About this file
This document is an Evaluation Criteria document for a Construction Site Security Monitoring (CSM) Services contract. The Government will evaluate proposals based on five key factors: (1) Top Secret Facility Clearance Level (FCL), (2) Past Performance, (3) Organization and Management Plan, (4) Technical Approach for Delivery of Seed Task Order, and (5) Price. Offerors must meet specific requirements, including having CSM Services projects valued over $5 million, demonstrating adherence to ODNI ICD 705 or Diplomatic Security Standards, and having completed at least one U.S. Federal Government Construction Project as the prime security monitoring contractor. The award will be made to the best overall proposal that is most beneficial to the Government, with offerors required to achieve at least an "Acceptable" rating on non-price factors, and pricing not being the sole determining factor for selection.
