Section 3.1.46 Estimated Quantities of Section 00 80 00 of the specifications have been changed to the following:
3.1.46 ESTIMATED QUANTITIES
The total estimated quantity of material necessary to be removed from within the specified limits to complete the work described in this specification, as computed from the information shown on the contract drawings, are as follows:
DREDGING AREA DREDGING VOLUME
Long Island Intracoastal Waterway: Moriches Bay Basic Work 45,040 CY Option 24,620 CY
The total estimated quantity of material of 45,040 cubic yards (CY) for the basic work and 24,620 CY for the option, includes overdepth, is based on the 17 March 2008 hydrographic survey of the project. The quantities are calculated based on the contour dredging method and in accordance with Section 01 22 00.00 10, TECHNICAL SPECIFICATION, para. 14 entitled:
"MEASUREMENTS AND PAYMENTS" of these specifications where payment is allowed for all material up to Overdepth Grade except in the areas below project grade or on slide slopes.
The following sections of Section 35 20 23 of the specifications have been changed to the following:
1.5 QUANTITY OF MATERIAL
The total estimated amount of material to be removed from within the specified limits, excluding overdepth, is 19,350 cubic yards (CY) for the basic work. For the option, the total estimated amount of material to be removed from within the specified limits, excluding overdepth, is 15,890 CY.
The maximum amount of allowable overdepth dredging is estimated to be 25,690 CY for the basic work and 8,730 CY for the option. The estimated total quantity for bidding purposes and for application of the "FAR 52.212-11, Variation in Estimated Quantity" shall be 69,660 cubic yards, includes overdepth. The quantities are calculated based on the contour dredging method where payment is allowed for all material up to Overdepth Grade except in the areas below project grade or on slide slopes. The quantities listed are estimates only. Within the limits of available funds, complete the work specified whether the quantities involved are greater or less than those estimated.
1.6 OVERDEPTH DREDGING
To cover unavoidable inaccuracies of dredging processes, material actually removed to a depth of 2 feet below the depth specified and within the dredging limits will be measured and paid for at full contract price. The quantity of overdepth dredging is based on the contour dredging method where payment is allowed for all material up to Overdepth Grade except for areas below project grade.
1.7 SIDE SLOPES
Dredging on side slopes shall follow, as closely as practicable, the lines indicated or specified. A 2 feet allowance will be made for dredging beyond the indicated or specified side slopes, except as provided herein. The amount of material excavated from side slopes will be determined by either cross-sections or computer, or both. The quantity of the side slope material dredging is based on the contour dredging method where payment is allowed for all material up to Overdepth Grade except below project grade on side slopes.
2. QUESTIONS AND ANSWERS
The following is a list of questions asked by interested vendors (regarding original posted solicitation), and associated responses to those questions:
Q1: The DEC permit in the specs call for material placement in an upland diked disposal area on East Inlet Island and the New York Dept. of State permit calls for placement on Cupsogue County Park Beach. Which is correct?
A1: The placement area will be at Cupsogue Park. The DEC permit in the specification is presently being amended to reflect this placement.
Q2: Do you have a scale for the plans and/or distances from the dredge area to the disposal area?
A2: The placement area is approximately 1.0 miles from the dredging areas.
Q3: Can we run the pipeline up Clam Creek between the Towns of Brookhaven and South Hampton? Is there a pipeline route? Are there easements?
A3: The main pipeline route from the dredging areas which are east and west of East Island should run due south from East Island to Cupsogue Beach. The pipeline shall come onshore at the RV parking area and extend across the dune in non vegetated areas.
Q4: Is there a contractor’s lay down area provided by the Corp to mobilize pipe, etc.?
A4: The Contractor may use Cupsogue Park as a mobilization area for pipe.
Q5: Section 35 20 23 1.5 1st sentence says the quantity is 45,040 for the basic and 24,620 for the option excluding over depth. Then the next sentence says the maximum amount of allowable over depth is 45,040 basic and 24,620 option. CLIN 0002 and 0003 state yardage with over depth as 45,040 basic and 24,620 option respectively. Please clarify the correct quantity with allowable over depth.
A5: The total estimated amount of material to be removed from within the specified limits, excluding overdepth, is 19,350 CY for the basic work.
For the option, the total estimated amount of material to be removed from within the specified limits, excluding overdepth, is 15,890 CY. The maximum amount of allowable overdepth dredging is estimated to be 25,690 CY for the basic work and 8,730 CY for the option. The estimated total quantity for bidding purposes is 45,040 CY for the basic work and 24,620 for the option, totaling 69,660 CY.
Q6: Wage Rate question.
Ref:
Page 76 of 90….Statewide Wage Rates for Dredging
Page 82 of 90….Building Construction…Power Equipment Operators
Page 83 of 90….Heavy and Highway….. Power Equipment Operators
Each of these classifications lists dredge operator. In performing the dredge operations, the fill placer will be a dozer operator.
This operator would also unload HDPE pipe, for the dredge discharge line, from a semi-trailer.
I know the “Statewide Dredging Rates” will apply to the Leverman.
Question: Will these same “Statewide Dredging Rates” apply for the fill placer/dozer operator?
A6: The Wage Rate to be used for all work performed on land shall be the Heavy and Highway Power Equipment Operators rate. The rate of pay should be established by the equipment being operated (eg. Dozer, payloader).
