RESPONSES TO INQUIRIES

Responses to Inquiries:

Q. Multiple inquiries were made regarding a site visit.

A. A site visit may be scheduled until 7 February 2024, between 8:00 to 4:00 pm with the Sunset Golf Course Manager, Sam Risteff (Cell 717-943-4547, alternate phones 717-944-5415 Pro Shop or 717-944-3090 Maintenance Office). Address: Sunset Golf Course, 2601 Sunset Drive, Middletown PA 17057.

Q. The single most important aspect of our site visit is to determine vehicle and personnel access relative to all of the areas that require repairs including those listed in the optional line items.

A. There are roads that provides access around most of the fence line (see map below).

Q. Did you have the opportunity to mark all of the areas to be repaired with safety ribbon or something similar?

A. No, the areas are not marked. The primary area is within the trees.

Q. Do I need to inform you (Contracting Officer and Contract Specialist) before scheduling the site visit?

A. No, informing Contracting of the intent to visit the site is not required. However, all questions shall be directed to Contracting (erica.j.stiner@usace.army and katie.r.marrette@usace.army.mil) in writing. Questions must be submitted by 5:00 EST 9 February 2024.

Q. Is there an official bid document?

A. The price schedule is in Section 00 10 00 of the solicitation. For convenience, a “Price Schedule” document has been added to the solicitation attachments to use when submitting your quote. Please note this is not an invitation for bid; there will be no public opening or publishing of price information.

Q. It looks like it has a minority or female participation goal, is that a goal or a requirement?

A. The contractor is required to “make a good faith effort to employ minorities and women” in accordance with the solicitation provision FAR 52.222-23 to meet the goal of 6.2% minority and 6.9% female participation in each trade applicable for this project.

Q. I would like to confirm that the insurance coverages referenced in the RFQ on page 20 and 21 of 37 apply to two separate types of project and that for the “Sunset Annex Formerly Used Defense Site Fence Repair” project no dredging exposure exists or coverage for dredging is required.

A. Correct, the dredging coverage is not required for this project.

Evaluation of Quote for Award

Basis of Award

The Government intends to award one firm-fixed-price (FFP) purchase order resulting from this solicitation to the responsible offeror whose quote conforming to the solicitation offers the best value to the Government, using the lowest price, technically acceptable approach. The Government intends to award without discussions except clarifications required to understand the offer or resolve minor or clerical errors.

I. Technical Acceptability

Evaluation Criteria: The Government will check Offeror’s capability statement to assess if the Offeror has experience providing delivery of similar products and the resources (equipment, personnel, supplies, plant, transportation, and management) to meet the requirements of the Statement of Work. A complete and reasonable capability statement will receive an Acceptable rating. An incomplete, or unreasonable statement that does not demonstrate understanding or capability of meeting the requirements, or omitting the statement, will result in a rating of Unacceptable.

II. Price

Evaluation Criteria: Price will be evaluated by utilization of the price analysis method of comparing prices from all acceptable offers. If one quote is received, price reasonableness will be determined by comparison with the Government estimate. Award will be made to the lowest-price, technically acceptable offer from a responsible Offeror. The lowest price will be evaluated as the sum of all line items, including options, in the Price Schedule.

Eligibility & Responsibility

Only a responsible offeror meeting the standards of FAR 9.104-1 will be eligible for award. In addition, the Offeror must be a small business under the NAICS 238990 and have no adverse past performance history. The Offeror must have an active SAM registration at the time the quote is submitted and have completed certifications and representations for the FAR and DFARS. The Government will review government sources of information for past performance, which may include the Contractor Performance Assessment Reporting System (CPARS) and Supplier Performance Risk System (SPRS). A lack of relevant past performance history shall not result in the Offeror being determined as non-responsible or ineligible.
