Questions that may be of general interest to all Offerors and/or the Government and that are not readily answered by the proceeding changes will appear below. These questions may have been paraphrased or altered to represent several questions regarding the same subject and/or simply revised to clarify and simplify the question(s). Questions and answers are issued to the offerors “For Information Only” and do not revise the solicitation, plans or specifications.
Q16. Please confirm type of conduit to be installed underground between light poles, from light poles to power pedestal, and from power pedestal to the building.
A16. Underground Conduit, plastic-coated rigid steel; plastic-coated steel IMC; PVC, Type EPC-40; or fiberglass.
Convert nonmetallic conduit, other than PVC Schedule 40 or 80, to plastic-coated rigid, or IMC, steel conduit before rising through floor slab. Plastic coating: extend minimum 6 inches above floor.
Q17. Drawing E-501, Detail 2 for Parking Lot Pole Bases, shows the electrical pole to be mounted on the base but there are no other reference or details showing the height of the poles. Specification Section 265600, Subsection
2.3.1. describes the steel poles, but it fails to state the height of the poles and a prospective manufacturer for this item.
A17. Please refer to the line on the light fixture schedule on sheet E-501 with the description "site light pole." The manufacturer and part number are provided.
Q18. The Geotechnical Report mentions additional scopes of work outside of the contract drawings such as the need of a firewater tank. Are there any relevant items from this report that will be included in the contract drawings?
A18. No - the Geotechnical report was conducted for multiple projects. The entire report was provided to ensure all relevant information was available.
Q19. Please provide the maximum post spacing for the permanent fence.
A19. Post spacing shall not exceed 10'.
Q20. In reference to C-502, can the owner confirm that the barbed wire fence is to include a top tension wire and bottom rail? This is not typical for barbed wire fences however we want to ensure proper accuracy for the estimate.
A20. The chain link fence detail is correct. Provide a bottom rail and a top tension wire as well as 3 strands of barbed wire above the chain link fence fabric. This is not a barbed wire fence.
Q21. Section 02 41 00 calls for tree protection to be installed but the contract drawings do not show specific locations. Can you provide more information on the drawings in order to quantify the scope?
A21. The trees to be protected are Japanese black pine (Pinus thunbergiana). They could not be located at the time of the survey because of the thickness of the brush. The intent is to protect all of this variety at the perimeter of the POV lot that are not in the construction footprint. They are typically scrubby in nature at this site. Assume ten (10) trees averaging 15' will require protection.
Q22. Are CAD files available for distribution prior to bid date?
A22. No. CAD files will only be made available after award.
Q23. Please confirm the fence end panels adjacent to the gates are to include a diagonal brace rail, truss rod and horizontal brace rail. Please also confirm this detail is typical for all ends and corners for the permanent fence A23. Yes. The detail is correct and is typical for ends, corners, and pull posts.
Q24. What is the procedure if we want to furnish bid security in the form of a certified check, but the solicitation requires all the bid documents to be submitted electronically?
A24. Yes, IAW 52.228-1 BID GUARANTEE (SEP 1996) we do allow alternate forms of bid guarantees. A scanned version of the bid bond (all pages) or alternate form (front and back) will be submitted and evaluated at the time of bid opening. The apparent low bidder will be required to mail the hard copy original of the bid bond or alternate form of bid guarantee to the New York District office at 26 Federal Plaza in New York for further evaluation. No contract award will be made until Government receipt and acceptance of the original bid guarantee.
After award, all pages of the performance and payment bonds will be scanned and submitted by the awarded for evaluation, and the awardee will be required to mail the hard copy originals of the bonds to the New York District office at 26 Federal Plaza in New York for further evaluation. If for any reason the bonds supplied by the awardee are determined to be insufficient, the awardee will be notified and instructed to provide corrected bonds as specified by the Contracting Team. Notice to Proceed will not be issued until Government receipt and acceptance of the original bonds.
Q25. Drawing CS101 calls for wheel stops to be provided at the perimeter stalls, but there's no detail or manufacturer provided in the documents.
A25. See SK-01 for wheel stop detail.
Q26. Can the owner please provide further details on the office trailer that is being requested such as the quantity/specs of the computers as well as the telephone and internet that is required?
A26. Temporary Construction Facility – 01 50 00. A Government office is not specified. Include below requirements for Government Field Office.
"The Contractor shall furnish at the job site, prior to the start of work, a 40 foot by 12 foot field office for the use by the Government representatives for the duration of the contract. Q29. The detail on C501. Where does that apply? is there a water utility not called out?
A29. The Water Valve detail is not being used in this project.
Q30. Drawing C-501 contains the detail of a water valve but the drawings do not call out any specific locations for them to be installed. Can you indicate whether this detail needs to be considered, and if so where shall it be installed?
A30. The Water Valve detail is not being used in this project.
Q31. Detail 4 on drawing 501 shows the detail for a gate valve + cast iron cover. However, none of the site plans or drainage plans seem to indicate location or quantities of this work and there does not appear to be a spec section for this item. Please advise where this work is required and provide specs for it.
A31. The Water Valve detail is not being used in this project.
Q32. Extent of concrete pavement for sidewalks as shown on detail 2, drawing C-501 is not clearly shown on any of the site plans.
