About this file

This document is an amendment to a solicitation for a POV parking lot project at the Brooklyn, New York Reserve Center. The amendment provides responses to additional contractor questions for clarification purposes only and does not revise the original solicitation. Key details include: the groundcover establishment period is 365 days after 100% turf stand coverage requiring maintenance such as watering, mowing, fertilizing, and trash removal; an on-site water source will be provided at no cost to the contractor for watering during this period; and the drawings specify the conduit path from the second floor panel to the parking lot, which the contractor must follow in connecting new conductors.

SUMMARY OF CHANGES

SECTION 01 00 00 - GENERAL REQUIREMENTS

The following have been added by full text:

ADDITIONAL RFIS

Questions that may be of general interest to all Offerors and/or the Government and that are not readily answered by the proceeding changes will appear below. These questions may have been paraphrased or altered to represent several questions regarding the same subject and/or simply revised to clarify and simplify the question(s). Questions and answers are issued to the Offerors “for information only” and do not revise the solicitation, plans or specifications.

Q5. 32 02 33 para 3.2 describes the groundcover establishment period as 365 days after the turf achieves 100 percent stand coverage. The subsequent paragraphs describe maintenance, watering, mowing, trimming, fertilizing, leaf and trash cleanup, etc for the full 365 day establishment period. Please confirm the described services will be required for the full 365 day establishment period as this is different that providing a typical 1 year warranty of construction.

A5. The contractor shall provide the aforementioned services for the full 365 day establishment period, as determined by the contracting officer. This is not equivalent to providing a typical 1 year warranty of construction.

Q6. 32 05 33 para 3.2.6 requires turf watering during the 365 day establishment period. Is there a water source available on site? Will the water be provided at no cost to the contractor or will the contractor be required to pay for the water for the full 1 year establishment period?

A6. Water source is available on site at the existing water sources located west/south-west of the Reserve Center.

Water will be available at no cost to the contractor

Q7. Is any environmental analysis available for the excess soil to be disposed? For purposes of this bid should we assume the soil is clean and safe for disposal?

A7. Please refer to the geotechnical report for specifics about the soils in the area.

Q8. Drawings ES102 shows 2.5 inch underground conduit (Power and Comm. data) fed from main building through Duty Hut at first floor. Drawing G003 détails 2 and 3 shows existing conduit from Duty Hut and existing chase.

Can we use existing conduit and existing chase available to use for 2.5 inch conduite ? If no, What path, govt. Want to bring conduite from second floor to first floor to parking lot (Through grass or concrete sidewalk) ? Please advise.

A8. The path is provided in the drawings. The contractor will be responsible for connecting conductors to the indicated panel, running conductor in conduit above ceiling through the existing chase, and through the existing installed empty conduit under slab.

The existing empty conduit exits the building in a grassed area. The path to the POV Lot will include crossing existing asphalt.

Please refer to the provided survey for the location of paving and landscaped areas. The existing conduit location was selected to provide the simplest route to the POV Lot. The specific path is at the discretion of the Contractor.

Per section 01 11 00 Summary of Work, all existing work - the building and all pavements and landscaping - are to be repaired / replaced where affected by the installation of new work.

Q9. Drawing shows light pole base type B – typical of 2. Drawing ES 101 shows 5 pole bases. Please advise.

A9. The note refers to the two light poles located on the concrete island between the existing lot and the new lot and that these two light poles are to be equally distant from the edges of both the lots. The note is not an indication of the number of type B poles.

Q10. Para 3.2 states to excavate unsatisfactory material encountered within the limits of work below grade and replace with satisfactory material. Looking to bore reports within limits of work, all bore reports says poorly graded sand with silt. We do not anticipate any unsatisfacory material to be replaced. Please advise.

A10. The referenced clause in paragraph 3.2 section 31 00 00 only applies if unsatisfactory materials are encountered.

Pursuant to FAR Clause 52.236-2 The Contractor shall promptly, and before the conditions are disturbed, give a written notice to the Contracting Officer of subsurface or latent physical conditions at the site which differ materially from those indicated in this contract.

Q12. Please confirm penetration location into the building and passage to second floor panel?

A12. Please refer to the floor plans provided on G-003 indicating the entry penetration and vertical chase.

The contractor will be responsible for connecting conductors to the indicated panel, running conductor in conduit above ceiling, through the existing chase, and through the existing installed empty conduit under slab.
