The playground equipment shown on drawing CD101 shall be dismantled by the Contractor.

This equipment is being salvaged to the Owner for donation. All nuts, bolts and appurtenances should be placed in a bucket all pipes neatly stacked and placed in an area designated by the Contracting Officer’s representative.

L. SECTION 32 31 13 CHAIN LINK FENCES AND GATE

M. SECTION 00 73 00 SPECIAL CONTRACT REQUIREMENTS

Paragraph 1: FAR 52.211‐10, COMMENCEMENT, PROSECUTION, AND COMPLETION OF WORK:

Delete Subparagraph a in its entirety and replace with the following:

“The Contractor shall be required to (i) commence work under this contract within five (5) calendar days after the date the Contractor receives the notice to proceed, (ii) prosecute the work diligently, and (iii) complete the entire work ready for use not later than 1080 calendar days after award of the contract, except in the case that the Contracting Officer determines that seeding is not feasible during the construction period, the Contractor shall accomplish such seeding in the first planting period following the contract completion date, (iv) the work is a multi‐phased project as shown in the solicitation. While the entire work must be ready for use not later than 1080 calendar days after contract award, the

Contractor must complete the new school structure portion of the contract by the require beneficial occupancy date of 18 Apr 18. This action will not operate to extend the performance time for the balance of the work. The time stated for completion shall include final cleanup and punch list.”

Paragraph 10: RECORD DRAWINGS: Added items in yellow:

a. General: The Contractor will maintain as‐built drawings during the construction period and will submit final record drawings at the completion of the project. The Government will provide to the

Contractor the CAD (Computer‐Aided Drafting) files consisting of compact (computer) disks of the drawing files in “AutoCAD” and the BIM model in AutoCad‐Revit for the project. The Contractor is required to make prints from the CAD files and continuously maintain drawings to show current as‐built conditions for the duration of the construction. Except for updates as indicated below, the Contractor may maintain as‐built drawings by marking up drawings by hand or by CAD methods. Scanned drawings will not be acceptable. If the Government cannot provide CAD files for the project drawings, reproducible drawings will be provided. The Contractor will then be required to comply with all requirements indicated herein by the use of hand drafting.

b. Progress As‐built Prints: During construction the Contractor is responsible for maintaining up to date one set of paper prints to show as‐built construction conditions. These prints shall be kept current and available on the job site at all times. All changes from the contract plans which are made in the work or additional information which might be uncovered in the course of construction shall be accordingly and neatly recorded as they occur by means of details and notes. The Contractor will be provided responses to RFI’s and any other design changes in Autocad format. The contractor is responsible for assuring the original design is annotated properly to incorporate changes. The as‐built prints will be jointly inspected for accuracy and completeness by the Contracting Officer’s

Representative and a responsible representative of the Contractor prior to submission of each monthly pay estimate. Partial payment will be withheld (amount to be determined) if the monthly review of as‐ built drawings reveals inaccuracies or incompleteness of as‐built conditions. Progress as‐builts shall show the following information, but not limited thereto:

(1) The location and description of any utility lines, valves, or other installations of any kind within the construction area. The location includes dimensions to permanent features.

Average depth below surface shall also be indicated. The location of all underground utility lines, valve boxes or other items shall be located using a minimum of two tie‐point dimensions. All dimensions must be taken from permanent structures or points that will remain after the construction work is completed.

(2) The location and dimensions of any changes with the building and structure.

(3) Correct grade or alignment of roads, structures or utilities if any changes were made from the contract plans.

(4) Correct elevations if changes were made in site grading.

(5) Changes in details of design or additional information obtained from working drawings specified to be prepared and/or furnished by the Contractor including but not limited to fabricated, erection, installation plans and placing details, pipe sizes, insulation material, dimensions of equipment foundations, etc.

(6) The topography and grades of all drainage installed or affected as part of the project construction.

(7) All changes, which result from contract modifications.

(8) Where contract drawings or specifications allow options, only the option selected for construction shall be shown on the as‐built prints.

(9) Systems designed or enhanced by the Contractor, such as HVAC controls, fire alarm, fire sprinkler and irrigation systems.

(10) All amendments to the contract drawings issued during the solicitation period shall be posted on the as‐built drawings.

c. Hand Drafting: If reproducible drawings only are provided to the Contractor, they shall be updated using hand drafting. Only personnel proficient in the preparation of engineering drawings to standards satisfactory and acceptable to the Government shall be employed to modify the reproduction drawings or prepare additional new drawings. All additions and corrections to the contract drawings shall be neat, clean and legible, and shall match the adjacent line work and/or lettering being annotated in type, density, size and style. All drafting work shall be done using the same medium (pencil, plastic lead or ink) that was employed on the original contract drawings and with graphic lead on paper base material. The title block to be used for any new as‐built drawings shall be similar to that used on the original contract drawings.

d. Protection of Records: The Contractor shall be responsible for the protection and safety of drawings and CAD record until returned to the Contracting Officer. Any drawings damaged or lost by the Contractor shall be satisfactorily replaced by the Contractor at his expense.

e. 50% As‐Built Update: At the 50% point in construction of this project (as determined by progress payments) the Contractor will update the CAD files of the project drawings in the appropriate

CAD program to show as‐built conditions as above, and submit an updated computer disk and one set of prints to the Contracting Officer for approval. If reproducible drawings only are provided to the

Contractor, they shall be updated at this stage using hand‐drafting as specified herein, and the

Contractor shall submit one set of prints to the Contracting Officer for approval. Any required corrections will be made by the Contractor before payment will be approved for this item. The

Contractor must use the updated CAD record or drawings to produce required prints.

f. Preliminary Record Drawing Submittal: At least thirty calendar (30) days before the anticipated date of final acceptance inspection the Contractor shall deliver two copies of progress prints showing final as‐ built conditions to the Contracting Officer for review and approval. These prints shall correctly show all the features of the project as it has been constructed, adding such additional drawings as may be necessary. They shall be printed from the CAD files updated in the appropriate CAD program, or from updated reproducible drawings if they were provided to the Contractor. Within ten days, the

Government will provide the Contractor one set of prints indicating required corrections to the preliminary submittal. Contractor will correct and resubmit within 5 days. Any required subsequent review and resubmission periods will each be accomplished within 5 days. Upon Government approval of the preliminary submittal, the Contractor will prepare final record drawings.

g.1.1 As‐Built BIM (if applicable): Reflect Field Changes from Final Design Submittal

Provide one (1) copy in a CD media of updated BIM model in Autodesk Revit and AutoCAD latest versions (same or newer version of Revit/AutoCAD MEP) with BIM model IFC (2x3 or better) files.

Note 2: The Contractor will be given the final design and issued for construction set of AutoCAD Dwgs and BIM models (Revit/AutoCAD MEP latest versions). The revisions in these As‐Built deliverables reflecting the significant changes in the work made during construction are based on data furnished by the contractor. Care shall be taken in any further use of this final design and issued for construction set of AutoCAD Dwgs and BIM models such as extension of this project. It is recommended that field verification of critical information be carried out to confirm the accuracy of information contained herein prior to extending the project. Architect shall not be held responsible for the accuracy of the information provided by the contractor. The Contractor is responsible for incorporating as‐built data to reflect field changes from final design submittal and resubmitting the updated as‐built BIM model in digital format. The digital files will be provided to the government in both Revit/AutoCAD MEP model files and IFC files as one complete set in a CD/DVD media. As‐Built BIM model requirements pertain to elements already modeled in final design BIM model.

g.1.2 As‐Built BIM: Installed Manufacture Information (if applicable)

Provide one (1) copy in a CD media of updated BIM model in Revit/AutoCAD latest version with BIM model IFC (2x3 or better) files.

Note 3: The Contractor will be given the final design and issued for construction set of AutoCAD Dwgs and BIM models (Revit/AutoCAD latest version). The revisions in these As‐Built deliverables reflecting the significant changes in the work made during construction are based on data furnished by the contractor. Care shall be taken in any further use of these final design and issued for construction set of

AutoCAD Dwgs and BIM models such as extension of this project. It is recommended that field verification of critical information be carried out to confirm the accuracy of information contained herein prior to extending the project. Architect shall not be held responsible for the accuracy of the information provided by the contractor. The Contractor is responsible for incorporating as‐built data to include installed manufacturer information, in addition to reflect changes from final design submittal, and resubmitting the updated as‐built BIM model in digital format. This includes updating the BIM modeled elements and related schedules to include installed manufacturer information. Manufacture information shall include Manufacturer Name, Model, Serial Number as applicable based on elements already modeled in final design BIM model:

Architecture: Windows, Doors and related Hardware, Reflected Ceiling, Manufactured Casework, Restroom Partitions and Accessories (Architecture

Mechanical: Scheduled Equipment (Mechanical Models)

Electrical: Power (generator / UPS / unit substation / transformers / switchboards /overcurrent protection devices) ‐ Lighting (occupancy sensors / fixtures) ‐ Fire Alarm (entire system minus cabling ‐ all devices and panels) ‐

Access Control (card readers / control panels / power supplies / access control door hardware) ‐ Telecommunications (racks / patch panels / 110 blocks / jacks)

The digital files will be provided to the government in both Revit/AutoCAD latest version model files and

IFC files as one complete set in a CD/DVD media. As‐Built BIM model requirements pertain to elements already modeled in final design BIM model.

g.1.3 As‐Built COBIE: Construction Operations Building Information Exchange Spreadsheet

Provide one (1) copy in a CD media of completed COBIE Spreadsheet in Microsoft Excel format.

Note 4: The Contractor will be given the final design and issued for construction set of AutoCAD Dwgs and BIM models (Revit/AutoCAD latest version). The revisions in these as‐built deliverables reflecting the significant changes in the work made during construction are based on data furnished by the contractor. Care shall be taken in any further use of these final design documents and issued for construction set of AutoCAD Drawings and BIM models such as extension of this project. It is recommended that field verification of critical information be carried out to confirm the accuracy of information contained herein prior to extending the project. Architect shall not be held responsible for the accuracy of the information provided by the contractor. The Contractor is responsible for incorporating as‐built data relating to construction identified in the COBIE spreadsheets for all required columns including the optional data for each column as follows:

Contact Worksheet, Column 1;

Design Worksheets, Column 2, 3, 4, 5, 6 and 7;

Installation Worksheets, Column 14.

Contractor shall complete COBIE spreadsheets relating to construction information by using Final

Construction Set schedules & specs, O & M manuals, Shop Drawings, As‐Built Record Drawings, As‐Built

BIM model schedules, spare parts, warranty information, preventative maintenance and manufacturer information as applicable. The COBIE spreadsheet shall be a Microsoft Excel Spreadsheet as provided by:

Failure to make an acceptable submission of Record Drawings will delay the Final Acceptance Inspection for the project and shall be cause for withholding any payment due the Contractor under this contract.

h. Property: All paper prints, reproducible drawings and CAD files will become property of the

Government upon final approval. Approval and acceptance of the final record drawings shall be accomplished before final payment is made to the Contractor.

i. Payment: No separate payment will be made for the as‐built and record drawings or updating of CAD files required under this contract, and all costs in connection therewith shall be considered a subsidiary obligation of the Contractor.

g.1.4 Contractor is required to complete and submit the DPW Equipment Inventory

Spreadsheet with the final as‐builts and COBIE data. See attached spreadsheet.

Paragraph 40 PARTNERSHIP IMPLEMENTATION PLAN

Delete paragraph in its entirety and replace with the following:

To more effectively accomplish this contract, the Government proposes to form a partnership with the

Contractor. This partnership would draw on the strengths of each organization in an effort to achieve a quality product within budget and on schedule. This partnership would be bilateral in make‐up and participation by the Contractor is required. A facilitator subject to approval by the Contracting Officer shall be hired by the Contractor, who would be responsible to arrange for an offsite location for the initial conference, provide all workshop materials, facilitate the conference, and compile and distribute a completed partnering agreement to all participants within 30 days after the initial partnering session.

Both parties will sign and abide by the partnering agreement. The initial conference site location will be coordinated with the Contracting Officer for approval. Contractor should plan for the attendance of approximately 15‐20 individuals from the Government in addition to the Contractor's and Sub‐ contractor's personnel. The cost of the facilitator, offsite conference facility, the partnering agreement and all other costs associated with partnering will be borne solely by the Contractor and will be included in his cost proposal. Subsequent partnership conferences will be held monthly or as required, and will be facilitated by the Government representative and held at Government facilities. For subsequent conferences the Government will prepare the agenda, and the Contractor will prepare and distribute minutes within 48 hours of the conclusion of the conference."

1.5 PERFORMANCE REQUIREMENTS

Completed tubular daylighting device assemblies shall be capable of meeting the following performance requirements:

a. Air Filtration Test:

1. Single and dual glazed dome (M74 DS Type DP and DPP); passes air

Infiltration; maximum of 0.05 cfm/ft2 when tested according to

AAMA/WDMA/CSA 101/I.S.2/A440, ICC‐ES AC16, and ASTM E283.

2. Air infiltration will not exceed 0.30 cfm/sf aperture with a pressure delta of

1.57 psf across the tube when tested in accordance with ASTM E283.

P. SECTION 31 11 00 CLEARING AND GRUBBING

3.5 GRUBBING

Grubbing consists of the removal and disposal of stumps, roots larger than 3 inches in diameter, and matted roots from the designated grubbing areas. Remove material to be grubbed, together with logs and other organic or metallic debris not suitable for foundation purposes, to a depth of not less than 18 inches below the original surface level of the ground in areas indicated to be grubbed and in areas indicated as construction areas under this contract, such as areas for buildings, and areas to be paved. Fill depressions made by grubbing with suitable material and compact to make the surface conform with the original adjacent surface of the ground.

The West Point DPW has entered into a tree‐cutting contract that will commence

November 1, 2016 and be concluded in the winter. The tree‐cutting contract covers cutting all multi‐stemmed trees and other trees greater than 3 inches in diameter in an area of work that is in the Alternate Haul Road area and the area where the new

Elementary School will be constructed (see the tree identification on the Existing

Topographic Survey, and the work areas on the Civil Drawings). All trees will be cut a maximum 18 inches above grade. All trees shall be cut to a minimum of 8 feet in length and stacked on the landfill. All other dead trees on site shall be cut and stacked. The

Tree‐cutting Contractor shall also pick up and remove limbs and branches from the grounds.

The Tree‐cutting Contractor will access the site via a route located at the intersection of

Washington Road and Gerard Road. The Tree‐cutting Contractor shall also be responsible for chipping all limbs, branches and tree tops and placing that chip pile where directed by the COR (on the landfill).

There is no stump removal requirement under the tree‐cutting contract. Stumps will be removed as part of site work in the Elementary School Construction Contract. The

Elementary School Contractor shall remove all stacked lumber and chips as part of the construction contract.

No trees cut/felled under The Tree‐cutting Contract will be removed from the West

Point Reservation, they are the property of the Government. Among the trees that will be stacked on the landfill, the Government has determined that 41 of the trees, or approximately 13,300 board feet of timber, has the value of $4,500 and the

Construction Contractor for the Elementary School shall purchase the lumber for that amount, with a single payment to the USMA Department of Public Works.

A snake monitor must be employed by the Contractor. Following is the qualifications:

The timber rattlesnake snake monitor must be certified by NYS to handle this state protected, threatened species. For certification, the person must be familiar with snake handling equipment and the proper use to avoid injury to themselves and the snake. The person should have demonstrable experience with snake survey techniques.

The state maintains a list of certified snake handlers, and can provide. Interested qualified individuals may apply to the state for certification at any time. A state issued nuisance wildlife control license is not adequate for this purpose.
