BIDDER’S QUESTIONS AND GOVERNMENT REPLY:
(Questions that may be of general interest to all Offerors and/or the Government and that are not readily answered by the proceeding changes will appear below. These questions may have been paraphrased or altered to represent several questions regarding the same subject and/or simply revised to clarify and simplify the question(s). Questions and answers are issued to the Offerors for information only and do not revise the solicitation, plans, or specifications.)

Drawing CL105 shows 15" seatwalls per detail 1 at the Amphitheatre area. The only details given for these walls appear to only be given on CL201, but no detail is given as to what the wall type is. Please provide.
The seatwalls are described on Detail are to be formed concrete walls with a
12 inch x 36 inch reinforced spread footing with 4@ #5 bars continuous and #5 bar ties at 12 inches on center. Bottom of footing 42 inches below grade. We have added a reference to this on drawing CL105.
Drawing S-101 notes 1 key note 009 for a suction pit, but says to reference MECH drawings for details. Drawing MI101 shows these boxes but says "see STRUCT foundation plans for collection box". Please provide a detail for this collection box or suction pit.
TYPICAL RADON SUCTION PIT DETAIL has been added to sheet S-515 for detailing of the suction pit box. Keynote 009 has been revised to reference this detail.
Drawing S-102 shows a CF3.0 footing (note 015, bid option footing per S-100), but drawing S-101 doesn't show this footing.
Please verify we should price this footing as a bid option and what bid option/CLIN this should be included in.
This footing should not be included as a bid option.
It was removed from the design, as reflected on sheet S-101 and the callout for this has been removed from sheet S-102.
Drawing S-111 reference keynote 206 which indicates 3/4" STRUCT concrete panels. These provide specifications for these panels. Is there a Basis-of-Design, for instance USG product type?
Yes, the basis of design is a USG product for STRUCT concrete panels for horizontal use, among others.
The SF1442 reads to provide 1 original and 5 copies of the proposal. Section 00 24 00, 2.6.5 reads to provide 1 original and 4 copies, plus 1 CD of the proposal. Please confirm how many hard copies of the technical and pricing binders are required in addition to the original … 4 or 5?

Drawing S-109 references detail C4/S-313 at CL EA, between E14 and E16. This detail shows what appears to be a 8" concrete wall, but the note says 12" CMU. Please verify this is to be a 8" concrete wall per A3/S-302.

STRUCT drawings S-111 through S-114 reference note 211 for MECH pads at the AHU's. Note 211 says to reference MECH drawings for the pads, which say to include a 6" concrete pad.
Please verify if these should be 6" concrete pads or a prefabbed curb since the equipment sits on only 3/4" STRUCT concrete panels.
These shall be concrete pads, height as indicated on the MECH drawings.
Level 2 Framing Plan Keynotes: 206, please provide spec for 1000S250-68 and 800S162-43 Cold Formed Metal Joists.
Specification 05 40 00 has been added to the specifications.
We have also added cold-formed metal framing notes to sheet S-001
Please clarify if the awarded contractor is responsible for furnishing & installing the AV equipment and wiring as shown on drawings ET603 & ET606. If so, please provide specifications for the Audio Visual equipment and wiring to be installed.
Contractor is responsible for furnishing and installing the AV equipment and wiring as shown on drawings ET603 and ET606. Refer to specification section 27 51 16 for more information on AV equipment. The specification
SECTION 27 51 16 has been renamed to be PUBLIC ADDRESS AND MISC.
AUDIO VIDEO SYSTEMS
Please provide Ductbank Details for the ELEC and TELCOM as they do not appear to be provided with the contract documents provided.
Refer to Detail A3 on sheet ET501 for Ductbank 'A' Section for communications ductbank
Keyed Notes 7 (Bridge) show 2 location on CS101 close to Bioretention Areas. Please provide detail.
Refer to detail 5 on sheet CL201.
Section 00 24 00 - 2.3 states, "The written portion of the proposal (Volume 1 -Technical Proposal) shall not exceed 60 pages." Section 00 24 00 - 2.6.1 (b) states, “Proposal shall have a page limit of sixty (60) pages." Please confirm this page limit only applies to Volume I and there is no page limit for Volume II- Price Proposal.
The page limit only applies to Volume I.
Section 00 24 00 - 2.6.1 (d) identifies the execution of Form A1.
Please confirm which proposal Volume (I or II) and which Tab within this volume form A1 shall be submitted under.
Form A1 is to be included in TAB D of Volume I
Section 5 - Tab B - Factor 2 - Past Performance. Please confirm if a project has CPARS evaluation this can be provided in lieu of a
PPQ.

Section 7 - Tab D - Standard Form 1442 and Pro Forma Data. Per this section the SF 1442 and executed amendment are to be submitted within Volume I - Technical Proposal. This appears to be requested again in Tab 1 of Volume II - Price proposal per Section 8. Please confirm what information should be provided in Tab D of Volume II - Technical Proposal.
The information should be presented in both Volume I
Technical Proposal Tab D and Volume II Price Proposal Tab 1.
Form A4 - Final Responsibility Form is included as an attachment to the solicitation but is not identified to be submitted within either volume of the proposal. Please confirm which volume and tab this form shall be submitted under.

Section 6.0 Tab C - Factor 3: Key Personnel (b) notes the Experience and Education of for the Overall Project Manager must have an Engineering Degree. Section 00 73 00 - 51 - Contractor's Key Management Personnel notes the Overall Project Manager can have an ARCH or Engineering Degree.
Please confirm the Overall Project Manager can have an ARCH or Engineering Degree.

The Concrete Sidewalk detail on CS501 shows 4" thick concrete on a compacted subgrade. The sidewalk on drawing CS100 shows the sidewalks as Standard Duty Concrete which is 4" PCC over 6" Aggregate Base and a compacted subgrade. Please confirm which detail is correct.
The concrete section on sheet CS100 is correct.
Please provide asphalt mix types for the heavy duty and standard duty hot mix asphalt.
NY asphalt designations have been added to sheet CS100.
Detail 4/CL103 Play Surface Section shows the 1/2" Play Surface over a 3-1/2" Base Mat Material. Please clarify what material the Base Mat consists of as well as the mix type.
The Base Mat Material shall be as specified in 32 18 16.13, Section 2.2.2.1. Strike sections 2.2.2.2, 2.2.3.2, 2.2.3.3 and 2.2.3.4 from that specification section.
The aluminum curtain wall elevations, shown on A-608 and A- 609, callout RWS only on window types CW1-CW7 & CW9, as well as, MWS on CW21-CW23. There is a note on these pages that indicate “All exterior curtain walls and glazed doors shall receive RWS window shades, uno.” Please clarify if the following exterior curtain wall systems also need RWS or MWS: CW16 (A-
106) and CW24 (A-107 & 108). Note: they are not located in a stairwell or vestibule.
The curtain exterior curtain wall systems CW16 (A-106) and CW24 (A-107 & 108) also need RWS or MWS.
Note 186 on drawing A-104 calls out for a MECH Courtyard Gate to receive hardware set 5; however on the door schedule on drawing A-604, there is no frame called out for this door. Please verify what type of frame these double hollow metal doors are to receive.

On drawing A-102, Door Number BC10B is called out on A-313 detail A3 as part of the Aluminum Curtain Wall; however on the door schedule it calls this door out as Type C (Flush) Hollow Metal Door and Frame. Please verify whether door BC10B is to be Hollow Metal or Aluminum Door and Frame
This Door is a Hollow Metal Door and Frame.
Doors BA04AA and BE02A are called out as wood doors with an STC rating of 60. Please verify this is the correct STC rating.
These doors shall be Hollow Metal Doors. The STC Rating is correct.
Doors 1A02C and 1A02D are called out as aluminum Type C doors (Flush) but are in an interior aluminum storefront system.
Please verify these doors are to be Type C and not Type E
These doors are Type "E" Aluminum
On drawing A-104 along the east wall of the Art Studio, there are three (3) windows called out as type "E"; however there is not an elevation/detail for window type "E". Please provide detail for window type "E".
This has been answered in RFI’s # 92, 107.
On drawing A-109 along the east wall of the OT/PT room, there are three (3) windows called out as type "F"; however there is not an elevation/detail for window type "F". Please provide detail for window type "F".
This has been answered in RFI’s # 92, 107.
Per A-720 "Room Finish Schedule - Level 1 (Amendment 01)" it calls out for CWT-3 backsplash wall tile on the North, East South and West walls in Work Room 1A04, however drawing sheet A- 428 "Casework Plans and Details" only shows the East, North and West walls. Please provide details for the South wall.
Please delete the word "South" from the note.
There is no south wall in this room. The “SOUTH” box in the
Room Finish Schedule has been deleted for Room 1A04 on Sheet A-720.
Drawing S-104 shows a screen wall that references detail B3/S-
302. The detail says to see ARCHs. Drawing A-104 does not show these walls to get the elevations needed. Please provide.
We have deleted this 63 +/- lineal feet of wall and footing from drawing S-104
And deleted the detail B3/S-302.
The grading plans overlap and do not have a clean match line which makes it very difficult to get an accurate takeoff. Please provide updated plans.
Sheets CG201-204 provide hard match lines to assist with takeoffs.
These can be used for takeoffs. Sheets CG205-209 are merely insets provided for clarity and therefore overlap.

Drawing A105 indicates that the #143 Panel Partition is a "Folding Panel Partition", but detail C1 on drawing A123 and section A1 on drawing A521 classify that same partition as an "ELECly Operated Sliding Panel Partition." Please verify if this partition is folding or sliding.
On sheet A-105, Revise Note 143 to read "ELECTRICALLY OPERATED FOLDING PANEL
PARTITION. SEE DETAIL C1/A-123 FOR SIMILAR CONSTRUCTION".
On sheet A-123 revise Note 1113 to read "SLIDING PANEL PARTITION (SIMILAR
BULKHEAD DETAILING AT THE ELEC. OPERATED FOLDING PARTITION BETWEEN
COMMONS AND MP ROOM). See revised drawing A-105.
Drawing A109 shows that there are lockers in Rm. 1E02C.
However, in drawing A413, it shows that there are no lockers in that same room. Please verify that there are no lockers in this room.
On sheet A-413 drawing the lockers were omitted.
Add the six lockers to A1/A109 on sheet A-413. The lockers are specified in 10 51 13 –
METAL LOCKERS. Revise 2.1.1 to read "Type DTC-1: Double Tier 12" wide, 12" deep, and 72 inches high, attached to a 6" high closed base." There will be no concrete base for the lockers.
CLIN 0008 Optional Bid Item #7, Base Bid Rubber Tile in the following locations. Are the locations as per F/D Drawings A-720 and A-721?
The locations for the substitution of Epoxy Terrazzo Flooring for
CLIN 0008 ADD Option #7 are called out in SECTION 01 03 00
Pages 5 and 6. These are VESTIBULE 1A100, COMMONS 1A01, MULTI-PURPOSE ROOM 1E00, (CORRIDOR 1A28), and SERVING 1E02J.
Decorative PVC Divider Strips for Zandur Rubber Tile, please provide a product, Zandur does not offer a divider strip product.
The decorative divider strips shall be PVC where used in Epoxy
Terrazzo in the CLIN0008 Item #7. The decorative divider strips shall be heat weld rubber where used in rubber flooring.
The decorative weld rod is available in colors to match or contrast with the rubber flooring. Heat weld strip is available from many rubber flooring manufacturers.
Drawing A-720 dated 8-31-16 calls for ETB-1 base at spaces 1A00, 1A01 & 1A28 with RFT-1 Floor, please clarify.
If the CLIN 0008 Item #7 is accepted, use the ETB-1 base in the
Epoxy Terrazzo locations as called for in VESTIBULE 1A100, COMMONS 1A01, MULTI-PURPOSE ROOM 1E00, (CORRIDOR 1A28), and SERVING 1E02J.
ETF symbol at all corridor doors on Level B and Level 1 refers to what?
For the Base Bid, ETF shall refer to Rubber Floor Tile in all cases.
For the CLIN 0008 Item #7 ETF shall refer to Epoxy Terrazzo Floor in the rooms where Epoxy Terrazzo is substituted.
Keynote 721 in corridors BA00, BC14, BE00, 1C19 and 1E07 on Finish Plans is confusing please clarify.
For the base bid, Delete Keynote 721 in all locations in the Finish Plans.
Substitute the following "FLOORING INSTALLER SHALL USE AN ELEC
GROOVER TO CUT ROUTED GROOVES. FILL THE GROOVES WITH THE
PROPER COMPATIBLE HEAT WELDING MATERIAL. GROOVES SHALL
BE APPROXIMATELY 3 mm AND THE HEATED ROD SHALL BE
APPROXIMATELY 4 mm. SKIVE/TRIM THE EXCESS HEAT ROD FLUSH.
SKILLED OPERATORS SHALL PERFORM THE ROUTING / GROOVING
AND HEAT ROD OPERATION ACCORDING TO MANUFACTURER'S
INSTRUCTIONS'. See Drawings A-705, A-706, A-707, A-708, A-709
41 Keynote 733, numbers are not required, please confirm.
Delete Keynote 733 and delete D1/A-705 1A01 TERRAZZO DETAIL –
ELEVATION MARKERS. The numbers will not be required in the
Base Bid or in the CLIN 0008 Item #7. See Drawing A-705.
Please explain where installed in non-terrazzo spaces and when adjacent to walls?
At the control joints at the locations shown in the base bid rubber flooring, provide latex filler in all the cut control joints and other irregularities.
Stringers Section 096500 page 4 paragraph 2.3 are not required, please confirm.
Treads and risers are required. Stringers are painted steel.
Please confirm all Zandur Sustain colors will be selected from the running line of colors.
All colors for cork-rubber flooring will be selected from the selected manufacturer's current standard line of colors – manufacturer shall have at least 35-30 colors to choose.
45 Confirm no work for FINISH FLOORING trade on Level 2? Confirmed. There is no use for the FINISH FLOORING trade on Level 2.
I am finding more areas on the plans that show terrazzo flooring than were listed in Option #7 for terrazzo in lieu of rubber flooring. There are Corridors on Level B (drawings A701-A704) that show terrazzo & Corridors on Level 1 (drawings A707&A709) that also show terrazzo on the plans. Should these be considered as the base bid & the areas listed in Option #7 be an alternate? Or should any terrazzo flooring shown on the plans be considered an alternate as part of Option #7?
In the base bid for the project there is NO EPOXY TERRAZZO.
For the CLIN 0008 Item #7 there is Epoxy Terrazzo Flooring and
Base in the locations called out in the CLIN. This is the only area to be considered in Option #7. Delete any reference to Terrazzo shown in the plans at any other locations - these shall receive the rubber flooring. See Drawings
A-705, A-706, A-707, A-708, A-709
The base detail on A710 shows 4" flat terrazzo base while the list of finishes on A717 calls for 6" flat terrazzo base. Can you please clarify the height of the base?
The base height shall be four inches (4").
Drawing ES100, Notes 3,7 & 32 indicates a Type LE4 Parking Lot Light. However, Drawing ES100 only indicates Note 3 & 7. Note 32 does not appear to be on the Site ELEC Plan. Please clarify if there are more Type LE4 Lights & Poles to be installed. If so please provide the locations for the Type LE4 Light & pole.
Delete Coded Note #32 from the drawing, the note is not used.
Please clarify if the Outdoor Lighting power for Lights LE2 & LE4 shall be direct bury conduits and not require a concrete encasement.
Outdoor lighting conduits are to be direct buried conduits.
Paragraphs 1.7.2 and 1.7.3 of section 01 30 00 call for the PM and Super to have 10 years of experience. The Chart in Section
6.0 of 00 24 00 of the Solicitation states the minimum experience level of the PM and Super is 5 years. Please confirm if the requirement is 5 or 10 years.
5 years of experience is required. Specification 01 30 00 revised via amendment to read
5 years experience.
Paragraph 1.3.1.1 reads that the CADD files for the project will be provided to the contractor after award. 1.3.1.5 reads that if "only reproducible drawings are provided." Please confirm the Gov't will provide the CADD files after contract award.
Government will provide all CAD and BIM data after award.
Paragraph 19 of 00 73 00 reads that parking is allowed in the staging area. On page 106 of 127, it reads that parking will need to be located off site and workers will need to be shuttled in.
Please confirm if parking is allowed in the staging areas shown on the CA drawings.
Parking will be allowed in the staging area set aside for the contractor.
All other parking will be off post.
Paragraph 36 asks for a listing of Hazardous Materials to be used in the contract. Please confirm if this list is required to be submitted with the bid, and if so, which tab/binder it should be included in.
Hazmat list is not required.
Paragraph 51 reads for the SSHO to be on site for certain activities. Spec 01 35 26, 1.6.1.1 references EM 385-1-1, 01.A.17. The EM-385 calls for the SSHO to be on site at all times when work is being performed. Please confirm if the SSHO only needs to be present when the activities in the solicitation are occurring, or during any and all activities per EM-385.

The contractors bonding company charges for extended warranties signed by the contractor and can't sign extended warranties past 5 years. Please confirm the following warranties in the specifications can be by the manufacturer or installer (08 33 23 - 2 years on OH Door Spring, 08 81 00 - 10 years on insul.
glazing, 09 67 23 - 2 years on resinous flooring, 10 21 13 - 15 years on toilet partitions, 10 22 39/43 - 10 years on folding panel/sliding tracks, 11 44 00 - 2-5 years on foodservice, 12 24 13 - 10 years on roller shades, 22 33 30 - 10 years on Solar HW equip, 23 82 02 - 5 years on a/c unit, These warranties may be by the manufacturer or installer
26 09 13 - 15 years on inverter, 26 27 14 - 4 years on meter, 26 51 00 - 10 year LED's & 5 years on light sensors, 26 56 00 - 5 years on exterior LED's;
27 51 16 - 3 years on HDMI Switch, 31 32 11 - 3 years on E&S Control;

These warranties may be by the manufacturer or installer
Please confirm if the 2 year extended warranty in 23 05 93 can be provided by the installer alone. The Contractor's bonding company will charge additional money to the project to also sign the extended warranty, which provides no additional benefit to the project since the installer is already warranting the work.
The 2 year extended warranty is expected to be covered by the installing contractor.
Please confirm if the 5 year extended warranty in 07 61 14 can be provided by the installer instead of the Contractor. There is an additional project cost for the Contractor to warrant the SSMR, and the preference would be to have the certified roofing firm who installed the roof provide the warranty for their work.
Installer warranty is appropriate
The equipment plans call for many Interactive White Boards, but there is nothing in the specs about them at all. Please clarify if these will be provided and installed by the contractor and if so, please make specifications for them.
The Interactive White Boards ("smartboards") are Government
Furnished and Government Installed. This is noted on the large-scale detail B1 / ET601. The power and data connections are in this contract.
Please Clarify if the awarded contractor is responsible for furnishing and installing the AM/FM antenna and Mast as shown on Drawing E-506. If so, please provide a specification with a basis of design, wiring/cabling requirements as well as a location on the drawings.
Contractor is responsible for furnishing and installing the AM/FM antenna and mast. Type of antenna and cabling shall be provided as recommended by the intercommunication system manufacturer, and as necessary to provide a complete and operable system.
Where required, cable shall be UL classified low smoke and low flame for use in air plenums in accordance with NFPA 70. Coordinate proper location of antenna during installation and mount per the manufacturer’s recommendations.
Please clarify if the Cabling required for the OSP shown on drawings TS101 through TS105 require new excavation, conduit, concrete and backfill. The schedule provided on Drawing TS101 indicates existing Cabling and new cabling to be installed. If existing cabling is in place are spare conduits also in this ductbank or are new conduits needed. If so, please provide a detail for the ductbank required.
Coordinate with the contracting officer and the Network Enterprise
Center (NEC) before proceeding with demoltion.
Sheets TS002 and TS003 show the ductbank and cables to be demolished. Sheets TS101, TS102 and TS103 show the new ductbank, handholes, manhole and cables from the new Elementary school to new manhole adjacent to existing MH-507 and cable to the middle school server room through existing ductbank. Also shown is the new ductbank and cables from existing manhole MH-502 through
MH-503A, B and C to the new manhole adjacent to existing MH-507.
If existing cables differ from what is shown on the drawings immediately contact the contracting officer and the Network
Enterprise Center (NEC) before proceeding with demoltion.
Refer to sheet ET501 for TELCOM handhole and manhole details.
Drawing TS102 Indicates furnish & installation of a new Communication manhole. Please provide a detail for the manhole to be installed.
Refer to sheet ET501, Details A1, A4 and C1 for TELCOM manhole details.
Please provide site ELEC/TELCOM symbols and legend drawing to depict existing from new construction as there does not appear to be one provided with the drawings.
The notes on drawing ES100 are very clear regarding new versus existing construction for the purposes of understanding the scope of work.
Please provide clarification for the new to existing Telecommunication Manholes and Handholes on the TS Drawings.
Refer to sheet ET501 for TELCOM handhole and manhole details.

Please provide footing and wall details (size of footings, wall thickness, rebar requirements) for the Ramp/Stair details on
4/CL201.
Detailing for the stairs is included on sheet CS501.
In the drawings, all of the sliding glass partitions are pictured in a spot where if extended, they would be covering the entrance to the doorway to enter that particular room. However, there are jambs located near the partitions (roughly 6 feet away) on the other end of the door that would be the ideal starting point for these partitions. Please verify the location of these glass sliding partitions.
The design allows the glass walls to be placed out of the way when not in place.
Note 1 on Drawing H-001 says that a hazardous materials inspection was performed and the report is included in the project specifications. Please provide the HazMat Inspection Report.
The information from the Haz Mat report is included in the
Haz Mat drawings - specifically - quantities and descriptions.
There are retaining walls shown on both the CIVIL and landscaping drawings. Please clarify what the wall type is for each retaining wall. Are they CIP concrete walls, H-pile and lagging with MSE wall as detailed on CS506, or reinforced segmental block retaining walls as detailed on CS507?
Retaining wall types vary. Sheet CS200 has been revised to clarify each wall type location.
Please provide Ceiling Finish for Room BA04. Ceiling Plan A-125 show Wood Slat Ceiling System, SPAC-5, and GWB. Please confirm.
Ceiling finish for room BA04 is as you described (Slat ceiling system, SAPC-5 and GWB) with one exception. The base bid should be the same metal slat ceiling as the multi-purpose room 1E00 with Bid option to provide wood slats in lieu of metal slats.
Finish Schedule show Room 1B08, please locate this room on floor plan.
Room 1B08 has been deleted
Note A on the I series drawings references specifications for the FF&E package. There were no specifications provided for FF&E.
Please confirm if the FF&E is by the Contractor or Gov't. If it is by the Contractor, please provide the specifications for the
FF&E.
FF&E is not included in the contract at this time

The gravel does not need to be removed unless it prevents the site from reaching finished grade with the appropriate topsoil cover.
Reference the Test Boring drawing B-001. The location of the borings appears to have been prepared based on an earlier version of the site layout. There are basically no borings at the proposed Level 1, Level 2, and Level 3 retaining walls. There are no borings at the proposed soldier beam & lagging wall as well.
With the information provided, there is no way to determine what soils / rock will be encountered. For bidding purposes, how should soil / rock conditions be determined?

Drawing(s) E-501 LUMINAIRE SCHEDULE provides a count for EACH fixture type. Does the Government wish to purchase those quantities exclusively OR the quantities of the fixture types found on drawings EL101 thru EL110 & ES100 dated 8/3/16 which may very well be the same?

Sheet E-501 reflect the number of fixtures of each type that are currently resident in the Revit Model and are not meant to reflect the number of fixtures the Government expects to purchase.

ARCH Sheet A-605 has several different hollow metal window types that the glazing called for conflicts with the door schedule glazing called out, they are as follows: - Window type HM15 and frame type HM3 calls for glass type G5; there are many locations on the door schedule where this window/frame are called to have an STC rating of 45; please clarify if the glazing for these openings should be glass type G5 of if they are to be sound controlled glazing.
The sound control glazing is specifically for high STC ratings.

(STC 60 and STC 45).
Door schedule calls for interior windows # BA04AB, BA04AC, BE02B, BE02C, BE02D and BE02e to have an STC of 60; Per the STC rating charts we have, a glass thickness of over 5” is required to achieve a rating of 50. We were not able to find any glass make-up to achieve a rating of 60. Please let us know how we should proceed with glazing for these openings.

All of the fence work we have done previously at West Point over the past ten years has been 2" 9 gauge core system black chain link fence including the fence at the existing school at west point. The plans call for a galvanized chain link fence with 1 1/4" mesh. Please advise if we should match the existing chain link fence.
The fence on the haul road doesn’t need to be more than the
2" 9 gage standard chain link. The fencing for the playgrounds shall be the 1-1/4" mesh as required by the US Consumer
Product Safety Commission Public Playground Safety Handbook.

Roofing System drawings graphically depict air vapor barrier on top of the cement board. The vapor barrier will not adhere to the cement board unless a primer is used. Please provide specified product that is intended to be used as the primer.
Use Manufacturer recommended primer.
Roofing System specifications and drawings call out 2 layers of 2.5” polyisocyanurate insulation. If this particular product gets wet during the installation, it can no longer be used. Can blue board be used in lieu of the polyisocyanurate insulation as long as it meets the requirements of the specification?

Standing Seam Metal Roofing system installation requires a permeable vapor barrier covered by a self-adhered ice and water shield. The permeable vapor barrier shall not adhere properly to the glass mat below with the ice and water shield applied directly above it as described in the contract documents and specifications. The permeable vapor barrier shall be smothered by the self-adhered ice and water shield. Please advise.
The ice and water shield is only for 36" from eaves, ridges, and valleys.
NOTE THAT THE VAPOR BARRIER IS NOT VAPOR PERMEABLE.

There is a specification 096723.13 Standard Resinous Flooring which does not match the drawing A717 finish material legend.
The legend shows UF-1 as Urethane flooring to be ceramic carpet. Ceramic carpet is a floor system that is in fact a standard resinous floor which epoxy based. It is not a Urethane based floor as UF-1 suggests. Please clarify if in fact the rooms to receive the UF-1 type floor/base is to be ceramic carpet which is an epoxy based floor or that UF-1 is in fact to be a urethane based floor which would have to be a different floor type as shown under UF-1 as listed on drawing A717. If the words urethane flooring/UF-1 remain then the product must be changed to match. If the product ceramic carpet is to remain then all reference to urethane.UF-1 must be changed.
The product called out in the finish schedule is a Urethane-based product. "CERAMIC CARPET SYSTEM is a decorative, cementitious urethane self-leveling slurry with color quartz broadcast to yield a 3/16”-1/4” finished system. " There are, of course, other qualifying materials. The main thing is that the flooring system in the dishwash and kitchen areas is a urethane system. Attached is a
SECTION 09 67 23.15 specification for 3-coat urethane flooring for the Kitchen areas.

TS102, referring to TS101 Cable Legend: Next to existing MH- 507, there is a new manhole. The following symbols are indicating;

CLIN 009 Optional bid item #8. The temporary steam boiler will be required for the entire time period beginning when the new elementary school has completed installation and before demolition of the existing elementary school. The temporary steam boiler shall no longer be required when the installation of the new site steam lines is completed and fully functioning.
Please clarify as to what type of material – (Select Cohesionless Fill) material is. See page CS100 under the pavement items.

Reference Demolition Plan CD101. Note says "Contractor shall provide vertical adjustment to maintain a minimum of 4.50' of cover from finished grade from all water lines". There is an existing 6" water line North of the Middle School that is within an area that the proposed grade is six feet lower than existing.
Please provide the existing depth of the water line so it can be determined if the line needs to be lowered or not.

Can a member of the General Contractor staff be the Snake Monitor?
Yes with the proper training.

The timber rattlesnake snake monitor must be certified by
NYS to handle this state protected, threatened species.
For certification, the person must be familiar with snake handling equipment and the proper use to avoid injury to themselves and the snake.
The person should have demonstrable experience with snake survey techniques.
The state maintains a list of certified snake handlers, and can provide.
Interested qualified individuals may apply to the state for certification at any time. A state issued nuisance wildlife control license is not adequate for this purpose.
Please provide the Davis Bacon Wage Rate for the Snake Monitor.

SUSTAINABILITY REPORTING
The spec references laminate casework, but the spec also notes maple and other features of a wood cabinet. Please clarify if the cabinets are plastic laminator wood.
The casework is AWI Custom Grade laminate with plywood boxes.
Note on Drawing CA101 says to “remove trees and mulch cut by others”. Please describe exactly what work will be done by others, how the trees and stumps will be left, and how the Contractor will receive the site.
This note has been corrected to indicate that only trees are removed.
A subsequent document has been provided to clarify tree clearing work completed by others. Trees will be stacked on site.
Removal is the contractor’s responsibility. Cost for trees will paid to the Government as per specification.
Grading plan CG-201A for the alternate haul route is incomplete. Also, plans CS-105 and CS106 that show the alternate haul rd plan and profile do not reflect the grading as shown on CG201A. We will not be able to complete the earthwork quantity takeoff with the information provided.
Please provide add’l grading plans that show the entire haul rd and how they tie into the base bid grading plan.
Sheets CS-105 and CS-106 depict the grading of the haul route at initial installation, as this would be the first step in construction.
Sheet CG201A is intended to depict how the final grading scheme for the landfill area would be revised if the haul route was constructed.
CG202A is not provided, since the ultimate grading on this sheet is not revised due to the alternate haul route.
Reference Drawing CG502. Please provide layout for the Bio retention underdrain piping, cleanout, and observation wells so they can be quantified.
Cleanout and observation well quantity shall be 1/1,000 SF of bio retention area as indicated on sheet CG502. Underdrain piping shall be 10' on center.
Regarding the demolition of the existing school, is there any as-builts or floor plans that can be provided? It would help quantify waste streams.
The drawings and photographs AD101 through AD106 define the demolition - on sheet AD101 is a listing of the hazardous waste in the building.
