And on page 14 of 51, item (c): The amount of the bid guarantee shall be 30% of the bid price. Could you clarify as to which bid bond amount is correct 20% or 30%?
RESPONSE: The bid bond amount shall be at least 20 percent of the bid price but shall not exceed $3 million.
2.) Inquiry ID: 7613669 Ref: "Price Schedule". Does the cost of the Building 328 Renovation (not the utility work) go in Line 0001AA or line 0001AB?
RESPONSE: The cost of the building goes on Line 0001AA.
3.) Inquiry ID: 7613805 The existing Automatic Temperature Control system at APG and ARL is a Johnson Controls Metasys System Extended Architecture furnished and installed by Johnson Controls that networks all buildings into the existing APG Metasys servers located in the BOCC (Building Operations and Command Center), Bldg 4304. There is an existing Metasys system located in Bldg 328 that communicates to these existing servers.
Should all new work be an extension of this existing Metasys system by Johnson Controls and all new systems interface to the existing servers at the BOCC in Bldg 4304?
RESPONSE: Provide in accordance with paragraph 1.4 of Section 23 09 23.13 20. Providing the new work as suggested in this RFI would meet the intent of the design.
4.) Inquiry ID: 7613823 52.236-27 SITE VISIT (CONSTRUCTION): Will there be another opportunity for a site visit? If not, is the facility accessible for a contractor to perform a walk thru on their own?
RESPONSE: A Second Site Visit was held on 1:00PM EST on 27-August-2018.
5.) Inquiry ID: 7615280 RFP Page 9 of 51, Section E indicates questions are due NLT 10:00 a.m. on 21 August 2018. RFP Page 10 of 51, indicates questions are due 20 August 2018 NLT 10:00 a.m. Please confirm which date is correct.

6.) Inquiry ID: 7620142 Does B328 need to remain secure during construction since there is interior access to the Comm Center and the Firing Range?
RESPONSE: The Information Processing Center and Firing Range will remain operational and must be secured at all times. Access shall be provided through the Contractor's construction area. Alternatively, direct temporary access to the subject areas may be considered by the Contractor if coordinated and approved by the Installation Fire Department and appropriate users inclusive of all safety and security measures for the openings that may be required. If provided, temporary access points must be restored to their original condition once permanent access from within the building is restored.
W912DR18B0012
7.) Inquiry ID: 7620158 During the site visit, we were told that the firing range and Comm Center were not in our scope. After reviewing the drawings in detail, there appears to be fire suppression work in both areas and some demo and new walls in the Comm Center. Please confirm that there is work in these areas.
RESPONSE: Albeit limited, work within the Information Processing Center and Firing Range is as described on the Contract Documents.
8.) Inquiry ID: 7620162 We were told that the Comm Center and Firing Range will remain operational during construction. Can you please provide a plan on how these folks will be accessing these areas? We see that they would have to possible enter our construction area to gain access. Will we need to provide a safe walkway for them?
RESPONSE: The Information Processing Center and Firing Range will remain operational and must be secured at all times. Access shall be provided through the Contractor's construction area. Alternatively, direct temporary access to the subject areas may be considered by the Contractor if coordinated and approved by the Installation Fire Department and appropriate users inclusive of all safety and security measures for the openings that may be required. If provided, temporary access points must be restored to their original condition once permanent access from within the building is restored.
9.) Inquiry ID: 7620184 Wall type D1 is shown on the drawings but not on the partition schedule. Please provide.
RESPONSE: Reference General Note No. 4 on Sheet A-603. Also see annotation W1 on Sheets I-001 and I-002 as well as the response to ProjNet Inquiry ID No. 7620194.
10.) Inquiry ID: 7620187 Are window blinds required? If so, please provide specification section?
RESPONSE: Mini blinds are required at all windows. Refer to Detail 3/A-411 "Ceiling Transition Detail (Typ)" and Material Index on Sheet A-604 for the Basis of Design.
11.) Inquiry ID: 7620189 (I-Drawings) There is no interior signage shown on the drawings or specifications. Is this a requirement for this project? If so, please provide this information.
RESPONSE: Contractor shall provide all required life safety signage only. User required signage will be provided by the Government.
12.) Inquiry ID: 7620194 (I-Drawings) The I-Series drawings do not differentiate between what items are GFGI/GFCI/CFCI. Please provide this information.
RESPONSE: All work as outlined on Sheets I-001 and I-002 is to be provided and installed by the Government.
13.) Inquiry ID: 7620202 (DEMO DRAWINGS) Can you provide information on the existing make up of the existing interior walls? We would like to know how they are built (materials) to provide accurate demo pricing.
RESPONSE: Multiple walls conditions are present throughout the building as described in Keyed Demolition Note (Interior) No. 1 on Sheet AD-101, AD-102, and AD-103.
14.) Inquiry ID: 7620206 (Architectural AD-101 and A-101) Drawings AD-101 and A-101 do not match up to the entrances to the areas that are NIC. Is there work intended for these areas?
RESPONSE: Albeit limited, work within the Information Processing Center and Firing Range is as described on the Contract Documents.
15.) Inquiry ID: 7620212 We would like to install a construction fence around the exterior of the building and stage dumpsters adjacent to the facility for demo. We have attached a site logistics plan of our thoughts for the fencing with two options. There is not an easy way to gain access without entering a controlled/restricted area. Can you please let us know if either option is acceptable?
W912DR18B0012
RESPONSE: In our opinion, the building itself is a "portal" through the barrier, so providing a temporary barrier as suggested would allow the Contractor better building access while limiting access beyond Building 328 during the construction period. This issue needs further coordination with Installation Security/Police to determine whether this is proposal is acceptable and if so, what the specific requirements of the barrier would be.
16.) Inquiry ID: 7620213 We would like to install a construction fence around the exterior of the building and stage dumpsters adjacent to the facility for demo. We have attached a site logistics plan of our thoughts for the fencing with two options. There is not an easy way to gain access without entering a controlled/restricted area. Can you please let us know if either option is acceptable?
RESPONSE: In our opinion, the building itself is a "portal" through the barrier, so providing a temporary barrier as suggested would allow the Contractor better building access while limiting access beyond Building 328 during the construction period. This issue needs further coordination with Installation Security/Police to determine whether this is proposal is acceptable and if so, what the specific requirements of the barrier would be.
17.) Inquiry ID: 7623158 (ELECTRICAL BID ITEM #0006) Bid Item #0006 indicates that data cabling and jacks are to be provided for the furniture connections. Please provide quantities of jacks required for all rooms with a "Junction Box for System Furniture Data/Voice Connection". Item 0006 also states "concept FF&E Drawings and Specifications" Are these available?
RESPONSE: Follow requirements as shown on the Telecom Drawings (T-Series Sheets).
18.) Inquiry ID: 7623169 (Architectural - 028213.0010) This project involves flooring removal and abated flooring removal. What is the intent for patching of floors after removal? Due to age of building, it is suspected that subfloors will not be suitable as is but will require at least a skim coat and in some cases self leveling. Can this be clarified and/or may we suggest a SF allowance be required?
RESPONSE: Perform existing flooring removal in accordance with Specification Sections 01 07 00, 02 41 00, and 02 82 13.00 10. New flooring shall be installed in accordance with Division 09 Specifications Sections, Part 3.
19.) Inquiry ID: 7625589 (SPECIFICATIONS 051200) Spec Section 051200 – Structural Steel, para 1.3, calls for an AISC Certified Fabrication Plant. There is a very limited amount of steelwork on this project, and there are no steel subcontractors in this area who meet the AISC qualifications and who are interested in bidding such a small steel project. This strict requirements should not apply to a project of this nature. Please WAIVE or DELETE the AISC Fabricator Certification requirements for this project so that we can obtain subcontract bids. Spec Section 051200 – Structural Steel, para 1.3, also calls for an AISC Certified Erector, Category ASCE. There is only a small amount of interior floor infill framing on this project, and there are no AISC Certified Erectors who have any interest in doing such a small amount of this type of interior work. We know this based on past experience bidding similar projects. Please WAIVE or DELETE the AISC Erector Certification requirements for this project so that we can obtain subcontract bids.
RESPONSE: Specification Section 05 12 00, Article 1.3 shall be modified to read as follows:
1.3 Quality Certification
Work must be fabricated in an AISC Certified Fabrication Plan, Category Std. Alternatively, fabricator must demonstrate at least 10 projects and at least 5 years of experience for similar types of projects. Submit certification or past experience.
Work must be erected by an AISC Certified Erector, Category ASCE. Alternatively, erector must demonstrate at least 10 projects and at least 5 years of experience for similar types of projects. Submit certification or past experience.
20.) Inquiry ID: 7627926 Optional Bid Item # 0002 is for "All costs in connection with roofing, complete as shown on the drawings and specifications". If this Option is not awarded, what happens to all the openings left by the removal of the old Mech equipment, and the damage caused by the installation of the new Rooftop Duct Supports?
W912DR18B0012
RESPONSE: Contractor is responsible for patching the existing roof membranes with "like materials and workmanship" to maintain a watertight installation.
21.) Inquiry ID: 7627927 Section 01 11 00 Summary of Work, pg 11, para 1.8, says: ... the Government will furnish the following materials and equipment for installation by the Contractor: Furnishings, Fixtures, and Equipment (FF&E). The "Furniture & Equipment Schedule (Comprehensive)" on Interiors dwg I-001 indicates that ALL the items are GFGI and none are GFCI. Please confirm that all FF&E will be installed by the government or by their vendor, and not by the General Contractor.
RESPONSE: All work as outlined on Sheets I-001 and I-002 is to be provided and installed by the Government.
22.) Inquiry ID: 7628364 (Section 018000 Commissioning) Per the specifications, the contractor is to employ a Commissioning Agent who is a first tier subcontractor and should pursue enhanced commissioning. Per LEED requirements, enhanced commissioning requires that the CxA not be a first tier subcontractor to the contractor and requires that the CxA be involved in the design process. Please clarify these conflicting requirements and confirm that enhanced commissioning will not be required and remove enhanced commissioning from the LEED score card.
RESPONSE: The LEED checklist included in the specifications does not include Enhanced Commissioning. As such, the Enhanced Commissioning credit is not required.
23.) Inquiry ID: 7628374 The solicitation requires that the contractor provide an electronic copy of the bid with the proposal package on a CD. As this is a public hard bid, it would benefit the Government to allow the schedule of bids / prices to be submitted with the hard copy only. Please confirm that the CD electronic copy of the proposal package does not need to include the schedule of bid / prices.
RESPONSE: The required electronic copy of the bid will be removed from the solicitation.
24.) Inquiry ID: 7628391 No partnering meeting information was provided to the contractor. How many partnering meetings should be expected by the contractor?
RESPONSE: The Government will determine if a "formal" partnering session is necessary. Additionally, the Government reserves the right to determine if additional partnering sessions are necessary as the project progresses.
25.) Inquiry ID: 7629735 (014510 3.4.3) The QC specifications call out for CQC specialists in the fields of mechanical, electrical, structural, architectural, environmental, submittals, and Test & Balance to be directly employed by the prime contractor. With the exception of the submittals clerk, these specialists are typically employed by the subcontractors. Please confirm that these specialists can be employed by the subcontractors?
Also, the qualifications for the TAB specialists require that they be a member of AABC or an experienced technician of the firm certified by the NEBB. This qualifications lend themselves to be an employee of a TAB subcontractor, please confirm this is acceptable and the TAB specialist does not need to be directly employed by the prime. Please confirm the Design Quality Control Manager Specialist is not required as this is a bid-build project.
Please confirm the Graduate Environmental Engineer with 3 years of experience specialist is not required for this renovation project.
RESPONSE: Except as listed in this response, provide personnel as defined by Specification Section 01 45 10. Note specifically the requirements of Article 3.4.3 allowing for a single person to cover more than one area of expertise.
The requirements for the Design Quality Control Manager is waived.

33.) Inquiry ID: 7634504 There are some large areas of the exterior wall (along Col Lines 14 & K) that call for "Infill Exterior Opening with Masonry to match..." on the ground, first & second floor plans. The existing wall appears to be a mixture of brick, precast concrete sills & trim, and some large paneled areas that may be precast, EIFS, or Stucco. There is no way to determine the heights of the various materials. We need detailed Wall Sections & Bldg Elevations in order to price the Infills that may be required. Please provide this information.
RESPONSE: Demolition in the cited locations is generally limited to existing windows and door. It is intended that existing openings be infilled with block and precast to match the existing construction below the Ground Floor sill.
Above the Ground Floor sill, the intent is that the opening be infilled with block and brick to match existing construction.

RESPONSE: The 540 POP begins when the NTP is signed. Physical construction/demolition of the building renovation cannot begin before 01FEB2019.
38.) Inquiry ID: 7622326 We are asking contracting offices for consideration to add FAR 52.208-9 for SKILCRAFT door hardware in your current and future acquisition as it now applies to construction and renovation "flow down" situations per US AbilityOne Commission Procurement List Notice of Addition #20150054 (9 Feb 2016). The architect's specification is the difference. Architecturally Specified Products ARE called out as an "ingredient" in construction and renovation products. PL #20150054 of 9 Feb 2016 added 90 door hardware products compliant to ANSI and BHMA certification IRT FAR 8.005 and 36.202. SKILCRAFT Door Hardware products are architecturally compliant in specification DIVISION 08 OPENINGS, SECTION 08 71 00 DOOR HARDWARE; ANSI/BHMA A156.2 Cylindrical Locks, ANSI/BHMA A156.3 Exit Devices, ANSI/BHMA A156.4 Door Closers, ANSI/BHMA A156.13 Mortise Locks. SKILCRAFT locksets ARE Small and Large Format IC compatible. FAR 52.208-9 for mandatory and specific sourcing does not require a separate CLIN because the product is architecturally specified for construction and renovation requirements. The product is going to the job site by the same project incorporation as all other materials specified by the architect. Recommended text. "The following items have been identified to be obtained from a mandatory AbilityOne source in compliance with FAR clause 52.208-9, Contractor Use of Mandatory Sources of Supply or Services: DIVISION 08 – OPENINGS, 08 71 00 DOOR HARDWARE; SKILCRAFT Brand Exit Devices, Door Controls – Closers, Mortise Locks & Latches.
Pricing and availability may be obtained from SKILCRAFT PDQ at 1-855-NIB-SPEC (1-855-642-7732) or SKILCRAFT.ASP@VISIONCORPS.NET. Additional items may be available from the mandatory source.
AbilityOne's procurement products list can be searched at: www.abilityone.com (End of text)" The AbilityOne program; who employees people who are blind and or severely handicapped, thank you for your time, cooperation and assistance!
RESPONSE: It has been determined that FAR 52.208-9 does not need to be added to this project.
39.) Inquiry ID: 7628368 (013526 1.5.1.1) Under SSHO Personnel Qualifications, the specification states that the SSHO must meet the following and then lists 6 Levels of different requirements. What level of SSHO is required for this project?
RESPONSE: A minimum Level 3 SSHO is required.
40.) Inquiry ID: 7628383 Since this project will not commence construction until 2/1/2019, does the Government anticipate on waiting until 2/1/2019 to issue the Notice To Proceed to allow the 540 day contract duration to begin on 2/1/2019? If not, when does the Government anticipate issuing a Notice To Proceed to commence the countdown of the contract duration?
RESPONSE: A definitive date cannot be determined of when the NTP will be issued by the Contracting Officer.
The 540 POP begins when the NTP is signed, which is after bonds and insurance are received. Physical
W912DR18B0012
construction/ demolition of the building renovation cannot begin before 01FEB2019. However, the Government does not anticipate on waiting until 2/1/2019 to issue the NTP.
41.) Inquiry ID: 7632935 On Drawing E001 Electrical Symbols-Power the symbols are not aligned with the descriptions. Some descriptions seem to be missing. Please correct.
RESPONSE: See attached revised sheet with adjusted symbol/description alignment.
42.) Inquiry ID: 7633474 Specification 27 05 29.00 00 is for a Protective Distribution System. There is nothing on the drawings indicating locations for PDS. Please provide room names and numbers where PDS is required.
RESPONSE: Building will utilize classified and unclassified cabling only. PDS is not required.
43.) Optional Bid Item # 0004 is for “All costs in connection with unspecified hazmat abatement that could be present in areas that were not in the scope or were inaccessible during the time of the survey”. It is not possible to price this work, based on the estimated square footage of the rooms listed in the table. There is no relation between room size and the amount of HazMat that will be discovered in these rooms. The Abatement contractors will need an itemized list of the quantities of each type of Hazardous Materials that will need to be removed from these rooms in order to provide pricing for this option. If this cannot be provided, we recommend that you tell us an “allowance amount” to include for this Bid Item.
RESPONSE: Please see revised price schedule

TOTAL BID AMOUNT $_
(Total Base Bid and Optional Bid Items Amount)
NOTES TO OFFERORS
Offerors must quote on all Items including Optional Bid Items. Failure to quote on all items may be cause for rejection of the proposal.
Award will be made on the total sum of Contract Line Items 0001 BASE BID and all OPTIONS 0002 – 0006.
The Government may reject an offer as nonresponsive if it is materially unbalanced as to prices for the basic requirement and the option quantities.
An offer is unbalanced when it is based on prices significantly less than cost for some work and prices which are significantly overstated for other work.
The Contracting Officer may exercise the Optional Items by written notice to the Contractor postmarked within the period specified below. The Government may exercise any, all or none of the listed Optional Items in any order.
No additional time for contract completion will be allowed when an Optional Item is exercised.
EVALUATION OF OPTIONS:
Except when it is determined not to be in the Government’s best interests, the Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options will not obligate the Government to exercise the option(s).
If Option Item Nos. 0002, 0003, 0004 and/or 0005 are exercised, additional bonding and consent of surety is required. Consequently, the Performance Bond must reflect 100 percent of the aggregate amount of all Items.
The Government reserves the unilateral right to award Item Nos. 0002, 0003, 0004, 0005 and 0006. No provision is made for economic price adjustment.
Unless otherwise indicated, Optional Bid Items may be exercised at any time within 180 calendar days after contract award.
ADDITIONAL NOTES RELATIVE TO ITEM NO. 0006:
The estimated amount for Item No. 0006 has been supplied by the Government, to provide Offerors with the projected magnitude of effort. The estimated amount includes the actual cost of the FF&E including freight and installation charges.
The Government FF&E estimate is only an estimated amount.
If awarded, Item No.0006 will be funded separately after completion of FF&E design package review by the Government, and receipt of appropriate funding by the Government.
If awarded, Item No.0006 will be awarded at least 180 calendar days prior to the contract completion date. The Contractor's schedule must assume the award of the FF&E as a modification. No schedule extensions will be granted if the modification is awarded at least 180 calendar days prior to the contract completion date. If the Government decides to negotiate and award the furniture modification with less than 180 calendar days prior to the contact completion date, the Contractor may be entitled to a contract extension and extended field overhead. A contract extension and extended field overhead will only be granted in those cases where the Contractor demonstrates that an accepted Final FF&E package was submitted within the approved schedule deadlines and sufficient lead time for the FF&E is not available and the Government's award of the modification is in the last six months of the contract.
Bonding is not required for Item No 0006.
