BEGINNING OF Q&A #1

Answer questions from prospective bidders for informational purposes only

Question 1: Specification 02 82 00 (Section 1.3.1-Description of Work) provides the following information with regards to asbestos abatement quantities:

The work covered by this section includes the handling and control of asbestos containing materials and describes some of the resultant procedures and equipment required to protect workers, the environment and occupants of the building or area, or both, from contact with airborne asbestos fibers.

The work also includes the disposal of any asbestos containing materials generated by the work. More specific operational procedures must be outlined in the Asbestos Hazard Abatement Plan called for elsewhere in this specification. The asbestos work includes the demolition and removal of Stick Pin Glue 300 square feet, 1 foot by 1 foot ceiling tile 8,500 square feet, Pipe Insulation 11,000 linear feet, Pipe Insulation and ACM Debris 4,000 square feet, Flooring and/or Mastic 25,000 square feet, Windows with ACM Caulking 300 Façade Openings, and Roofing and Flashing 5,500 square feet located in Building 1 and ACM Debris in Soil 7,500 square feet, Duct Vibration Cloth 100 square feet, Flooring and/or Mastic 75,000 square feet, 1 foot by 1 foot Ceiling Tile 4,000 square feet, Pipe and Fitting Insulation 30,000 linear feet, Floor Tile Vapor Barrier 4,000 square feet, Black Lab Tops/ Racks 1,500 square feet, Transite Panels 6,000 square feet, Electrical Cabinet 100 EA, Roofing and Flashing 7,100 square feet, and Windows with ACM Caulking 500 Façade Openings located in Building 2 which is governed by NYSDOL ICR 56 and NAVFAC P-502. Items not decontaminated, carpets, draperies and other items with porous non-soil surfaces that cannot be properly cleaned, must be properly disposed of as contaminated waste. Buildings 1 and 2 will be evacuated during the asbestos abatement work. A competent person and certified State of New York Asbestos Supervisor must supervise asbestos removal work as specified herein.

Note, the quantities and descriptions of asbestos materials do not exactly match quantities and descriptions provided in Part 1 Asbestos Abatement Section 02 08 00. For example, 8,500 SF of 1'x1' ceiling tile is identified in one document in Building 1 and 7,000 SF in the other document; 4,000 SF of pipe insulation debris on floor vs. 3,000 SF. 6,000 SF of Traniste panels is identified in one document none in the other document. Black Lab Tops/ Racks 1,500 square feet, no information on this material in the Part 1 document. It is important to define in one document the actual quantities of asbestos abatement (along with a description of the materials to be abated) and their locations to be abated in order to obtain representative bids. Is it possible to obtain a summary table of all quantities of asbestos to be abated that incorporates all the data?

Answer 1: The prospective bidders should review the ACM, lead-based paint and PCB reports that were furnished for the bid. All of the items of concern are contained in the reports.

Question 2: Can you please clarify the contract time limit? In the solicitation it has 485 days and in the specifications 01 11 00 270 days.

Answer 2: THE CONTRACT PERIOD IS AS STATED IN SPECIFICATION SECTION 01 11 00, 270 DAYS.

Question 3: In section 01 50 00, item 3.8 Government Field Office, states that 2,000 SF of office space is required. Is that five separated 400 SF trailers acceptable or is a connected modular trailer structure required?

Answer 3: ONE 400 SQUARE FOOT TRAILER IS SUFFICIENT TO BE FURNISHED FOR THE

GOVERNMENT FIELD OFFICE.

Question 4: Can cell phone be substituted for land lines, which are no longer installed?

Answer 4: LAND LINES ARE NOT REQUIRED FOR THE PROJECT. JUST A CELL PHONE

IS ACCEPTABLE.

Question 5: Is a fax line and fax machine still required?

Answer 5: A FAX LINE IS NOT REQUIRED FOR THE PROJECT.

Question 6: Under section 01 50 00, item 3.8 states that the contractor has to provide two utility type vehicles with four wheel drive. Is the intent to have an open off road type Mule vehicle or and enclosed van?

Answer 6: TWO UTILITY TYPE VEHICLES ARE NOT REQUIRED FOR THE PROJECT.

Question 7: In light of the current 100% work from home restrictions in New York State, will the Department of Veterans Affairs and the US Army Corps of Engineer’s amend the due date for this solicitation to the end of April or May as has occurred for other demolition projects within the VISN 2 region?

Answer 7: It was extended until April 29th.

Question 8: In light of the current 100% work from home restrictions in New York State, will the Department of Veterans Affairs and the US Army Corps of Engineer’s amend the current solicitation for a Bid Bond due to the lack of corporate notaries due to the home work restrictions.

Answer 8: It was extended until April 29th. All bids will be submitted electronically.

Question 9: In order to assure that proper waste disposal calculations and abatement data is processed mainly in light of the current 100% work from home restrictions in New York State, will the Department of Veterans Affairs and the US Army Corps of Engineer’s amend the due date of the responses for this solicitation.

Answer 9: It was extended until April 29th.

Question 10: Spec section 02 41 00 page 7, discusses the salvage for recycling off-site of ceiling tile, carpentry items (doors, windows, cabinets) and carpet. Are these items allowed to be landfilled as C&D debris or is the salvage and recycling a requirement?

Answer 10: Respondent is required to conform to the project specifications as illustrated.

Question 11: Spec section 02 41 00 page 8, discusses the removal and salvage of all locksets from doors.

Is this required for this contract?

Answer 11: Locksets are to be salvaged and turned over to the Contracting Officer.

Question 12: On the bid form, Item No 0002 Hazardous Material Remediation, is this the transportation and disposal of items 0002AA, 0002AB and 0002AC? Please provide what is to be included in this line item.

Answer 12: All transportation and disposal of the ACM should be included in the line item.

Question 13: On the bid form, Item No 0002AA ACM Pipe Insulation (41,000 SF), is this all of the pipe insulation from Buildings 1 & 2 as shown in the ATC report? Please provide which items from the ATC report are to be included in this 41,000 SF.

Answer 13: Quantity is as illustrated in the ACM report provided. All items under ACM Pipe Insulation are included in the furnished report.

Question 14: On the bid form, Item No 0002AB Other ACM Materials (tile, caulk, etc.) (150,000 SF), please provide which items from the ATC report are to be included in this 150,000 SF.

Answer 14: All items under ACM Materials are included in the furnished report.

Question 15: On the bid form, Item No 0002AC PCB Light Ballast (21,000 SF), is this unit of measure meant to be each? Please provide which items from the ATC report are included in this line item.

Answer 15: The bid form calls out for PCB light ballast at 2,100 EA. All items under PCB’s are included in the furnished report.

Question 16: Because of the COVID-19 Pandemic, will you be extending the bid date?

Answer 16: It was extended until April 29th.

Question 17: Entry into the buildings was not permitted during the site visit walk through and they are posted condemned. Will the VA and/or USACE confirm that both Buildings 1 & 2 have been determined to be structurally unsafe by a licensed Professional Engineer, Registered Architect, Building Inspector, Fire Inspector or other official of competent jurisdiction in accordance with NYSDOH 56-11.5 allowing that the buildings can be demolished with asbestos in place in accordance and compliance with said rule as long as the conditions required by the rule are met?

Answer 17: Both buildings have not been surveyed or deemed structurally unsafe by a professional Structural Engineer. All non-friable material shall be removed from both buildings and the Government will coordinate with the successful respondent as to whether all of the existing friable material can be left in whole or part within the buildings during demolition.

Question 18: I was able to download all documents. However, I did not find any drawings with regards to asbestos abatement work. Are there any? Need to know locations where abatement is required and quantities in some cases. For instance, no information is provided as to whether pipes to be abated are exposed, behind walls, above ceilings, or a combination? How many exterior doors require abatement?

Answer 18: All items required for abatement are provided in the furnished remediation reports.

Question 19: Also, contract documents state that 200 windows are to be abated in Buildings 1 and 2 (400 total). Is that correct? Building 2 ("H" Building) is much larger than Building 1 ("T" Building).

Answer 19: The contract bid documents include existing building plans. Elevations of both buildings have been provided. The respondent shall determine the anticipated quantity from the provided information.

Question 20: Are the actual asbestos survey reports available? Such reports should have photographs of samples collected and their locations?

Answer 20: Yes. The asbestos survey reports are available. Photographs are depicted in the original ACM survey reports furnished by the VA (Mabbett 2018).

Question 21: Also, are any pictures of the inside of the buildings available? Contract documents state that all debris, equipment, etc. is to be removed by the Contractor. However, the amount of such materials is not provided. Note, the walk through did not include viewing the inside of the buildings.

Answer 21: Refer to the Mabbett report referenced above.

Question 22: Also, with regards to the roofing materials, have they been tested for asbestos? Some small quantities are identified as asbestos but no information is provided on the large portions of the roofs.

Answer 22: Respondent should review the ACM survey report provided for any ACM to be remediated in the roof of each building.

Question 23: Can another walk-through be scheduled?

Answer 23: No additional walkthrus will be scheduled.

Question 24: Are we able to access the inside of the building during the site visit? If not, what is the composite of the flooring and the columns on the upper floors of the hospital ie: wood, metal, etc?

Answer 24: Access inside the building is prohibited during the site visit. The bidders are to review the existing building plans, which are part of the contract documents for the construction materials used in the facilities.

Question 25: Can you confirm that the US Government will provide insurance coverage for vehicles leased under this procurement? We will lease the vehicles and provide gas cards; but whose insurance will cover government drivers?

Answer 25: Not applicable since no vehicles will be provided for government use.
