NOTES:
1. Prices must be entered for all line items on the Pricing Schedule. Total amount prices submitted without prices for individual line items will not be evaluated. Additions will be subject to verification by the Government.
2. Item 0005, Bid Option 1, may be exercised within 30 days of issuance of Notice to Proceed. Item 0006, Bid Option 2, may be exercised within 120 days of Notice to Proceed. 3. Item 0004 is pre-priced and cannot be changed.
4. Bidders are required to bid on all the Base Bid and all the Optional Bid Items or their bids will be rejected.
5. Bidders are reminded that they must bid on the issued plans and specifications as amended. Any deviations, conditions or attachments made by the bidder himself, thereto, may render the bid non-responsive and be cause for its rejection.
6. The Basis of Evaluation will be the lowest responsive, responsible bid based on the Total Amount for the Base Bid Items plus the Optional Bid Items (Line Items 0001 thru 0010).
7. The Bid Acceptance Period is as stated on Standard Form 1442.
Due to the ongoing COVID-19 pandemic USACE NYD will be conducting bid openings electronically. A Bidder must submit bids to the following files transfer site https://safe.apps.mil/.
Bids are due 06-Apr-2020 at 2:00 P.M. est however the reading of the bids will happen at 2:30 P.M. to allow for time to download the bids before they are read.
Bids received after 06-Apr-2020 at 2:00 P.M. est on https://safe.apps.mil/ will be considered late
It is recommended that bidders submit their bids at least 2 hours before to allow enough time for the bid to be uploaded. Please note that bidders do not need to wait until the day of bid opening to submit their bids.

The apparent low bidder will be requested to submit hardcopies of their bid bonds, address will be provided after bid opening.
The bidder shall be submitted electronically, as described below. The IFB will provide the Government address and receipt date for bid submittal. The shall not contain classified data. The use of hyperlinks in proposals is prohibited.

INSTRUCTIONS FOR SUBMITTING ELECTRONIC PROPOSALS:
In an effort to reduce paperwork and cost, all bids shall be submitted electronically through the SAFE site. Submission shall be in Adobe PDF format. You are limited to five (5) maximum files per upload (total size cannot exceed 2GB). If you have a large number of files, recommend that you combine or ZIP your files before uploading to the SAFE site. Bidders may use compression utility software such as WinZip or PKZip to reduce file size and facilitate transmission.

INSTRUCTIONS TO FOLLOW ON THE SAFE WEBSITE:
1. Once at the SAFE website select the “Drop-off” icon. This allows users without a CAC or users whose computer is not configured to read a CAC the option to access the SAFE site as a guest.
2. After selecting the “Click Here” link you will be prompted to add your personal information, file information, recipient (Government representative) information and email settings.
3. When completing your file information for transmittal via the SAFE website, you will be required to enter the email address for all recipients. For this solicitation, the recipients are the Contract Specialist and the Contracting Officer. The Contract Specialist for this solicitation is
Sandra.l.schenning@usace.army.mil, and the Contracting Officer is Nicholas.P.Emanuel@usace.army.mil. The E-Mail address of the Government Employee who initiated the request code will be automatically entered. The Proposer must enter the E-Mail address for both the Contracting Officer and Specialist. The Proposer can enter an additional E-Mail address if desired.
After entering the email address, click the ADD button to add the person(s) email to the “Recipients List” of your response. When your proposal is submitted, a notification will be sent to the recipients you added.
NOTE: Do NOT send the SAFE site packages to group email accounts.
Even if you successfully upload your proposal to the SAFE site, notification will not be sent to the government recipients until you verify your email address.
Entering an incorrect email may result in the rejection of your submission for lateness. A Proposer can confirm proper submission by the ‘Drop-Off Completed” screen which generates based on proper file submission.
NOTE: It has been reported that documents are more quickly uploaded into the SAFE website when using a Firefox web browser. The Government cannot verify that this is true and offers no guarantee that Offerors will have more success utilizing any particular browser.
RECEIPT OF SUBMISSIONS:
For the purposes of establishing whether a proposal submission is considered timely, the government considers the date and time the submission is completely uploaded into the SAFE website. For proposals larger than the 2GB capacity of the SAFE website and require multiple submissions, the Government will consider the date and time the last submission is completely uploaded into the SAFE website. Do not assume that electronic communication is instantaneous.
It can take several minutes or even hours in some cases.
The government will not be responsible for submissions delivered to any location or to anyone other than those designated to receive proposals. Offerors are responsible for ensuring that proposals are submitted so as to reach the designated recipient. Offerors are responsible for allowing sufficient time for the proposal to be received in accordance with the instructions provided.

BIDDER’S QUESTIONS AND GOVERNMENT REPLY
1. 8365305 - Section 33-05-23.19, Paragraph 3.2.3.a provides tolerances for the settlement of the ground above the microtunnel alignments. These are: ¼" under airfield pavements, and ½" under any other pavements. However, Paragraph 4.2.4.d.17 provides installation tolerances that are much stricter, 1/10" under airfield pavement, and ¼" under other pavement. Please confirm that the requirements in paragraph 3.2.3.a will apply to the work under this contract. Response: Paragraph 3.2.4.d.17 has been revised to clarify that the maximum allowable settlement is 1/4" under airfield pavement and 1/2" under other pavements. The 1/10" indicated in the same paragraph is intended to cover settlement in the 100 feet before the pavement, in order to propose and implement corrective action and minimize airfield pavement settlement.
2. 8365313 - Section 33-05-23.19, Paragraph 3.2.5 requires a minimum of 5,000 CFM of fresh air be supplied within the microtunneling and the shaft. The paragraph goes on to provide threshold levels to assure the atmosphere is safe to breathe. 5,000 CF is impractical in the tunnel because the pipe size required for the ventilation will occupy a large part of the available space in the tunnel, therefore it will obscure the laser guidance system and hinder the movement of personnel through the pipe string if it becomes necessary to do so. OSHA requires only 200 CFM per person in manned entry tunnels. Please remember that the face/heading of a microtunneling operation is not open to the ground as is the case in other types of tunneling/mining operations.. Also, shaft ventilation should simply be that necessary to assure a non-hazardous atmosphere, as required by OSHA standards.
Coupled with air monitoring, we believe the OSHA ventilation standard should be sufficient.
Therefore, we request the requirement for 5,000 CFM minimum fresh air supply be deleted from the specification. Response: Minimum 5,000 cfm requirement has been removed by this amendment, see revised specification section.
3. 8367445 - Cast-In-Place Concrete Specification 03 30 00.00 10, section 1.5.1 requires the laboratory conducting the mix design studies and associated aggregate testing to be an independent, accredited lab. Specification section 32 13 14.13 for Airfield Pavements also requires the laboratory performing the mix design studies and aggregate testing to be an accredited lab per 1.4.3; however, further down in 1.4.3 a USACE validation is required for all acceptance testing. Quality Control specification 01 45
00.00 10, section 3.7.2 also states "All testing laboratories must be validated by the USACE Material Testing Center (MTC) for the tests to be performed". Please confirm that all acceptance testing required for the mix design development of the 03 30 00 Cast-In-Place mix and the 32 13 14 Airfield Paving mix must be completed by a USACE validated lab, not just accredited. Response: All testing laboratories must be validated by the USACE Material Testing Center (MTC) for the tests to be performed: including 03 30 00 and 32 13 14.13.
4. 8372380 - Specification 33 05 23.19 1.1 Work Requirements indicates "Annular space between casing pipe and fuel line must be installed with non-conductive flowable wax for the fuel line only."
Sections 2.6 Non-Conductive Hot Wax and 3.2.10 Installation of Non-Conductive Hot Was between casing pipe and fuel line also reference this hot wax. On a recent fuel project bid, last year, the hot wax requirement was removed due to the wax breakdown over time. Please clarify if this hot wax will be required for this project. Response: Filling of the interstitial space around each fuel line remains a project requirement. The reasons for removing the wax from the other project are not as stated, and are not applicable to this project.
5. 8372442 - Specification Section 33 05 23.19 1.5.1 Pipe Casings indicates "Provide pipe casing indicated as 14 inches to 18 inches of concrete pipe." Multiple microtunneling subcontractors replied they do not have the machines to produce these size bores/casings. These borings are too small and not used a lot. Does the government know of and/or worked with a microtunneling subcontractors that can do a Concrete Casing of 14" or 18" diameter? Also please advise if a larger size bore/casing can be utilize? At this point many microtunneling subcontractors can do a 36" concrete casing. Some can do a larger bore. Is a 36" RCP casing acceptable? Response: Section 33 05 23.19 has been revised by this amendment to clarify that the 14" and 18" casing pipe sizes indicated are minimums. When utilizing larger casing sizes for the fuel lines, the Contractor may propose methods to reduce the volume of interstitial space filler material required for Government approval.
6. 8375253- Specification Section 33 05 23.19 - Would the government allow the use of one larger casing pipe to install the two each 14" fuel piping within this one larger casing pipe for both the base bid and option work. Spacers for two or more pipes in one casing are available. With the difficulty of finding microtunneling subcontractors that can do the smaller 14" and 18" RCP casings holes a larger RCP casing might be a better solution. Please advise? Response: While the piping alignment and profile is based upon separate casing pipe for each fuel line, the Government will consider accepting a design revision that allowing a single casing pipe for both fuel lines. The clearance between the fuel lines would need to be adequate to perform pipe welding and weld testing procedures, and the interstitial space directly around each fuel line would still need to be filled as required by the specifications. Prospective bidder is to bid the project as designed. Any contractor requested change to the design, the contractor will need to submit in writing to the contracting officer.
7. 8377444 - As this procurement is an IFB, please confirm that there will be a public bid opening.

8. 8377450 - Block 13.D of the SF 1442 indicates a 120 day acceptance period. Considering this is an IFB procurement with no technical proposal to review is it appropriate to reduce this acceptance period to what is typically allowed for IFB solicitations such as 30 days? Response: The acceptance period will not be revised
9. 8377459 - Section 00 70 00 includes FAR Clause 52.236-1 "Performance of Work by the Contractor".
This clause indicates that the contractor shall perform on the site, and with its own organization, work equivalent to at least 40% of the total amount of work to be performed under this contract.
Considering that the scope of this project limits the self-performance opportunities and contains large specialty contractor scope packages (fuel piping, directional drilling, excavation), please consider reducing this self-performance percentage to the traditional 15% requirement. Response: The percentage of work self-performed by the prime contractor has been revised to 15% by amendment.
10. 8377470 - GC105, Construction General Note 'H': requires "all active construction areas secured" prior to the air show shut down.
Question #1 - What is expected for a "secure construction area"?
Question #2 - Will open excavations be permitted to remain open with construction fencing delineating excavation?
Question #3 - Will soil stockpiles be permitted to remain? Response: please refer to GC105, Notes have been revised by this amendment to clarify requirements.
11. 8377474 - Drawings GC101 – GC104A depict a single flagman at each of the crossing locations.
Please confirm that two flagmen are required at each crossing location per GC105 Aircraft Parking Apron Access & Safety Requirements Note 'E' Response: Drawings GC101 through GC105 has been revised by this amendment to clarify the flagmen requirements.
12. 8377479 - Reference drawing GC105, Note 4.E which states in part, "At all locations where contractor access routes and haul roads cross active taxiways and aprons, the following requirements shall be strictly adhered to. For taxiway crossings, a full time flag person shall be positioned 200 feet off both sides of an active centerline controlling all vehicular traffic.". Further the flagman locations are indicated by the flagman symbol on drawings GC101 – GC104A and by note in the haul route map D1/GI101. There is no indication on any of the referenced drawings that flagmen are required at Taxiway 'N' where the haul route crosses the north end of Taxiway 'N'. Please confirm that flagmen are not required at this Taxiway location. Response: Drawings GC101 through GC105 has been revised by this amendment to clarify the flagmen requirements.
13. 8377484 - Section 00 70 00 – Conditions of Contract includes two progress payment provisions, under Clauses Incorporated by Reference (page 21 of 51) FAR clause 52.232-5 – 'Payments Under Fixed Price Construction Contracts' is referenced as applicable to this contract. FAR clause 52.216-1
– 'Type of Contract' is included in Section 00 12 13 (page 10 of 51) and states that this project will be awarded as a "Firm-Fixed Price contract". There is a conflict related to payment provisions as the solicitation also includes FAR clause 52.236-16 'Progress Payments' that conditions contractor payments based on costs and is not appropriate for this type of Fixed Price contract and conflicts with the payment provisions of FAR Clause 52.232-5. Please review and advise if the 52.236-16 clause should be removed. Response: FAR CLAUSE 52.236.16 has been removed
14. 8377496 - Note 1.B drawing GC105 requires all major material components for the specific CAZ zone to be on site prior to initiating any work within that CAZ. Would the Government permit the start of micro-tunneling in CAZ 2 to commence prior to receipt of fuel pipe as long as a shipping confirmation for the fuel pipe reflects a delivery that conforms to the micro-tunneling completion schedule?
Response: The intent is to not allow work to begin that impacts airfield operations until all items necessary to proceed with construction are on site. GC105 has been revised by this amendment to clarify that work off of airfield pavement and outside of clear zones may be initiated prior to all materials arriving on site.
15. 8377504 - Note 3.A, drawing GC105 states that the CAZ's are to be completed in the order of CAZ 1, CAZ 2, CAZ 3, CAZ 4. However Note 3.B, drawing GC105 states the contractor shall be allowed to work within CAZ 1, CAZ 2, CAZ 3 at any given time. Based on Note 3.B please confirm that CAZ 1, CAZ 2 and CAZ 3 can be worked in any order and concurrently as determined and scheduled by the Contractor. Response: CAZ 1, CAZ 2, and CAZ 3 may be worked concurrently as stated in note 3B.
16. 8377506 - Note 2.B, drawing GC105 states in part "In order to limit operational impacts to the Air Force, piping installation activities directly beneath the concrete taxiway shall occur at night or during aircraft non-operational hours." Please confirm that the above restriction related to "piping installation" applies only to the installation of the micro-tunneling casing pipe and does not include the installation of the fuel pipe within the casing pipe. Response: GC105 note 2.B. and 2.E has been revised by this amendment to clarify the requirements.
17. 8377508 - Note 2.E, drawing GC105 states in part "In order to limit operational impacts to the Air Force, fuel line installation activities directly beneath the Taxiway Uniform shall occur at night or during aircraft non-operational hours.". Please confirm that the above restriction related to "fuel line installation" applies only to the installation of the micro-tunneling casing pipe and does not include the installation of the fuel pipe within the casing pipe. Response: GC105 note 2.B. and 2.E has been revised by this amendment to clarify the requirements.
18. 8377510 - Notes 2.B and 2.3, drawing GC105 references work during non-operational hours. Please advise what hours will be considered to be non-operational. Response: GC105 note 2.B. and 2.E has been revised by this amendment to clarify the requirements.
19. 8377513 - Specification 01 14 00,1.4 relates to contractor free zone requirements and procedures and provides as a reference Attachment 3 to Appendix 4 to Annex C to JB MDL JIDP. Please confirm that this information is provided for reference and information only and the Government is responsible for the preparation (with contractor input), submission and routing of the free zone application for approval. Response: Information is provided to inform the Contractor of the requirements associated with accessing the work areas. Contractor will not be responsible for preparation or submission of the freezone applications, but most provide any information necessary for preparation.
20. 8377515 - Specification 33 05 23.19, 3.2.4.d.13 requires "All excavated material from tunnel and shaft construction must be disposed of away from the construction site. Stockpiling is not permitted on the construction site and material must be removed daily. On-site storage of material must comply with Section 01 57 19 Temporary Environmental Controls.".
Question #1 – please confirm that this requirement applies only to the material removed during the micro-tunneling operation and does not apply to the material excavated for the launch and receive pits.
Question #2 – please identify the on-site storage area that can be used to temporarily store the material from the tunnel and shaft construction. Response: Section 33 05
23.19 paragraph 3.1.1 has been revised by this amendment to clarify stockpiling of excavated materials associated with launch and receive pits. Requirements stated in 3.2.4. continue to apply to material removed during microtunnelling operations.
21. 8377517 - Specification 33 11 00 requires the use of fused joint PVC pipe within the micro tunnel casing and push on or mechanical joints outside of the casing. Would the Government consider allowing the use of fused joint HDPE piping for the entire water line in lieu of the specified PVC piping? Response: Installation preference is to construct water utilities of PVC, as the JB MDL maintenance personnel do not have the ability to repair HDPE pipeline. PVC shall be used, as indicated in the design documents.
22. 8377521 - Reference drawing MD100, Notes 1, 3 and 6.B state that the contractor is responsible for draining fuel, remove vapor by pigging after properly isolating by blinding, disconnection or closing the double block and bleed valve. This is to remove the designated portions of the existing fuel line that conflicts with the new work. The drawing notes on MD100 indicate that the existing fuel line is abandoned.
Question #1 – please confirm that this fuel piping has been previously abandoned to include draining of fuel and vapor freeing.
Question #2 – the extent of the existing fuel piping cannot be readily determined from the information provided on drawing MD100 due to lack of detail. Additional as-built information is needed to properly determine the scope of defueling/draining and to determine work needed to properly pig the lines to be abandoned.
Question #3 – Please provide limits of existing piping drain down and pigging required by drawing MD100 Notes 1, 3 and 6.B as it appears the existing fuel piping continues past the limits shown on drawing MD100.
Response: 1) The notes on the drawing have been updated and the sheet is issued as part of amendment 3. The existing abandoned line will not need pigged but rather vapor freed and flushed prior to any removal or abandonment in-place.
2) Pigging has been removed from the abandoned line.
3) The drain down will only be required for the DLA loop that the new hot cargo loop is being tied into. It will be the contractor’s responsibility to drain the entire loop. Updated notes can be found on sheets M-001 and MD100 as part of amendment 0003. The layout of the DLA hydrant loop is shown in its entirety on sheet MS100 and / or MS100A.
23. 8377526 - Drawing M-001, General note 3 states, "Coordinate defueling and fuel transfer from existing piping and tanks with facility personnel.".
Question #1 - Does this note apply to the existing piping that has sections removed as shown on drawing MD100 or does it relate to the drain down needed to tie the Hot Cargo loop into the existing hydrant loop? Response: The abandoned piping that is having sections removed and is being capped shall be vapor freed, flushed, slurry filled and capped. The currently active line to which the new hot cargo loop will tie into will need to be drained and vapor freed by the contractor.
Question #2 – If this not applies to the existing hydrant loop for tie-in of the Hot Cargo loop please clarify the extent of drain down work that the facility personnel will perform and the scope of drain down work that the contractor is to provide. Response: The contractor is to drain the entire active line as noted in the bid documents. The base personnel will not be draining down or vapor freeing any of the piping.
24. 8377532 - Drawing M-001, General Note 7 states, "The DLA hydrant fuel loop shall not be taken down until the BRAC hydrant fuel system, including its hydrant loop is operational.".
Question #1 – Please confirm that the DLA hydrant loop is the system that this Hot Cargo hydrant loop is being connected to.
Question #2 – Is the new Hot Cargo hydrant loop for purposed of this note considered to be the BRAC hydrant fuel system?
Question #3 – If the new Hot Cargo hydrant loop is the BRAC hydrant fuel system referenced in this note, it cannot be operational until after it is connected to the DLA hydrant loop as the DLA hydrant loop is the source of fuel to allow startup, commissioning before becoming operational. Please clarify this note accordingly. Response: Drawing GI101 has been revised by this amendment to identify the DLA pumphouse and hydrant loop, as well as the BRAC pumphouse and hydrant loop. The new hot cargo loop and outlet is tying into the DLA loop.
The BRAC system is a separate pumphouse and loop.
25. 8377542 -Drawing GC105, Notes 2.D, 2.E and Drawing M-001 Note 8 indicate that the Hot Cargo loop connection to the existing DLA hydrant loop shall not exceed 9 days. Upon completion of the loop connection the system startup must be completed per 33 08 53. Please confirm that the time to complete the system startup is outside the 9 day time period stated in the referenced notes.
Response: Note 8 has been updated and is provided in amendment 0003. System startup will be conducted outside the 9 day time period.
26. 8377554 - The system flushing operation described in specification 33 08 53 requires fuel to be pumped from one operating tank to the 2nd operating tank to flush the new fuel loop. The specification does not indicate that the receipt tank is to be cleaned following flushing and there is no fuel tank cleaning specification in the contract document. Please confirm there is no requirement to clean the receipt tank after flushing of the new hydrant loop. Response: The specification has been updated to include the same language as the cleaning portion of the specification. Fuel will be issued from one operating tank, returned through the receipt filter separator and back to the operating tank it was issued from.
27. 8377609 - The soil borings indicate a high water table through the entire pipeline route, this will result in a large volume of groundwater to be continuously discharged from the ground dewatering system.
A discharge point for this large volume of water will be required in the area between Taxiway Lima and the Aircraft Parking Apron (we cannot run discharge piping across the taxiway or apron) and in the area south of Taxiway Lima for the piping between Lima and the Hot Cargo area. Please provide an acceptable discharge point for the ground dewatering system. Response: Groundwater accumulated from dewatering effort may be discharged to the grass areas adjacent to the work areas. Discharged water shall be run through a sediment filter to remove particulates, which is cleaned or changed out as necessary. Section 31 00 00 has been revised by this amendment to clarify this requirement.
28. 8377611 - Bid Option 3 requires a unit price to remove unsuitable contaminated soil not suitable for backfill in Basic work.
The documents do not include a specification section related to the type of contamination, field identification procedures, testing protocols and disposal requirements for the contaminated soil.
Please clarify. Response: Identification, stockpiling, testing, and disposal requirements shall be in accordance with section 01 57 19, which has been revised by this amendment.
29. 8377619 - Bid Option 4 requires a unit price to remove contaminated liquid collected from excavations and stockpiles offsite that cannot be cleaned and disposed on-site in Basic work.
Question #1 - The documents do not include a specification section related to the type of contamination, field identification procedures, testing protocols and disposal requirements for the contaminated liquid. Please clarify. Response: Identification, stockpiling, testing, and disposal requirements shall be in accordance with section 01 57 19, which has been revised by this amendment.
Question #2 – please clarify as to the intent of the following statement in the bid option description "...that cannot be cleaned and disposed on-site in Basic work.". There is no requirement in the Basic work to clean and dispose on-site any contaminated liquids. Response: CLIN will be revised by amendment to remove "clean and" from the description of Bid Option 4.
30. 8377625 - Due to the timing of the site visit and the number of RFI questions we request a bid extension of two weeks to properly coordinate the question responses with the appropriate subcontractors and suppliers. Response: The bid due date was revised by amendment.
31. 8377631 - Drawing SS502 indicates membrane waterproofing on the isolation valve pit exterior walls.
Please provide a specification for the membrane waterproofing. Response: Section 09 97 02 has been added by this amendment to cover membrane waterproofing requirements for the vault walls.
32. 8377635 - Drawings CP501, CP502, CP502A provide trench sections indicating the required fuel pipe center to center spacing. The fuel pipe spacing is also given in drawing notes on drawings MS101, MS101A, MS102, MS102A. The fuel pipe center to center spacing is in conflict between the CP drawings and the MS drawings. Please advise which fuel pipe center to center drawings are to be used. Response: Drawings CP502, CP502A, and MS101A has been revised by this amendment to resolve the conflict that exists.
33. 8377656 - The drawing set provides MS102 (base bid) and MS102A (option #1) drawings for Piping Plan Area 2. As the option #1 work occurs in Piping Plan Area 1 only as shown on drawing MS101A (not Plan Area 2, MS102A), please advise if there are any differences between drawings MS102 and MS102A as we cannot find any differences between the two drawings. Response: The differences between MS102 and MS102A are limited to pipe stationing, which occurs as a result of the differing alignment under the C-17 apron under the bid option.
34. 8377663 - Please confirm CLIN Item 002 is to include only the costs for the installation of the hydrant outlet pit with associated valves, installation of the high point vent pits with associated valves and installation of the low point drain pits and associated valves. Confirm all pipe connected to these items is to be included in CLIN Item 001. Response: Reduced diameter piping and associated fittings leading to the high point vents, low point drains, and hydrant outlet pit are to be included under CLIN 002.
35. 8377670 - Please confirm that the costs associated with the draining, abandoning and demolition of the existing fuel piping for the installation of the new fuel piping is to be included in CLIN Item 001.
Response: Confirmed.
36. 8377676 - Specification 01 45 35 – Special Inspections, paragraph 1.2 states, "The Statement of Special Inspection and Schedule of Special Inspections are included as an attachment to this specification". This Statement and/or Schedule is not included as an attachment to the specification, please provide. Response: Section has been removed by this amendment.
37. 8377684 - Reference Detail A6/MS504, the valve installation at the existing pumphouse with the concrete slab below will not permit slip removal from the underside of the double block and bleed valve. Please confirm that this will be acceptable to the Government. Response: Confirmed, as the existing grade elevation will not allow slip removal in place. If valve maintenance is required in the future, the valves will need to be removed for maintenance, with blind flanges installed.
38. 8378101 - From the small bore piping note on detail E6/MS504, it appears that the existing pumphouse is equipped with a Hansa leak detection system. Specification 33 08 53 – Aviation Fuel Distribution System Startup and the contract drawings do not address any modifications to the Hansa leak detection system to be completed under this contract. Response: Specification has been updated and provided in this amendment 0003.
39. 8378106 - Note 2, drawing ES100 states that the Pump Control Panel screen work is to be updated to reflect to show the new hydrant pit. Please confirm that only the DLA Pump Control Panel screen will require updating. Response: Only the graphic display for the DLA pump control system requires updating for the new hydrant pit. The BRAC pump control system graphic display is not included.
40. 8378111 - Reference drawing SS502, detail D4, the pit ladder is mounted to the pit wall and extends to the top of the pit wall. The grating is mounted 2' below the top of the wall. Please advise how the grating is to be fabricated where the ladder penetrates the grating. Response: Detail D3 of sheet SS502 states steel bar grating banded at ends and around penetrations. Note has been added to sheet SS502, detail D4 indicating to provide opening in grating around ladder penetration.

41. 8378114 - The specification Table of Contents lists sections: 33 08 53AT1 – Equipment Tests and 33 00 53AT2 – Performance Testing. These sections were not provided with the RFP documents, please advise if these specifications will be provided. Response: Attachments to 33 08 53 is added by this amendment.
42. 8378118 - Specification 33 52 43.23 – Aviation Fuel Pumps contains numerous references to factory testing (1.2.a), test reports (1.2.b), O&M manuals (1.2.c), submittals related to existing pumps (1.3), shop testing (2.1.2.s), leveling and aligning (3.2.1 & 3.2.2) that all relate to the installation of new pumps and not pump retrofits with new impellers. Please confirm that these paragraphs do not apply.
Response: The specification has been updated for amendment 0003 so the pumps will have to be sent into the factory one by one to replace the impellers and motor bearings thus testing, leveling, aligning etc. will apply.
43. 8378125 - The high point vents and low point drains for the supply and return loop piping are situated at the same location along the pipe route. The MS503 details B1 and B4 indicate a single vent/drain pit. The pipe plans MS101 thru MS102A indicate a single high or low point pit at each location. Can the vent/drain from the supply and return piping be routed and co-located in a single pit when they occur at the same location? Response: It is the intent that piping from adjacent high point vent locations or low point drain locations will be routed to and co-located in a single pit.
44. 8378128 - Please provide the attendee list from the 1/31/20 site visit. Response: Please refer to Appendix A - sign in sheet as included in this amendment.
45. 8378132 - Reference the high and low point pit details on MS503, considering the high water elevation on this site please confirm that the high and low point pits are not to be waterproofed similar to the isolation valve pit. Response: The high and low point pits ARE to be waterproofed the same way the isolation valve pit is going to be waterproofed. Sheet MS503 has been updated and will be included in amendment 0003.
46. 8380257, Section 33 52 43.23, Paragraph 2.1 requires the pump impellers to be replaced on-site.
The pump manufacturer, Clyde Union, strongly recommends that each pump be sent back to the factory for pump impeller replacement. This will insure that each pump is properly aligned and mounted to each motor per mfg requirements. This will also allow each pump to be factory performance tested, this is not possible on site. It is also strongly recommended that each motor be inspected and the motor bearings be replaced. It is assumed only pump will be allowed to be taken out of service at a time. Response: Specifications have been updated and are provided in amendment 0003 to send each pump to the factory one by one for impeller replacement and motor bearing replacement.
47. 8381378, Sheet AS504 Detail A6, During the site visit it was noted that there was an existing manhole lid / manhole close to the 14" Fuel Lines that have to be rerouted, (CLIN #06 Option 2 reconfigure Pipe). How should we address this obstruction? Response: Sheet MS504 has been updated to address this and will be provided as part of amendment 0003.
48. 8381565. The profile drawings appear to show a different quantity of HPVs/LPDs than on the plan drawings. Would you please confirm the quantity of each? Response: The high point vents and low point drains are confirmed to match between the plan and profile sheets. The plan sheets show a single vault at each location where a high point or low point occurs on the parallel lines, with the intention that the small diameter piping from each of the parallel lines will be routed to the single vault at each location. The profile sheets identify the high and low point locations that occur on each side of the parallel loop piping, from tie-in point to tie-in point, which coincide with the vault locations identified.
49. 8381569, Which CLINS should the pricing for the HPVs/LPDs, isolation valve vault, and pump rebuild should be included under? Response: The high point vents, low point drains, isolation valve vault, and pump impeller replacement are included under CLIN item 0002.
50. 8381571 - No micro-tunneling entity in the US that we could find is willing/able to provide the 18" bore for the fuel pipe (and 14" for the water pipe). Therefore, the clearances to existing utilities called for on CU202 and elsewhere may not be possible. May directional drilling be used in lieu of micro-tunneling? Is USACE or the DoR aware of a micro-tunneling outfit willing/able to perform the specified work? Response: The microtunneling specification has been revised to clarify that the casing pipe sizes are the minimum required; larger sizes may be used. Directional drilling will not be allowed
51. 8381575 - Due to the larger diameters of casing pipe proposed by the entities capable of micro-tunneling, the cost of filling the interstitial space with hot wax is significant. Additionally, recent research has suggested that the wax specified may actually have long term negative effects with respect to corrosion. A recent USACE project at Eglin AFB removed the interstitial wax requirement due to these considerations. Is the government willing to remove this requirement? Response: The interstitial space wax requirement remains under this project. If a contractor wishes to utilize larger diameter concrete casing pipe, they may propose methods to reduce the volume of the interstitial space around the fuel piping that requires filling, such as using a smaller diameter pipe within the RCP casing that the fuel pipe is placed within. Prospective bidder is to bid the project as designed. Any contractor requested change to the design, the contractor will need to submit in writing to the contracting officer.
52. 8381585 - A recent project at McGuire AFB found that the specified 72" pits were only possible in the existing system to house the internal components due to 1. A violation of the pit manufacturer's recommended clearance of the pipe wall penetration from the wall-to-floor joint and 2. Violations of the welding standard (welds were placed too close together). In consideration of these factors, we request that the next larger standard pit size be specified (i.e.
