REQUEST FOR INFORMATION (RFI)

(RFI) Request for Information Roof and Building Leak Detection Services

DLA Headquarters, Fort Belvoir, VA.

Q1). According to the Statement of Work in solicitation# W912DR18Q0040, the project only calls for Field Investigation along with recommended repairs. Can you please clarify why the firm would need to be certified with a torch applied, two-ply SBS modified Bitumen Membrane if no repairs are required.

A1). Please see revised Statement of Work, Section 2)a).

Q2). Based on the information contained in the solicitation documents, it appears that am EFVM (Electric Field Vector Mapping) system may be in place within the new roof system. Could this be confirmed?

A2). Yes, EFVM has been left in place. As-built drawings can be provided once the contract is awarded.

Q3). Please confirm that the period of performance for the field work and generation of a preliminary report totals 91 calendar days.

A3). Please see Statement of Work, Section 2)b)i).

Q4). Do all team members from the on-site team need to hold a Secret level clearance, or just key personnel from the Prime Contractor who require access to POD 10 and DTRA infrastructure? Prime contractor personnel could be cleared, but sub-contractors may not. Could the specific security clearance and protocol expected for this contract be clarified?

A4). Please see Statement of Work, OPSEC Section 5)g).

Q5). Could daily reports including photos from the roof installation be provided, along with dates and results of leak investigations after construction?

A5). Yes, that could be provided once the contract is awarded.

Q6). Are other means of surveying the roof for moisture acceptable besides the Nuclear Survey?

We feel one or more alternate methods would be preferred for this requirement over the Nuclear method identified in the solicitation.

A6). Yes, Please see Statement of Work, Section 2)b)ii) Option 1 and Revised Price Schedule.

Q7). The solicitation reads this project is for a leak investigation and has 12 areas of reported leaks to investigate. At the site visit, the personnel noted that several of those areas were no longer leaking and this contract was to do a full building envelope leak assessment on the entire complex. Could you please make sure this question is answered, because there will be a significant variation in prices you receive if we are not all bidding the same scope of work.

A7). Contractors are to find all leaks on the exterior of the McNamara Building.

Please see Statement of Work Section 1) and Section 2)b)i)(1).
