NOTES TO OFFERORS

Offerors must quote on all items including Optional Items. Failure to quote on all items may be cause for rejection of the proposal.

Optional Items may be exercised at any time within 90 calendar days after contract award. The Contracting Officer may exercise the Optional Items by written notice to the Contractor, postmarked within the period specified above. The Government may exercise any, all or none of the listed Optional Items in any order.

Exception for Optional Item 0007 Should this option be exercised, the performance period will be extended to 15 February 2017 to allow work to proceed within the seasonal window.

No additional time for contract completion will be allowed when an Optional Item is exercised.

EVALUATION OF OPTIONS:

Except when it is determined not to be in the Government’s best interests, the Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options will not obligate the Government to exercise the option(s).

SECTION 00100 - BIDDING SCHEDULE/INSTRUCTIONS TO BIDDERS

RFI QUESTIONS & RESPONSES

Georgetown Reservoir Building Improvements, W912DR-17-B-0001

Q1. "Re spec 31 00 00 paragraph 3.5: When excavating the existing gravel roads around the reservoirs, will the Contractor be responsible for disposal of these materials off site? The cited paragraph appears to state that materials will be disposed in designated areas which could mean somewhere on Corps property.

A1. The contractor will be responsible for disposal of surplus material off Government property to an approved location per Section 31 00 00, paragraph 3.11. Conflicting language will be removed by addenda.

Q2. Re Option 7: Addendum 1 revised the Contract duration to 220 days. Therefore, given the time to bid, award, 90 days to award the option, this work will be outside the seasonal window and therefore beyond Contract completion dates. Please provide clarification so we can bid this option

Q3. Specification Section 01 32 01.00 10 references lead paint abatement however I could not find a lead paint testing report or the locations/quantities of the lead paint. Could this be clarified?

A3. The two references to lead paint will be deleted by addenda.

Q4. 1. Is testing and Inspection part of the scope of work?

A4. Yes, as required in Section 01 45 00.00 10, paragraph 3.7, and as required by other technical specifications.

Q5. Is this project tax-exempt?

A5. This project is not a tax-exempt project.

Q6. Section 013526 and 014500.00 require that the SSHO (Site Safety and Health Officer) and QC (Quality Control) persons to be at the work site at all times. Can the SSHO and/or QC have a dual-role, such as part of the Site Superintendent?

A6. Section 01 35 26, paragraph 1.5.5.5.1 only states that the Quality Control Person cannot be the SSHO. The documents are silent on the SSHO and/or the QC person having other roles on the project. Due to the size of this project a single person can have dual roles as long as they are qualified and the QC and SSHO person are not them same.

Q8. Does the government require a field office?

A8. A Government Field Office is not required. Section 01 50 00, paragraph 3.6 will be deleted by addenda.

Q9. The price schedule on section 00010 – Solicitation Contract Form requests the price item #1 to #9. These price items are not clearly identified on the drawings. It’s difficult to know where are the starting and stopping points to the above mentioned price options. For examples as follow:

a. Are all the erosion and sediment controls, site demolition, and site work shown on drawing C22 to C25 part of the Castle House (price item #0002), Influent Gatehouse (price item #0001), or Georgetown Road (price item #0008)?

b. Are all the site work shown on drawing C24 within the dotted line are part of the Influent Gatehouse (price item #0001)? There are some works shown outside the dotted line. Where do we put those costs?

c. Are all the removal and replacement of fences part of the price item #0006? Some fences are shown on drawing C24 which are part of the Castle House (price item #0002) and Influent Gatehouse (price item #0001).

d. Are all the works shown on drawing C20 meant for the price item #0007 for the By-Conduit Debris Removal?

e. All electrical drawings do not identify these price items?

f. C27 shows replacement of sluice gate. Is this part of price item #2?

a. No. As stated in Section 33 01 30.96, the Contractor shall design and supply the necessary pumps, conduits, and other equipment to dewater Basin No. 1 and remove the solids.

b. Yes, specification 33 01 30.96 will be modified by addendum to address this item.

Q11. Are the new windows to be period reproductions or Marvin windows be acceptable?

A11. The windows should be period reproductions. Reference the window details on drawing A-17. Drawing A-17 is being modified by addenda.

Q12. Drawing A2, note #6 requests to remove existing interior paint, clean brick and repair brick. Please provide quantity of damaged brick to be replaced.

A12. The extent of the brick to be repaired can't be determined until the existing paint is removed. Drawing A-2 had been modified by addenda to define quantities of repair/replacement of brick and quantity of estimated repointing.

Q13. Drawing A2, note #10 calls that all cornice be replaced, please confirm.

A13. The cornice work at both the Influent Gatehouse and Meigs Vault is going to be removed and restored in lieu of replacement. Drawing A-2, A-3, A-10 and A-11 will be modified by addenda.

Q14. Drawing A2, note #11 requests to repoint damaged brick, please provide quantity or percentage for repointing.

A14. Note 11 will be modified. An addendum will be provided.

Q15. Are the new HVAC controls to be stand-alone systems or do they need to integrate to existing building control system? If so, who is the manufacturer of the existing control system?

A15. The controls for this system are stand-alone. The manufacturer of the existing control system is not known. By addenda will be issued for Drawing M-1.

Q16. Section 230923, part 3.1 requests for an existing condition survey of the mechanical equipment/control. Please confirm that is correct.

A16. The new HVAC equipment is not tying into any existing HVAC equipment. Therefore, the existing condition survey is not required and will be removed from the specification by addenda.

Q17. Note #5 on drawing E4, “For clarity not all existing light fixtures, switches and incidental are show.

Contractor shall field verify demolish all existing light system including fixtures, switches, conduits, cable and wiring…” Due to the bid time parameter, it will be difficult to investigate and survey all of missing electrical components are not shown. Please provide the appropriate drawings that show these existing electrical components.

A17. Note 5 on drawing E-4 will be modified by addenda to remove the field verification requirement.

Q18. Drawing C20, Bypass Conduit Cleaning Plan shows in lower left corner on existing 84” Sluice Gate and on a diagonal entrance to the 84” Bypass Conduit. Can the contractor assume this sluice gate is in good operating condition, and will seal the water from entering the 84” Bypass Conduit in order to clean the Bypass Conduit?

A18. The Contractor can assume the 84” sluice gate is in good operating condition. As stated in Note 7 on C-20, debris and sediment will be removed through this sluice gate. As is stated in specification Section 33 01 30.96, paragraph 3.1, the Contractor shall assume that there will be leakage from the existing sluice gates.

Q19. Note #3 on drawing C20 states, “All work shall take place between November 15 and March 15.” Since the Bid Date is early December 2016, and award Dec/Jan, will this conduit cleaning work be performed January to March 2017, or next season, November 2017 to March 2018?

Q20. Drawing C20 – Is silent concerning contractor furnishing and installing temporary stop log in the Influent Gatehouse to seal the 84” Bypass Conduit, as was mentioned at the Pre-Bid Site visit of November 22, 2016?

A20. See response to question 20. The Contractor should refer to sheet C-21 which is being revised by addenda.

Q21. Note #1 on drawing C21 – States “Contractor to field verify dimensions of existing stop log slots and provide stop logs to isolate influent gatehouse from existing 84” bypass conduit”. Does this refer to the existing timber stop logs, which the contractor is not allowed to use, inside the castle gatehouse, that are piled up at the concrete walkway level, to the one side of the existing 84” sluice gate and stop log slots? Will contractor be given a short outage and when to conduct this underwater field verification of dimensions, and can this outage be conducted to do the same for new 30” sluice gate of drawing C-27?

A21. Note 1 on C-21 refers to the stop log slot in the Influent Gatehouse, not the Castle Gatehouse. Based upon Note 1 on C-21, the Contractor is not permitted to use existing timber stop logs. No outage will be allowed. The dimensions of the current stop log slot are 9.5-ft wide by 12-inches in depth. The maximum height of the stop log slot is 18-ft measured from the bottom of the chamber to the floor of the Influent Gatehouse. Sheet C-21 will be revised by addendum.

Q22. Note #2 on drawing C21 states, “Contractor shall use existing sluice gate to isolate 84” Bypass Conduit at Castle Gatehouse”. Can contractor assume this sluice gate is in good operating condition, and will seal the water for the bypass cleaning, and minimum leakage to the new wooden contractor provided stop logs?

A22. The Contractor cannot assume the sluice gate in the Castle Gatehouse or the Contractor-provided stop logs in the Influent Gatehouse will completely prevent water from entering the Bypass Conduit during cleaning, or prevent cleaning water from entering the Influent Gatehouse or Castle Gatehouse. As stated in Section 33 01 30.96, the Contractor is responsible for preventing any leakage from the stop logs and sluice gate into the bypass conduit. The Contractor should assume they will have to fortify the existing sluice gate in the Castle Gatehouse to prevent leakage.

Q23. Note 1 and 2 on drawing C21 seem to provide the same isolating water method, using both stop logs and sluice gate. Is this for redundant method, or for some other reasons? Please clarify.

A23. The Influent Gatehouse is to be isolated using Contractor-provided stop logs inserted into the existing stop log slot. The Castle Gatehouse is to be isolated using the existing closed sluice gate. The contract is silent on the use of stop logs at the Castle Gatehouse for isolating the Bypass Conduit.

Q24. Drawing C27 - Castle Gatehouse –Blow off Gate Demolition, Plan and Detail. Please specify Contract Specification Section applicable for “repairing 1sq ft. of existing concrete floor where existing support beam is removed.

A24. Refer to Section 03 30 53 MISCELLANEOUS CAST-IN-PLACE CONCRETE.

Q25. Drawing C27 - Please specify Contract Specification Section applicable for Electric Actuator with Manual Override for new 30” sluice gate.

Q26. Drawing C27 states, “Contractor is to provide temporary stop logs on gatehouse side of 30” sluice gate, but it’s silent on condition of other side.” Thus, can contractor assume condition is dry on 30” blow off to MEIG’s vault side of replacement 30” sluice gate? Is there any as-built drawing for the 30” sluice gate or what’s the make/model?

A26. The Contractor can assume the Meigs Vault side of the 30" sluice gate is dry. Sheet C-27 will be modified by addendum to address this item. All available information for the existing 30" sluice gate is included in the contract documents.

Q27. Drawing C27 - Will contractor be given a short outage, and when, in order to conduct underwater inspection of stop log frame and existing 30” wall mounted sluice gate? Also, can outage be coordinated to inspect, at the same time, the stop log frame of 84” bypass conduit stop log of drawing C-21?

A27. An outage will not be allowed. The Contractor may use stop logs to isolate and field verify the dimensions of the wall mounted sluice gate. The dimensions of the stop log slot are 5.5-ft wide by 6-inches in depth. The maximum height of the stop log slot is 24-ft measured from the bottom of the chamber to the floor of the Castle Gatehouse. Sheet C-27 will be modified by addendum to address this item.

Q28. Were any historic preservation specialists consulted during the drafting of the scope of work?

A28. Yes, historic preservation specialists including DC HPO were consulted during the design.

Q29. Do you realize the current concrete parging reveals multiple layers of various materials applied to the exterior on multiple occasions?

A29. Assuming this comment is referring to the Castle Gatehouse, yes, the design team is aware that the Castle Gatehouse is finished with multiple layers and that they occurred at different points in time.

Q30. Do you realize using a type S cement on the cracks will irreparably damage the brick masonry structure?

A30. The reference to Type S mortar will be removed from specification section 04 01 00.91, 3.1.1.

Q31. Do you realize that grinding off the surface layer of the Portland cement will cause all of the parging layer to come off including the brick faces?

A31. The means and methods of removal of the finish coat is not noted in the contract documents and is the responsibility of the contractor.

Q32. Will the masonry contractor be able to conduct test areas using historically appropriate layers to match what is existing using a petrographic analysis?

A32. The use of petrographic analysis is acceptable. Reference specification section 04 01 00.91, 3.1.3.1.

Q33. VI. Is the Army Corp of Engineers prepared to change the scope of work according to tests conducted by masonry contractor?

A33. Reference Note 5 on drawings A-5, 6, 7, 8 and 9.

Q34. Can the masonry contractor layer multiple types of mortar to historically match the composition of the existing?

A34. If this question is about repointing the brick, the repointing mortar is required to match the existing mortar.

Q35. Will the masonry contractor be able to tuck-point areas in the interior of all structures on site in order to ensure the structural stability and longevity of the buildings?

A35. The contract drawings include repairing the brick or repointing the brick on the interior of the Influent Gatehouse, Meigs Vault and the West Shaft Gatehouse. The Castle Gatehouse drawing (A-4) will be modified to include repointing the brick on the interior.

Q36. This fixture schedule (drawing E2) does not have manufacturers listed. Do you have one that does? Or any more info?

A36. The Fixture Schedule on drawing E-6 provides a description of each light fixture. The contractor should provide light fixtures that are equal the description provided in the Fixture Schedule on drawing E-6.
