Questions and Answers to Solicitation # W912DR-16-T-0043, PRIP Drill Rig Requirement

Q1. Item 4 of the Technical Specification (Derrick Winches) requests 4 winches but only lists 3. What is the fourth winch for?

A1. The Dynawinch CA2-615 identified in item 4 of the technical specifications has two drums, this combined with the mainline and jib boom makes a total of four lines. If the Dynawinch CA2-615 is not compatible with your configuration, winches with equivalent capabilities are acceptable.

Q2. Item 38 of the Technical Specification request a Caterpillar C15 engine, or equivalent. This will have to be a Tier 4 Final engine, which is restricted to using ultra low sulphur fuel. Like the British Army would the USACE require the engine to run on different NATO fuels or will they just use the diesel recommended?

A2. The Army Corps Baltimore District FEU typically uses ultra-low Sulphur diesel fuel for the rigs they have. USACE has no requirement to run on alternate or off-spec fuels. A tier 3 engine is acceptable provided it has equivalent capabilities as the Caterpillar C15 with exception of the fuel standard noted in this response.

Q3. In regards to the 4 derrick winches, what size winches do you want? The Dynawinch CA2-615 is not equivalent to a tophead drive drill rig. With that we would recommend only 2 winches (main winch and a sandline/wireline) maybe 3 If you see a need for 3.

Q4. Deck engine can we use a tier 3 engine or does it need to be a tier 4?

A4. See response to question #2.

Q5. What type of drilling is your primary method (auger, rotary, coring etc.)

A5. The Army Corps Baltimore District FEU does augering, rotary drilling, and coring and this rig will be utilized for all three.

Q6. What size and depth of hole are you typically drilling?

A6 Typically less than 8” diameter and less than 500 feet.

Q7. Will you be sampling? If yes How? SPT? Core?

A7. Yes, we will be sampling. Via SPT, coring, Shelby sampler, and very rarely mud coring.

Q8. Will you be using any type of drilling medium? (Air/mud/water?)

A8. Yes we frequently use a circulating medium or balancing fluid. These will include air, water, and engineered drilling fluids.

Q9. What type of mount are we looking at? (Track/Truck/Track with a Cab) A9. The rig should be mounted on a track carrier. There is no need for a cab on the carrier. The carrier should have wireless controls as noted in item 3 of the technical specifications.

Q10. What is the purpose of the tilt deck? (This is typically an antiquated method of leveling a mechanical drive drill rig on a slope to drill a straight hole. The newer more accepted way is to leave the center of gravity of the base machine low and to just move the tower/feed frame and drill at an angle) A10. As noted in the question, historically the tilt-deck was utilized to allow a mechanical drive rig. The solicitation kept this specification in order to not exclude any vendor. A configuration where the tower and feed frame are moved to accomplish the same requirement (#9 in the technical specifications) to drill a vertical hole while on a >45 degree angle embankment is acceptable. Note that per the specifications the work area must be uphill of the rig, it is not acceptable to USACE to have the work area on the downhill side of the rig.
