About this file

This document is a draft specification for the McMillan North Clearwell Replacement project at the Washington Aqueduct in Washington, DC. The project involves completely replacing an existing 14.5 million gallon underground water storage tank within its current footprint, with dimensions of approximately 612 feet long by 162 feet wide. The work includes demolishing two historic brick buildings on the tank's roof, which will be reconstructed to match their original exterior appearance, and installing a new concrete tank with baffles, chambers, slide gates, and a new process chemical and control system.

The project is part of a design-bid-build construction contract with the U.S. Army Corps of Engineers Baltimore District, with an anticipated construction cost between $25-50 million and a 36-month duration starting around November 2025. The contract will use the NAICS code 237110 for Water and Sewer Line and Related Structures Construction, with a small business size standard of $45 million. An industry day presentation is scheduled for March 17, 2025, at 11:30 AM Eastern Time, and the full solicitation is expected to be publicized in May 2025.
