US ARMY CORPS OF ENGINEERS
ELECTRONIC PAYMENTS/DIRECT DEPOSIT
1. The Debt Collection Improvement Act of 1996 provided that Federal payments shall be made by electronic funds transfer (EFT). The Corps issues electronic corporate payments though the Automated Clearing House (ACH) network using the Cash Concentration or Disbursement Plus Addendum (CCD+) payment format. Instead of receiving checks, you will have payments directly deposited into your checking or savings account.
2. The benefits of receiving payments electronically are no lost or stolen checks, no deposit delays, prompt availability of funds, fully traceable payments, and decrease in fraud.
3. EFT/Direct Deposit payments are available for vendors who have active contracts with the Corps sites within the Continental United States. Corps travelers working for these sites should also sign up for EFT.
4. Attached is Form UFC-DISB-4 with instructions that can be used by both vendors and travelers to sign up for Corps EFT payments.
5. Point of contact for questions is Michael Rye, commercial 901-874-8543, DSN 882-8543, Corps email address; t0rmfmtr@cefc.fc, Internet address;

Good afternoon
I am working with Ann Shieder at Allsteel on a response to the below bid. I noticed in WRA's FF&E Summary manufacturers such as Kimball/ Knoll/ Nucraft/ JSI, etc. have been specified. Is Grimberg looking for alternates to these manufacturers or has the end user already approved all of the items/ manufacturers in the FF&E Summary?
Please advise. I appreciate your help in advance.

1) Do demolition and abatement workers needed to be US Citizen only. In the RFP Page 49 states services must be US citizens. But it also states, "In situations where work cannot be performed unless foreign nationals are utilized such as roof repairs these companies must ensure that an employee who is a US citizen serves as an escort and Foreign Nationals employed in this capacity must have valid green cards." The demolition and abatement industry is hard pressed to find any workers whom are US Citizens the same as any roofing company. Unfortunately, it is just not work a lot of US Citizens want to do anymore and are hard to find. We are only bidding the Demolition and Abatement part of this project. Since this is just demolition/abatement we are talking about and the building is being pretty much a complete gut out, I am hoping there is a bit more relaxed security level for our trade. Please let me know if we can use some Foreign Nationals with valid green card for demolition and abatement only as long as we provide a US Citizen to escort they during the project.
2) Where are the photos we were promised at the site walk since we were unable to take any pictures? I am unable to find any pictures.
3) Drawing D-101 Sheet Keynotes #8 – Remove topping slab. What is the material made of you want removed and how thick do you estimate it's depth?
On: Aug 21 2019.
Government Response. . 1) The paragraphed referenced on page 49 of the RFP allows staffing of foreign nationals if the following conditions are met:
• Foreign national employees possess a valid green card
• Foreign national employees are escorted by an employee who is a U.S. citizen
• Foreign national employees are not hired purely for reduction of labor costs in lieu of U.S. workers who are available See specification section 01 14 00 Work Restrictions for further discussion regarding employee requirements.
2) Photos are included in the plans and specifications. Any other photos may be taken by the contractor that wins this award. All photos must be taken with camera that has been approved by the Aberdeen Proving Ground Security.
3) Please review all demolition drawings. Additional information for the topping slab is shown on D-111.

Question: Amendment 1 includes ATF compliant windows. Please provide us with the charge, set off distances, etc. per the UFC to determine the window construction.
Response: UFC 4-010-01 Standard 10 (3-11) states in the first paragraph: Glazing that is in compliance with this standard is not required to be designed or constructed for blast resistance. It is intended to minimize hazardous glazing fragments.
Charge weight, stand-off distance, required level of protection, or blast calculations are no longer necessary for the determination/selection of UFC 4-010-01 compliant glazing. The window or curtain wall frames only have to be designed for environmental loads like wind and seismic forces.
Background: UFC 4-010-01 was revised in December of 2018 and the revised version of the standards in Chapter 3 of this UFC are applicable to this project. As previously directed by USCOE, only the minimum standards in Chapter 3 are applicable to this building. According to Standard 1 (3-2), existing buildings are exempt from standoff distances requirement. Since only minimum standards are applicable, the exterior glazing is not required to be designed to resist a specific blast, but instead the inner pane of glass must be fabricated of laminated glass meeting the requirements of Standard 10 (3-11) already included in the Contract Documents in specification sections 08 41 13, 08 51 13, 08 81 00 to minimize flying hazardous debris.
Please see WBDG.org for the most current version of UFC 4-010-01.
