DESCRIP ON OF ACTION: Approval is sought to procure various pieces of brand name equipm nf fot the new FY16 Department of Defense Education Activity (DODEA) Replacement f the [west Point Elementary School, West Point, NY under FAR 6.302-1 ( c )(1) (ii)(A), Only ~e Responsible Source, Brand Name. When the supplies or services required by the agency arf af ailable from only one responsible source, or, for DOD, NASA and the Coast Guard, r~m @nly one or a limited number of responsible sources, and no other type of supplies or se vi eslwill satisfy agency requirements, full and open competition need not be provided for- (

5. NATURE ~ AC UISITION/REASON RE UIRING AUTHORITY CITED:
The DODEA 6 the U.S. Military Academy (USMA), West Point, NY have specific requirements o various control locking systems used in their schools and facilities located at the U.S. Milit Alcademy.

The CorKey lock · s unlike other card-operated locks as it is not electronic. It is therefore, ultimately de endable, with no batteries to fail or lack of operability during power outages.
Reliable and ecure key control is critical to ensure the safety and security of the students our service memb r haive entrusted to DODEA. The CorKey system is currently utilized at both DODEA scho ls (Elementary School and Middle School) located at the US Military

Academy. Uti i g the same CorKey manufacturer for the new multi-story elementary school at the US Mili y Academy, West Point, NY allows ease of keying, re-keying and tracking of keys across th campus greatly enhancing security with the added benefit of operations and cost savings aintenance. The selection and use of a different key system would impact the security and s efy of teachers and students as well as increased lifetime O&M costs.
b. Comp Je Monaco Fire Alarm System: Due to post wide compatibility issues and based on the ababilities described below of a Monaco Fire Alarm system, all new construction q renovation projects at the USMA, West Point are now featuring the latest version of the ~onaco Fire Alarm Control Panel. The MAAP Plus Analog Addressable Integrated Ra i Transceiver and Fire Alarm Control Panel is capable of point reporting up to 1584 addre s bl9 device points via proprietary UHF radio signal to the Monaco D-21 Enhanced Ce trhl Radio Control Alarm receiving system at West Point Fire Department Dispatch. Ne *irelAlarm installations include Mass Notification Systems (MNS) in accordance t~DoD Unified Facilities Criteria (UFC) 4-021-01. The existing RF infrastructure rovided by Monaco supports the UFC requirements for primary MNS communicati ns. The Monaco Fire Alarm and integrated MNS system has the capability to remotely acti atb the in- building MNS messaging system and provide live-voice annollllceme s !directly from the D-21 Central Station at West Point Fire Dispatch.
System (FAS) and Mass Notification System (MNS) shall be a complete, rl-coded, analog-addressable system, installed in class "A" configuration per f AS/MNS shall provide point reporting to the Fire Alarm Control Panel
(FACP). The '}CP shall in turn provide point reporting to the Monaco D-21 Central Receiving St ion at USMA West Point Fire Department Dispatch. Point reporting, also known as po· t to point reporting, is the capability to relay the status of each addressable device and ce 1
• system components such as Signaling Line Circuits (SLC) to the D-21 Central Recei 1g Station in real time. The F AS/MNS shall be tested and perform as a critical life-safety sys em. The F AS/MNS shall be compatible with and shall communicate seamlessly · h lthe D-21 Central Receiving Station, without impairing operational function or reliability of y existing FAS or MNS. Use of interfacing relays between the F ACP and communicati ns transceiver to provide point or zonal alarm trouble status shall not be permitted.
All devices st comply with the Aug 1997 Federal Wireless communication commissions office of eng neering and technology Bulletin 65, Evaluating Compliance with the FCC Guideline 's £ r Human Exposure to RF Electromagnetic Fields.
c. Adva cl d ~tility Meters: The Anny Advanced Metering Program executes the provision of he Energy Policy Act of2005 (EPACT 2005). The program required Army installations t fustall advanced electric, gas, water and steam meters by 2016. All these meters will b cbnnected to the Army Meter Data Management System (MDMS) which will be used to ob ain data that tracks and trends energy usage, enabling identification and improvement o energy efficiency. The metering requirements were defined in the following references:
1. Secre ary of the Army Memorandum; Subject: Army Directive 2014-10 (Advanced Mete ng of Utilities dated 4 June 2014.
2. Unde secretary of Defense Memorandum; Subject: Utilities Meter Policy dated 16 Apr 2013.

o. 1 to HQDA EXORD 028-12 dated 111810Z April 2012.
Reference 4 .. 11, Paragraph 3.a, states that "Advanced Meters must comply with DoD Instruction 85 0.01 (Cybersecurity) dated 14 March 2014 and DoD Instruction 8510.01 (Risk Management ramework (RMF) for DoD Information Technology (IT) dated 12 March 2014.
In addition, R f~rence 4.C.1 , Paragraph 3.b (5) states that "Advanced Meters will be installed and connecte ~o MDMS on all new construction projects, and major renovation projects."
West Point, i 9rder to comply with those requirements, embarked on a program to standardize d~' stall advanced meters throughout the installation. The initial installation of forty- three ( 4 ) "smart" meters was accomplished through a contract by the Huntsville Engineering upllort Center. Due to above stated requirements and current post wide compatibility s ud, the meters which are listed above in paragraph 3, description of requirements I required.
6. F ORT 0 OBTAIN 0 PETITI N: A sources sought, W912DS-16-S-0010, was ebruary 2016 on fbo.gov to identify potential sources that can provide an he brand name only item. There were no responses to the synopsis which closed 2016.
7. A TI N 0 INCREASE TI I N: This is a one-time action necessitated by the reasons d Sf ribed above and no follow on action is contemplated. All other services for this project ar .Eeio.g procured competitively through the Best Value Lowest Price Technically l ptr le Source Selection method pursuant to FAR 15.101-2.
8. RKE RESEARCH: In compliance with FAR Part I 0, market research was conducted by tHe issuance of a sources sought synopsis, W912DS-16-S-0010, dated 11 February 201 posted on fbo.gov. The synopsis served three (3) purposes as follows:
a. To noti pptential Offerors of the Government's intent to solicit a brand name(s) only component fl r this project.

c. Notificat o J of the Army's intent to solicit brand name components as described below.
