INSTRUCTIONS TO OFFERORS
INSTRUCTION TO OFFERS/ SUBMISSION OF QUOTES:
The U.S. Army Corps of Engineers – Baltimore District has a requirement for a Track Mount Tilt Bed Drill Rig
The Government is using FAR Subparts 12 and 13 and will award a firm-fixed-priced contract resulting from this solicitation to the responsible contractor whose quote conforms to the solicitation.
The Government anticipates award of a Firm-Fixed-Price (FFP) Lowest Price (Cost) Technically Acceptable contractor, i.e. to the contractor with the lowest evaluated realistic price of quotes meeting the acceptability standards for non-cost factors. To receive consideration for award, a rating of no less than “Acceptable” must be achieved for the Technical factor. Award will be made with appropriate consideration given to the three evaluation factors: Factor 1-Technical, Factor 2 - Past Performance, and Factor 3-Cost/Price.
The Government intends to evaluate quotes and make award without questions to contractors. Therefore, the initial quote should contain the contractor's best terms from a Technical and Cost standpoint. Unclear quotes may not result in questions for clarifications. Offers with an omission or unclear quote may be judged to mean the contractor does not fully understand the requirements or understand what it takes to meet the requirements, regardless of the proposed cost/price and will be rated unacceptable. In that case, the contractor may be found unacceptable, and ineligible for award. The Government reserves the right to ask questions of contractors if the Contracting Officer determines them to be necessary.
Offerors must be registered on the System for Award Management (SAM) to be eligible for award. The Government reserves the right to award without discussions. In order to be eligible for award, a contractor must be determined to be responsible in accordance with FAR 9.104.
Contractors shall submit their quotation with: one (1) electronic quote via email to Tamara Udasco at tamara.c.udasco@usace.army.mil, three (3) hard copies and two (2) CD-ROMs for the appendices, to the U.S. Army Corps of Engineers, ATTN: Tamara Udasco, 10 South Howard Street, Suite 7000, Baltimore, MD 21203-1715, no later than the time and date specified in the Submission of Quotes.
Quotes received after the required time and date deadline will not be evaluated.
QUESTIONS
Inquiries to end users or any personnel regarding this project are not permitted. Please direct any inquiries concerning this solicitation must be submitted by email no later than July 26th, 2016 at 12:00PM (EST). If you have any recommendations in accordance with the specifications and/or any portion of the Statement of Work (SOW), please state/ask them during this request for information (RFI) phase of this requirement. Email: tamara.c.udasco@usace.army.mil. No questions will be taken after that time.
No assumptions, conditions, caveats or exceptions submitted with quotes in response to this solicitation will be accepted or incorporated into the awarded contract. Any and all assumptions must be addressed and/or resolved through the use of the question and answer period specified above.
The offer shall be clearly indexed and logically assembled. All pages shall be no smaller than 12 Point Font and in Times New Roman, appropriately numbered and identified by the complete company name, date and solicitation number in the header and/or footer. Factor 1 – Technical shall not exceed 25 pages;
Factor 2 – Past Performance: See Questionnaire for more instruction and not to exceed 10 pages; Factor 3
– Price – no page limit. All files shall be submitted with: one (1) electronic quote, three (3) hard copies and two (2) CD-ROMs for the appendices, as either a Microsoft Excel (.XLS) file, Microsoft Word, or Acrobat (PDF) file.
SUBMISSION REQUIREMENTS:
Quotes shall contain the following:
Cover letter on quoter’s letterhead, summarizing the pricing total and outlining quote terms and conditions, signed by the representative managing the project. Include Cage Code, DUNS # and Tax ID.
Price Schedule completed with all pricing.
Contractors shall submit their quotation with: one (1) electronic quote via email to Tamara Udasco at tamara.c.udasco@usace.army.mil, three (3) hard copies and two (2) CD-ROMs for the appendices, to the U.S. Army Corps of Engineers, ATTN: Tamara Udasco, 10 South Howard Street, Suite 7000, Baltimore, MD 21203-1715.
a) NOTE: Files shall not contain classified data or hyperlinks.
b) Each contractor is required to submit a quote consisting of three (3) volumes.
Volume 1 – Technical (no pricing information shall be included) – Technical submissions shall comply with Section 2.0 of the Statement of Work (SOW) and may include appendices to support the quote.
Volume II – Past Performance (No pricing information shall be included)
PAST PERFORMANCE SUBMISSION REQUIREMENTS: Past performance information is required for this solicitation. Past performance information refers to the Contractor’s recent and relevant projects, as well as to the quality of the experience from the Customer’s perspective. In this solicitation, “recent” is considered to be within the past three (3) years, and “relevant” is considered to be “of similar size, scope and complexity” to the current requirement. If the Contractor does not have any relevant experience, a rating of “neutral” will be given and the Contractor will still be considered eligible for award.
The Contractor shall:
a) Send the Past Performance Questionnaire (PPQ), provided as part of this solicitation, to each of the references identified and request that the reference complete the PPQ by the deadline stated in Box 8 of the solicitation. The completed PPQ’s must be returned by Customer directly to Tamara Udasco, Contract Specialist, e-mail at tamara.c.udasco@usace.army.mil. The Government will not release completed questionnaires to the contractor at any time, in order for the Government to solicit candid, unbiased responses and comments.
b) Contractors without recent or relevant past performance information should clearly state this in the quote.
Volume III – Cost/Pricing. No technical information shall be in the Cost/Pricing Volume submission.
Contractors shall include a Price Schedule complete with all pricing, inclusive of installation, material, project management and other cost. Note: Material and delivery should be for the total project as this will be a fixed-price contract.
Each contractor should also include a cover letter on company letterhead, summarizing the pricing total and outlining the contractors terms and conditions, signed by the representative managing the account. Include the contractor’s CAGE Code, TAX ID #, DUNS #, and SIN #.
The total price shall be equal to the sum of the total of all of the cost elements (Specified Items, Labor, and Materials). The Government will verify the contractor’s calculation of the total offered price.
Each volume shall be submitted via separate files. Any pages that are changed (as a result of quote revisions) shall be dated. Each volume shall be clearly named with its Title, Submission Date, Solicitation Number and copy number.
The following volumes of material shall be submitted Volume I- Technical, limit 25 pages via one (1) electronically, three (3) hard copies and two (2) CD-ROM for the appendices.
(No pricing information shall be listed). Volume II – Past Performance, limit 10 pages via email. Volume III – Price, No page limitation.
Specific Requirements: A quote will consist of all information and material submitted via email for evaluation in response to this solicitation. The submission of false or misleading information will be grounds for disqualification of the quote. Information requested that is missing may be ground of disqualification.
BASIS FOR AWARD
The Government anticipates award of a Firm-Fixed-Price (FFP) Lowest Price Technically Acceptable offeror, i.e., to the offeror with the lowest evaluated realistic price of quotes meeting the acceptability standards for non-cost factors. To receive consideration for award, a rating of no less than “Acceptable” must be achieved for the Technical factor and all enumerated paragraphs there under.
Factor 1 – Technical, Factor 2 – Past Performance, Factor 3 – Cost/Price.
The Government intends to evaluate quotes and make award without questions to offerors. Therefore, the Offeror’s initial quote should contain the Offeror’s best terms from a Technical and Cost standpoint.

Offers with an omission or unclear quote may be judged to mean the contractor does not fully understand the requirements or understand what it takes to me the requirements, regardless of the proposed cost/price and will be rated unacceptable. EVALUATION CRITIERIA
The following evaluation factors will be used. Award will be made with appropriate consideration based upon the evaluation factors described below:
FACTOR 1 –TECHNICAL
The offeror will be evaluated to ensure all items below were provided:
1. Technical submissions shall comply with Section 2.0 of the Statement of Work (SOW) and may include the appendices to support the quote.
2. Technical Ratings:
The following adjectival ratings will be assigned to the technical factor.
Adjectival Ratings Definitions
Acceptable Offer clearly meets the minimum requirements of the solicitation.
Unacceptable Offer does not clearly meet the minimum requirements of the solicitation.
FACTOR 2 – PAST PERFORMANCE:
1. Past performance information is required for this solicitation. PAST PERFORMANCE
PAST PERFORMANCE SUBMISSION: (See Attached Past Performance Questionnaire)
Submission Requirements: Past performance refers to the quality of recent project experience from the customer’s perspective. The Offeror shall arrange for the reference customer point of contact for two (2) projects to fill out the Questionnaire and return to Tamara Udasco, Contract Specialist, and e-mail tamara.c.udasco@usace.army.mil. The questionnaires must be forwarded directly by the references.
Ensure the reference is clearly marked for the applicable Offeror at submission. The Government will not release the questionnaire forms to the Offeror at any time, in order for the Government to solicit candid, unbiased responses and comments. Two (2) references from previously completed jobs must be submitted and include a point of contact and phone numbers. These references must be relevant to the work which will be performed in this contract. Relevant work is defined as providing fabrication of similar drill rigs per the Scope of Work (SOW). References must be recent within the past three (3) years.
Evaluation Criteria: The Government will assess the degree of success of Offeror’s recent, relevant past performance. Owners/references will be asked to comment on items such as, timeliness, management of subcontractor work, including timely payment to subs or suppliers, safety, relations between customer and contractor, level of support for such things as correcting errors. Any offeror who has demonstrated satisfactory past performance will be considered eligible for award. Any offeror who demonstrated unsatisfactory past performance will not be considered eligible for award. If the Government does not obtain past performance information for the projects identified by the offeror and cannot establish a past performance record for the offeror through other sources, or if the offeror has no past performance record and cannot tie significant, relevant experience of key personnel proposed for this project to cited experience, past performance will be evaluated neither favorably nor unfavorably

RATING DEFINITION NOTE
(E) Exceptional Performance meets contractual requirements and exceeds many to the Government/Owner’s benefit.
The contractual performance of the element or sub-element being assessed was accomplished with few minor problems for which corrective actions taken by the contractor was highly effective.
An Exceptional rating is appropriate when the Contractor successfully performed multiple significant events that were of benefit to the Government/Owner. A singular benefit, however, could be of such magnitude that it alone constitutes an Exceptional rating.
Also, there should have been NO significant weaknesses identified.
(VG) Very Good Performance meets contractual requirements and exceeds some to the Government’s/Owner’s benefit. The contractual performance of the element or sub-element being assessed was accomplished with some minor problems for which corrective actions taken by the contractor were effective.
A Very Good rating is appropriate when the Contractor successfully performed a significant event that was a benefit to the Government/Owner. There should have been no significant weaknesses identified.
(S) Satisfactory Performance meets minimum contractual requirements. The contractual performance of the element or sub-element contains some minor problems for which corrective actions taken by the contractor appear or were satisfactory.
A Satisfactory rating is appropriate when there were only minor problems, or major problems that the contractor recovered from without impact to the contract.
There should have been NO significant weaknesses identified. Per DOD policy, a fundamental principle of assigning ratings is that contractors will not be assessed a rating lower than Satisfactory solely for not performing beyond the requirements of the contract.
(M) Marginal Performance does not meet some contractual requirements. The contractual performance of the element or sub-element being assessed reflects a serious problem for which the contractor has not yet identified corrective actions. The contractor's proposed actions appear only marginally effective or were not fully implemented.
A Marginal is appropriate when a significant event occurred that the contractor had trouble overcoming which impacted the Government/Owner.
(U) Unsatisfactory
Performance does not meet most contractual requirements and recovery is not likely in a timely manner. The contractual performance of the element or sub-element contains serious problem(s) for which the contractor's corrective actions appear or were ineffective.
An Unsatisfactory rating is appropriate when multiple significant events occurred that the contractor had trouble overcoming and which impacted the Government/Owner. A singular problem, however, could be of such serious magnitude that it alone constitutes an unsatisfactory rating.

Track Mount Tilt Bed Drill Rig
U.S. Army Corps of Engineers – Baltimore District
1.0 Introduction
This requirement is for supplies for the U.S. Army Corps of Engineers (USACE), Baltimore District’s Field Exploration Unit (FEU). This a firm fixed-price purchase order for the purchase of commercial supplies to include:
Fabrication, 1-Year Warranty, and Training for a new Track Mount Tilt Bed Drill Rig
The U.S. Army Corps of Engineers, Baltimore District Field Exploration Unit (FEU) performs critical in-house drilling services, requires information on procuring a drill rig. The FEU is requesting a new Track-Mount Tilt-Bed Drill Rig be built to replace an aging track mount tilt bed drill rig. The track mount tilt bed rig will be utilized to perform drilling on steep embankments often associated with dam and levee evaluations. The ability to access locations along steep embankments is critical to performing in-house services within the North Atlantic Division as well as Corps-wide. The two features which make this rig ideal for steep embankment access are the track mounted and tilt bed capabilities. The track mounted capabilities allow the rig to easily maneuver over tough, rocky terrain.
2.0 Requirements and Technical Specifications
The vendor shall adhere to the specifications provided by USACE herein for the fabrication of track mount tilt bed drill rig. The unit shall be completely assembled and fully equipped in accordance with the specifications and ready for operation when delivered. The drill unit shall be thoroughly field tested and ready for immediate and continuous operation at time of delivery.
The drill rig shall meet the following Technical Specifications:
1) Integrated Track and Carrier System (from same designer)
2) On Rig Storage for Augers (racks should not impede approach angle ability), Rods (rod box and rod slide), and Drilling Tools (such as hammer pocket for handling 6” and 8” bits)
3) Independent Track Control and Wireless Remote Control
4) 4 Derrick Winches including 1 Mainline with jib, Wireline/Sandline Winches (Dynawinch
CA2-615 or equivalent), 1 hydraulic jib boom with hydraulic swing and extension and 4,000 lbs.

43) Operation of all systems within an environmental temperature range of 10 to 120 degrees
Fahrenheit.
44) Six tool hangers on driller side, and six tool hangers on helper side.
45) Anchors on derrick to secure winch cables during transport.
Additional Requirements:
The drill rig is to be delivered in operating condition with acceptance subject to inspection and approval to the USACE Baltimore District’s Field Exploration Unit Warehouse located at Aberdeen Proving Ground – Edgewood Area, Edgewood, MD 21040.
The successful vendor shall provide manufacturer’s approved training to familiarize personnel with the correct operation and servicing procedures for the equipment delivered at a time and place agreed upon by the Government.
The successful vendor shall provide a minimum one year warranty on the drill rig.
All items which require periodic lubrication shall be provided with a suitable lubrication fitting.
Two hard copies and two CD-ROM electronic versions of the manufacturer's service manual containing operating instructions, maintenance instructions and a bill of material or parts list shall be furnished by the manufacturer.
All pressure systems shall be provided with suitable pressure relief valves. With the exception of the drilling tools, all moving parts that may present a potential hazard to personnel while operating or performing maintenance shall be fully enclosed or properly guarded to ensure the safety of personnel conducting operating and performing maintenance. Protective devices shall not impair the operating functions.
All water and mud pumps shall have easily accessible drain plugs. Exception allowed for water injection pump.
All pumps will be easily accessible for maintenance.
All valves on mud system will be designed for use on a mud rotary with controls at driller’s station. No ball valves or gate valves.
The equipment to be furnished under these specifications shall be warranted against defective design, materials and workmanship as standard with the manufacturer. Two hard copies and two CD-ROM electronic versions of the manufacturer's standard guaranty or warranty shall be furnished.
3.0 Period of Performance
This is a firm–fixed-price purchase order. The period of performance on this purchase order is eighteen (18) months from date of award.

DESCRIPTION OF SERVICES:
The U.S. Army Corps of Engineers (USACE) requires the fabrication, a one year warranty, and training for a new track mount tilt bed drill rig. The track mount tilt bed drill rig will be utilized to perform drilling on steep embankments often associated with dam and levee evaluations; the one year warranty will ensure that all the drill rig components are functioning properly; and the training is to ensure that all operators understand each drill rig component and the appropriate means to operator and maintain each component.
PROJECT PRODUCTS AND SURVEILLANCE:
The Vendor shall, in accordance with the terms and conditions of the referenced contract, furnish all services, materials, supplies, plant, labor, investigations, studies, superintendence, and travel as necessary for the performance of the project work products specified in the Scope of Work. The method of surveillance will be documented through the attached Quality Assurance Monitoring Form (QAMF) and/or Quality Assurance Report (QAR), as applicable.

The QAMF will include information on delivery, maintenance and removal of equipment and payments to percent project completions by the vendor.
Other input to surveillance includes the Quality Assurance Record (QAR) included in Attachment B.

Satisfactory – Performance meets contractual requirements. The contractual performance of the element or sub-element being assessed contains some minor problems for which corrective actions taken by the vendor appear or were satisfactory. To justify a satisfactory rating, there should have been only minor problems, or major problems the vendor recovered from without impact to the contract. There should have been NO significant weaknesses identified. Per DOD Policy, a fundamental principle assigning ratings is that vendors will not be assessed a rating lower than satisfactory solely for not performing beyond the requirements of the contract.
Unsatisfactory – Performance does not meet most contractual requirements and recovery is not likely in a timely manner. The contractual performance of the element or sub-element contains a serious problem(s) for which the vendor’s corrective actions appear or were ineffective. To justify an unsatisfactory rating, identify multiple significant events in each category that the vendor had trouble overcoming and state how it impacted the Government. A singular problem, however, could be of such serious magnitude that it alone constitutes an unsatisfactory rating. An unsatisfactory rating should be supported by referencing the management tools used to notify the vendor of the contractual deficiencies (e.g., management, quality, safety or environmental deficiency report or letter).
