The objective of having a DCMA Approved Purchasing System, per FAR 44.301, is to ensure contractors have an efficient and effective system in place to spend the Government's funds and to comply with Government policy when subcontracting. As written, consent will be required prior to awarding "any" subcontract under a Task Order unless the subcontractor was evaluated during negotiations. This seem an overly restrictive and burdensome requirement for the Government and industry when a company has a DCMA-approved Purchasing System, especially with the contemplated Task Orders are to be awarded completely and on a Firm Fixed Price basis. We ask that you reconsider the inclusion of the write-in "any." As a recommendation, we have seen on other contracts the write-in "as indicated on individual Task Orders." This would enable the government to implement the consent process as necessary while not be overly restrictive on every action.
