Maintenance Dredging of the Long Island Intracoastal Waterway

Federal Navigation Project, New York IFB No. W912DS-10-B-0001

The Purpose of this amendment is to:

1. Provide the Water Quality Certification (WQC) from the New York State

Department of Environmental Conservation.

2. Revise specifications in 1.1 of Section 01 11 00.00 40, 3.1 of Section 00 80 00, 1.3 of Section 01 22 00.00, Section 3.2 Conduct of Dredging Work of Section 35 20 23, and Project Plans.

Section 1.1 Summary of Section 01 11 00.00 40 of the specifications have been changed to the following:

1.1 SUMMARY

The work to be performed under this project consists of providing the labor, equipment, and materials to perform maintenance dredging of the Moriches Bay section of the Long Island Intracoastal Waterway Federal Navigation Channel with disposal of the dredged material in: 1) in a diked upland disposal area on East Inlet Island with subsequent grading of the disposal area and dikes to conform with the requirements of the New York State Department of Conservation Water Quality Certificate; 2) an upland disposal area capable of being dewatered located in Cupsogue County Park; 3) and along the shoreline of Cupsogue County Park as beach nourishment (optional work) as shown on the Contract Documents prepared by US Army Corps of Engineers, NYD.

The work consists of dredging approximately 45,040 cubic yards (CY) of material for the basic work and 24,620 CY for the option to the required depth of 6 feet below Mean Low Water, the 2 ft allowable overdepth is included in approximate amounts. Of the 45,040 cubic yards of material to be dredged in the basic work, approximately 6,000 cubic yards of material is expected to be silty in nature and shall be placed in the upland disposal area at Cupsogue County Park, dewatered and left as a stockpile.

Section 3.1 Special Contract Requirements of Section 00 80 00 of the specifications have been changed to the following:

3.1 Special Contract Requirements

3.1.1 COMMENCEMENT, PROSECUTION, AND COMPLETION OF WORK (1965 APRIL)

a. The Contractor will be required to commence work on the basic portion under this contract within 5 calendar days after the date of receipt by him of the notice to proceed, to prosecute said work diligently and to complete the work under the basic contract ready for use no later than 71 calendar days for the Basic Work.

b. If the optional work is exercised, the Contractor will be issued a second notice to proceed and will be required to commence work within 5 days after the date of receipt by him of the notice to proceed, to prosecute said work diligently and complete the work under the option ready for use no later than 40 days after the date of receipt by the Contractor of the notice to proceed.

c. This is based on an average production rate of 1,500 CY per day for dredging. Should the total quantity of material to be paid for and actually removed under the contract exceed the limit established in the clause entitled "Variations in Estimated Quantities," additional time will be allowed at the rate of one (1) calendar day for each 1,500 cubic yards in excess of the established limit. The time stated for completion shall include final clean-up of the premises. (EFARS 52.2/9110 (a))

d. Location: The work described within these specifications involves the dredging of the Long Island Intracoastal Waterway, in the Moriches Bay section of the channel, with placement of the material dredged at East Inlet Island, an upland stockpile and along the shoreline at Cupsogue County Park as indicated in the plans.

3.1.5 CONTRACT DRAWINGS, MAPS AND SPECIFICATIONS (AUG 2000)

(e) The work shall conform to the specifications and the contract drawings identified on the following index of drawings:

2 General Location Maps

3 Channel Sounding Map (Basic Work)

4 Channel Sounding Map (Option 1)

Section 1.3 Unit Price Payment Items of Section 01 22 00 of the specifications have been changed to the following:

1.3 Unit Price Payment Items

1.3.1.2 Measurement

The total amount of material removed and paid for under the contract (Basic Work: Bid Item No. 0001, Mobilization and Demolition and Bid Item No. 0002, Dredging, Bid Item No. 0003, Dewatering Site and Option 1: Bid Item No. 0004, Mobilization and Demolition and Bid Item No. 0005, Dredging) will be measured by the cubic yard dredged. Measurement of the number of cubic yards in place will be made by computing the volume between the bottom surface shown by soundings of the last survey made before dredging and the bottom surface shown by soundings of a survey made as soon as practicable after the entire work specified has been completed. The volume for measurement shall include the material within the limits of the overdepth; side slopes described in SECTION 35 20 23, paras. 1.5 Quantity of Material, 1.6 Overdepth Dredging, and 1.7 Side Slopes.

Section 3.2 Conduct of Dredging Work of Section 35 20 23 of the specifications has been changed to the following:

3.2 CONDUCT OF DREDGING WORK

3.2.1 Order of Work

The Basic work shall be performed between April and June 2010 and the Option work shall be completed in Fall/Winter 2010. The Basic and Option work will both commence within 5 calendar days after the date of receipt by the Contractor of the notice to proceed. Mobilization and preparation of the dewatering site at Cupsogue County Park and preliminary grading and construction of the diked deposition area on East Inlet Island must be completed prior to 15 May 2010. The material considered too fine for beach placement, as shown on Sheet 3 of the plans (location off material to be placed in dewatering stockpile site), shall be dredged first and dredging and placement of the fine material must be completed prior to 26 May 2010.

3.2.6.1 Method of Disposal

Deposit dredged material by the hydraulic process. Pipeline for hydraulic dredging shall discharge into the disposal area; a diffuser shall be used at the end of discharge pipe.

3.2.6.2 Disposal in Indicated Fill

The fine grain material not suitable for placement on East Inlet Island shall be transferred to the stockpile placement area for dewatering. A dike for the dewatering site, in Cupsogue County Park, shall be constructed from the sand existing at the location of the stockpile placement area. A weir box shall be placed at the northwest corner of the dewatering site. The routes for incoming and discharge pipeline and the weir box location shall be located as described in the Dewatering Site Plan.

A dike for containing the dredged material on East Inlet Island shall be constructed from the existing sand on East Inlet Island, and shall follow the dike limits, pipeline route, weir and return water discharge locations, and post-grading requirements described in the East Inlet Island Disposal Site Plan. During construction of the dike walls, the contractor shall make an attempt to preserve some of the beach grass located in the excavation area and plant the beach grass in a few areas after grading of the area. The Contractor shall also perform and submit a topographic survey of East Inlet Island upon completion of all grading to assure requirements in the Water Quality Certificate are met.

A temporary dike shall be constructed along the beach placement site to contain the material above mean high water and prevent unfiltered return flow into the ocean. The height of the dike may be raised during beach placement operations with material discharged to contain the material above mean high water. Upon completion of the beach placement operations the dike shall be graded to a flatter slope extending to the high water line. The discharge of material for placement on the beach shall be performed in a manner that does not affect the existing dunes. If during dredging operations silty material is encountered in the Option area, the material must be rerouted by pipeline to the upland stockpile disposal area at Cupsogue County Park for dewatering.

In depositing excavated material for fill, uniformly grade and allow for shrinkage. Provide and maintain necessary bulkheads, dikes, ditches, weirs, spillways, and other construction necessary to confine and retain the fill in the dredge fill area.
