Amendment 0004

Question: There are ports on the valve cylinder (visible on the spare). Is the new cylinder to incorporate similar ports?

Answer: The only existing pieces to be reused are the gimbals and trunnions. The new cylinders are to be complete except for those. Please refer to section 2.1, partially quoted here:

2.1 Principal Design Parameters

The contract drawings indicate the general design, dimensions and features of the existing hydraulic cylinders. The new hydraulic cylinders shall be fabricated and assembled so as to universally meet the fit, form and function of the existing cylinders.

Question: The maximum operating pressure in the system is listed as 2000 psi. This seems high, please verify.

Answer: Thank you for the question. The correct maximum operating pressure in the system is 1400 psi.

Question: Section 2.3.9 mentions a bronze ice scraper but the existing cylinders do not include one.

Answer: Your bid should include this. If you are the successful offeror you can propose systems you view as superior for consideration.

Question: The initial delivery schedule in the scope of work requires a gate cylinder and the valve cylinder to be supplied within 120 days of award. At this time that may be extremely tight considering the engineering and materials involved. Can that timing be extended?

Answer: The initial delivery requirement is adjusted to 150 days rather than 120. The 180 days for the remaining cylinders remains. The timing referred to is quoted here:

Scope of Work The work includes furnishing all labor, material, equipment required to provide four (4) new hydraulic cylinders for operating miter gates; and one (1) new hydraulic cylinder for operating culvert valves at the Troy Lock. The new hydraulic cylinders shall be based upon the specifications and references provided; and a mandatory site visit to make field measurements.

Two (2) of the new hydraulic cylinders, the valve cylinder and one of the gate cylinders, must be completed and delivered to the Albany Field Office (AFO) no later than 120 calendar days following contract award. The remaining three (3) new hydraulic cylinders must be completed and delivered to the AFO no later than 180 calendar days following contract award
