change any other parts of the solicitation.
