Amendment 0002 Clarification on Some Responses to RFI
Questions Responses
1. Question 8514200—The sample problem "Assumptions
About The Site" includes HUA and LUA densities. Please confirm that these values represent densities above background?”
Response: “Confirmed. Assume these densities are above background.”
The definition for a Target (or HUA) boundary provided in the MR-QAPP template states “For the purpose of this document, the location, moving away from the target (or HUA) center, where the anomaly density drops to background.” This definition infers that the anomaly density for LD areas (LUAs and NIAs) are background.
How can the LUA anomaly densities provided in the Sample Problem be above background?
In the sample problem, an average anomaly density for the HUA is assumed to be 1000 anomalies/acre, and an average anomaly density for the LUA is assumed to be
20. The sample problem does not provide information concerning critical density or background values. NAB concurs that the subject language in the MR QAPP is confusing as written, and will provide feedback to the CX on the issue.
2. In response to the multiple questions regarding Attachment C Contract Description Form (8512573, 8517659, etc.):
Since the form in Attachment C was named as a “suggested template” we created our own project description format (response to Question 8517659 states this is acceptable) following the template, but also included the information in the order that was requested for the Contract Descriptions in Section L.
Now that multiple responses state that the Contract Description Form is excluded from page count (8517662, 8506180)—please confirm if we are also required to submit a completed Contract Description form, in addition to the format that we created to address requirements of Sections L and M.
It's confirmed that the use of the suggested template while including the information identified in Section L.
3. Question 8522042—Referencing Attachment C, question asked “Please clarify what is meant by "offeror" in the contract description form because offeror could be a different company then who performed the project being presented. If offeror is to be the prime for this effort, please indicate how we are to show what company performed the project.” Response is “Yes. The template can be modified to accommodate the bidder’s technical approach. The contractor will need to verify that all calculations are correct in the proposal.”
A wrong answer seems to be posted for this question.
Would the District please provide an updated answer to this question?
Attachment C states: Offeror’s Name (Prime Contractor).
It also states “Project experience submitted by the Offer+ or as a subcontractor will not be evaluated.”
4. Question 8499462—Response: “A forthcoming amendment will include the UXO personnel: Senior UXO
The list of UXO disciplines have been revised in the amendment.
Supervisor (SUXOS), UXO Quality Control Specialist (UXOQCS) and UXO Safety Officer (UXOSO).”
The amended Price Schedule lists UXOQCS incorrectly as “UXOQSC”.
Please provide a corrected Price Schedule.
5. Question 8499462—Response: “A forthcoming amendment will include the UXO personnel: Senior UXO Supervisor (SUXOS), UXO Quality Control Specialist (UXOQCS) and UXO Safety Officer (UXOSO).”
Amended Price Schedule includes “UXO” in addition to the 3 disciplines listed above.
Please confirm what level UXO is being requested. Is the District’s intention to match the UXO categories provided on Attachment F? If so, please provide a revised Price Schedule to include all UXO categories listed on Attachment F.

6. Response to Question 8512582 identifies 1st Qtr. 2021 as anticipated start date, but 1 JAN 2020 for the Sample Problem. Response to Question 8502902 lists 1 JAN 2020 for the estimated start date.
Please confirm that the date to use for both the Sample Problem and to establish the base rates and escalation should be corrected to 1 JAN 2021.
Confirmed date for both should be 1 JAN 2021.
7. SF 30 for Amendment 001 indicates submittal requirements revised to “only hard copy”; however, numerous Q&A and Section L (page 30 of 41) indicate only electronic submittal. Please confirm proposals should be submitted electronically via DOD Safe.
Confirmed, only electric submittal.
8. Section B Price Schedule was modified in Amendment 001 to include Senior UXO Supervisor (SUXOS), UXO Quality Control Specialist (UXOQCS) and UXO Safety Officer (UXOSO) as outlined in the Q&A. The table provided in Amendment 001 also includes a row for a discipline marked as “UXO” (see row 25 on pages 3 and 4). Please confirm this row was intended to be a header row for UXO Personnel and clarify how Offerors should number the labor categories.
Revised Price Schedule with all UXO disciplines properly listed is being published.
9. Several of the responses in the Q&A (See 8506180 and 8517662) indicated the Contract Description Forms would not count against the page limit for Volume III, Factor 3 Past Performance. However, the submittal requirements in Section L (page 33 of 41) state CPARS/PPQs are excluded from the page count for Factor 3 but does not indicate the Contract Description Forms are excluded from the page count. Please confirm the Q&A were correct that Contract Description Forms are not included in the page count and revise Section L accordingly.

10. The anticipated start date for pricing in Volume V Factor
5 is inconsistent in the Q&A. For example, Q&A 8512582 states the Sample Task should be based on a start date of “1 JAN 2020” but the start date of the contract should be based on “1st Qtr. 2021”. Please confirm the anticipated award date that should be used for both Section B Price Schedule should be January 2021.
Confirmed, date should be 1 JAN 2021.
11. An updated version of Attachment A MAMMS III Sample Problem was posted with Amendment 001, but the version submitted was not in redline/strikeout mode like the remainder of Amendment 001. Please provide the update Sample Problem PWS in redline/strike/out to ensure changes are readily discernable.
Highlights have been added to the changes of the Revised Sample Problem.
12. A revised copy of Section M was not posted with Amendment 1 although several of the Q&A dealt with revisions to Section M. For Example, Q&A 8512571 indicated the language in the RFP would be changed from “define, address, and resolve military munitions work” to “define, address, and perform military munitions work”.
Please provide a revised version of Section M that incorporates changes from the Q&A.

13. The change of language outlined in Q&A 8512571 of “The Offeror shall demonstrate the ability to reasonably define, address, and perform military munitions work under CERCLA/RCRA” does not fully answer the question. The terminology of “define” and “perform” can be evaluated throughout the different stages of CERCLA/RCRA, but it is unclear what “address” refers to as part of the Evaluation criteria.
No further clarification is provided.
14. In the summary of changes, block 14 it states: The purpose for Amendment 0001 is to respond to the RFIs, extend the period of performance, add UXO disciplines to the price schedule and to change the way the proposal will be received from electronic and hard copy to only hard copy in accordance with the process defined in the Instructions to Offerors.
However, in section L it states: “The proposal shall consist of five (5) volumes (illustrated below). Each volume shall be submitted in hard copy and electronically on digital media.”
And in the following table it states “0” hard copies. This is consistent with the RFIs:
The Government is requesting hard copies of the MAMMS III responses in addition to electronic copies sent via the SAFE site. Given the public health concerns related to the coronavirus pandemic, would the Government change the requirement to electronic submittal only?

15. Please clarify if submission is electronic or hard copy. Instructions are already provided.
16. On page 30 of Amendment 1, it asks for a Safety and Health Program Certification Sheet. There is no further mention of the sheet or an attachment. Please provide clarification.
The Corporate Health and Safety Manager (CIH) has to certify that there is a Corporate Safety and Health Program. There is no standardized form for the certification sheet.
17. According to the RFIs, the Contract Award date, January 1, 2020 is already past. Please clarify.
The anticipated award date for the Contracts is 1st Quarter of 2021
18. The Q&A states that Attachment C, Contract Description Form is excluded from the page count; however, Section L of Amendment 1 does not reflect this change in the list of items excluded from the page count (pg. 30 of 41) or in Section L, Volume III Past Performance/Experience stating the volume shall not exceed 20 pages (pg. 31 of 41). Please confirm if Volume III no longer has a page limit and Q&A supersedes the instructions in Section L as it pertains to this item. If the Contract Description Form is to remain excluded, can it be modified to present the projects to address items with Section L and Section M as required for Volume III, Past Performance/Experience?
Contract Description Form is excluded from the page count. The page limit for Factor III is unchanged.
19. Amendment 0001 Page 3 of 41 Price Schedule added line item 25 UXO. Please clarify what UXO entails as it is a very broad description.

20. Response to Question 8501940 states offeror should apply either home office or field overhead to Section B Labor Rate Price Schedule as applicable, but Attachment F Bid Schedule includes all 24 labor categories as home office AND field. Please clarify how Offerors should reconcile Section B Labor Rate Price Schedule and Attachment F Bid Schedule.
If the field overhead is applicable to the discipline rate, then apply. If the field overhead rate is applicable, then apply. It is understood that some of the disciplines would only be utilized on a field site.
