About this file

This document is an Instructions to Offeror for a 100% Small Business (SB) set-aside solicitation from the U.S. Army Corps of Engineers (USACE). The solicitation requires offerors to submit proposals electronically through the Procurement Integrated Enterprise Environment (PIEE) website, with a comprehensive set of required documents including SF 1449, price schedule, representations and certifications, and other standard forms. Proposals must include a detailed price breakdown with labor, subcontract costs, equipment, and material costs, submitted in both PDF and Excel formats.

The award will be made on a best value basis, considering five evaluation factors: Facility Clearance Level (Top Secret), Past Performance, Organization and Management Plan, Technical Approach, and Price. Offerors must be registered in the System for Award Management (SAM) and achieve at least an "Acceptable" rating on non-price factors to be considered. Proposals are limited to 10-25 pages, must be clearly indexed, and follow specific formatting guidelines. The solicitation emphasizes thorough documentation, with specific requirements for file packaging, content, and submission through the PIEE website by the specified deadline.
